Questions Answers
1 Are you requiring a particular brand of RRFB, or will you allow any RRFB that meets the CDOT requirements listed in the bid document?
Any RRFB that meets CDOT requirements and the project specifications will be allowed.
2 Will all existing traffic be expected to be maintained and only slight detours allowed?
Maintenance of traffic is defined in the project Special Contract
Requirements which specifies allowable full roadway and single lane closures. US 36 and US 34 will also be required to adhere to CDOT
Region 4 Lane Closure Strategy and the associated lane closure variance procedures if any closures proposed by the contractor deviate from the project Special Contract Requirements or the strategy.
3 If the NTP date is pushed forward, does the incentive date get pushed as well?
No. The incentive date is a no excuse specification with no additional time allowed under any circumstance. Refer to section 108 in the project
Special Contract Requirements for more information.
4 For the Town of Estes Park permits, does the contractor have to obtain those?
The contractor is required to obtain a Town of Estes ROW Work Permit. A
Floodplain Development Permit is also required. See the project Special
Contract Requirements for additional information.
5 Is the project exempt from any local jurisdiction tax?
Tax exemption status varies from state to state and project to project. It is the contractor’s responsibility to determine State and local tax exemptions.
6 Is there a spot where excess material will be disposed of? Is it the contractor’s responsibility?
It is the contractor’s responsibility to dispose of any waste. A waste disposal area is not defined within the solicitation.
7 Is there a Geotech report included?
Yes, it was uploaded along with the original solicitation documents.
8 Staging areas – will they be cleared by FHWA or is it the contractor’s responsibility? Environmental clearance in terms of
NEPA?
The parcels identified for staging in the Special Contract Requirements were acquired during project development which was included in FHWA’s
NEPA process. It is the contractor’s responsibility to determine if there are any additional environmental clearances and obtain any required permits for the staging areas.
9 The notes on the bearing drawing calls for a min/max shear modulus of 85/175 psi with a hardness of 70. We can’t achieve that. Per the AASHTO design manual 70 duro falls into the 200-
300 psi range. Will 70 duro with a psi range of 200-300 be required or will an alternate be allowed?
Providing a 60 durometer shore A scale elastomer with a shear modulus between 130 to 175 psi is acceptable.
10 Will 14GA stainless steel for the slider for the bearing be acceptable?
14 GA stainless steel is acceptable.
11 I’m working on providing a bid for 6982AF22B000014 – CO
FLAP US36(1) and noticed Erosion Control is listed on the bid schedule, however it doesn’t appear to have any drawings or specifications attached anywhere in the project.
Would you be able to offer any insight?
This is current standard practice where contractor is responsible for developing SWPPP and Erosion Control Measures. See SCR Sections 107
157 in the Special Contract Requirements for additional information.

13 Sheet G-018 detail 5 shows a detail for concrete retaining wall
(Type 1B with stone cap) to be used for RW-03D (Note 1). Sheet
G-11 shows wall RW-03 as concrete retaining wall (Type 2 with stone cap). Detail 1 on Sheet G-018 concrete retaining wall (Type
2 with stone cap) to be used for RW-03D (Note 1). Which is the correct detail for RW-03D?
Note on Sheet G-018 Detail 5 Note 1 (Concrete Retaining Wall Type 1B w/stone cap) should callout RW-03E, not RW-03D.
For RW-03D, Concrete Retaining Wall (Type 2 w/stone Cap) is correct.

14 If RW-03D is in fact a (Type 2 with stone cap) wall, then the bid item Reinforced Concrete Retaining Wall (Type 1B W/Stone Cap) will need to be deleted.

Section 203 - Removal of Structures and Obstructions from the
IFB references a pay item that was not included in the bid schedule. A pay item for Removal of Structures and Obstructions needs to be provided in the bid schedule.

17 Sheet B-13 references a wall removal from STA 201+50.50 to
STA 201+79.53 on Moraine N. There are few different walls in this immediate vicinity and it is difficult to determine what wall this is in reference to. Can more information be provided on location extents for this wall and all wall removals in general?
The question incorrectly lists the stations shown on the plans; the stations on sheet B-13 for the wall removal are 201+58.27 to 202+57.49. The walls being referred to here are a railroad tie wall adjacent to the property at Lot
17, and a partial removal of the existing concrete retaining wall that runs parallel to Moraine North. This is tabulated in the Removal Summary on
Sheet B-13 for 20303-3600 Removal Of Wall.
18 There are numerous locations where existing 6" curb and landscape curbs will require removal, but are not tabulated and included in 20302-0300 - Removal of Curb and Gutter pay item.
These should be quantified and tabulated a bid item included for this Removal of Curb scope of work.
Removal Summary on Sheet B-13 list the Curb and Gutter Removal.
However, any additional removals such as landscape curbs to be included in identified removals in 20401-0000 Roadway Excavation bid item. SCRs revised for the project as specific call outs.

19 There are existing asphalt sidewalks with timber curbs along
Riverside Dr. (approximately from STA 502+00 to 505+00). The timber curbs seem to be quantified in the removal quantity summary under 20302-0300 - Removal of Curb and
Gutter. However, the asphalt sidewalks are not quantified in
20303-3200 - Removal of Sidewalk. Where will the removal of this asphalt sidewalk be paid, and will timber curb removals be paid for under removal of curb and gutter?
Timber curbs if identified in the tabulation of Removal of Curb and Gutter then will be paid for as such.

20 It's assumed that the existing retaining wall on the East bank of the Big Thompson River along Riverside Dr. will need to be removed to push the bank of the river towards the East. This wall is not included in the wall removal quantity summary. This retaining wall quantity should be quantified and added to the bid.
This is more of a riprap embankment than a retaining wall. This work is covered under item 64702-3600 – MITIGATION, STREAMBED

21 There is no Removal of Asphalt Pavement bid item provided. Should there be a bid item for this scope? If not, where should this work be included?

22 The asphalt binder grade specified is PG 58-34, which is a polymer modified binder. Could the asphalt binder grade be
1changed to allow for use of PG 58-28 for temporary detour paving, patching and for the parking lot paving?
For parking lots, use the binder grade as specified in Section 401, PG 58-
34. For temporary detour paving and patching, a PG 58-28 binder grade is acceptable.
23 The PG 58-34 asphalt binder is extremely temperature sensitive. Project paving will be likely be in the spring and fall, which is marginal for using this binder in the mountains at altitude. Could the asphalt binder grade be change to PG 58-28 for all of the asphalt paving?
No, bid as specified.
24 From the IFB, Section 401.05 Equipment, an MTV is required for asphalt paving. Specifically, can this be waived for the parking lot paving?
For parking lot paving, the use of an MTV may be waived.
25 Patching for curb and gutter – is it considered patching or full depth paving?
Full depth paving.
26 What is the intent for the asphalt patching item? Is this strictly for patching existing pavement that is to be overlaid or does it include any temporary trench patching that will be required for the various utility installations?
Strictly for patching pavement that is to be overlaid, and it shall be installed at the discretion of the CO. See Special 4-18-A.
27 Can the Asphalt Binder Price Adjustment provision be optional for the contractor?
No, it is not optional.
28 Is there a Fuel Cost Adjustment provision for this project? If so, is it optional for the contractor?
There is no fuel cost provision for the project.
29 What is the Town of Estes Park’s role and/or involvement in this project? Will they be involved in any inspection/acceptance of the work?
The Town is a project Partner that has been involved during the project development process. FHWA will inspect/accept the work. The Town will be involved in inspection/acceptance of Town owned facilities.
30 What is the status of utility relocates (by others)? Are all of the utilities aware of the project with plans to do the work? Are the utilities set up to go as soon as the project starts? This will be some of the earliest work that will need to happen during the winter months of 2022/2023.
The third-party utility providers have been involved during the project development process so are aware of the project and associated timeline.
Coordination is the responsibility of the contractor.
31 What durations for utility relocates (by others) need to be taken into account in the project schedule? Please provide durations for the Gas Line relocation and Combined Utility Trench
(Power/Fiber/Telecom) and the Overhead Electric relocations.
These durations will have to be determined by the contractor during the work.
32 Are there any time/calendar limitations on when any of the utilities can be relocated? Can the gas line be relocated during the winter months? Are there any other limitations?
Limitations are defined in the contract requirements. Contractor responsible for determining any other limitations that are associated with the utility providers.
33 Are there any other town activities/special events that will affect the days available to construct the project? Please identify any special events scheduled.
Table 108-2 of the Special Contract Requirements defines the Holidays and
Special events that need to be considered.
34 Will the bid date be changed? We request that the bid be postponed for at least 1-2 weeks.
Bid date has been extended to 10/11/2022.
35 Item A1100, Asphalt Concrete Pavement 4,200 SY is tabulated as temporary for traffic control. Is the use of this item at the discretion of the Contractor or the Owner?
This item is at discretion of the Contractor with the approval of the CO.
36 What are the requirements for temporary striping and removal? Will Temporary Striping and Removal be paid for?
Requirements for temporary striping and removal: See FP-14 635.13
Temporary Pavement Marking and Delineation. For material type requirements for temporary striping, see FP-14 718.16 Temporary
Pavement Markings
Contractor shall get approval by CO before choosing a temporary striping type (preformed retroreflective tape or traffic paint).
Temporary Striping is paid for under: 63503-0700 Temporary Traffic
Control Pavement Markings (shown on Sheet B-8) by measurement stated in FP-14 635.24 paragraph 6.
Temporary striping removal is paid under: 63503-0800 Temporary Traffic

37 Are there any limitations on when Riverside Drive and Elkhorn can be changed to the proposed one-way configuration?
No limitations if the maintenance of traffic meets remainder of contract requirements. This would be subject to the approval of the CO.
38 Will the FHWA be approving the traffic control plans and any proposed detours? How much involvement and control will Estes
Park have regarding this?
FHWA will approve traffic control plans. Permits are required from the
Town of Estes Park and CDOT for facilities within their jurisdiction. Refer to the project Special Contract Requirements for additional information.
39 Does the Owner require the Contractor to provide any office facilities?
No.
40 Plan Sheet T-074, Irrigation Plans Sheet 11 of 15 (see attached), there are reference to Structural Plans, however, no information is provided regarding the irrigation mainline on the new Riverside
Dr. bridge plans. Please provide this information.
Schedule 40 PVC conduit details have been included on the bridge plan revision to accommodate the waterline and control wire needed for
Irrigation. Items for this work will not be measured for but include in the cost of Item 55601-1200 Bridge Railing, Steel Three Rail (Type 10Mash, Special)

41 Is there a manufacturer or model/series type for the tree grates? Requirements are shown on details and listed in SCR Section 626.13.
Submit product for CO approval.
42 Per plan notes, the irrigation substation controller for POC 2 is to be provided by the City. Will the City also be providing the stainless steel enclosure?
The Town will be including the enclosure.
43 Will any amendments/fertilizer, including agricultural lime be required for soil preparation in seed, so or plant be areas? If so, please specify application rate(s) and type of fertilizer required.
Yes fertilizer and lime amendments required as per specifications.
All trees to get fertilizer tablets as specified in 626.08 and details.
For planting beds see SCR 626.08 and 713.03.
For sod and seeding areas, fertilizer to be granular slow-release fertilizer as specified in 625.06, 627.05, and 713.03. Agricultural limestone to be added as specified in 625.04, 627.05, and 713.02.
A testing soils analysis report is needed to determine fertilizer and lime application rates as specified in 713.02.
44 What are the specifications (size and material) for landscape edger separating mulched plant beds from see and sod areas?
There is no landscape edger that separates the seed and sod areas. The only edging is for the sandstone pavers between lawn and paver. See detail on
T-058 and specs section 725.32 Plastic Edging
45 Per Q&A dated 9/29/2022, Question number 4, the answer indicates that the Contractor is required to obtain the Floodplain
Development Permit. Below is directly from the FEMA website. This doesn’t appear to be a permit that the Contractor would or could obtain. Please check the accuracy of this answer. If the Contractor is required to get this permit, what is the cost, what is the process, and how long does it take to acquire? If the project is delayed due to acquisition of this permit, will time to complete the project be extended?
To clarify previous response to question #4, FHWA has already applied for the permit. The community's Floodplain Development Permit (FDP) is approved for issuance pending the name of the contractor and its Town
Business License number. Construction of the Estes Park Loop in the
Town's Special Flood Hazard Area (SFHA) is allowed since the proposed project meets the requirements of the NFIP and the Town of Estes Park floodplain regulations (Title 18 of the Municipal Code). This finding is supported by receipt of the CLOMR Comment Document from FEMA on
July 25, 2022.
46 Addendum 1, page E-46, (f) added that two-way traffic must be maintained on Moraine Avenue North and on West and on East
Elkhorn Ave at all times throughout the duration of construction. Similar to Q26 previously asked, at what point can
Elkhorn Ave be switched to it one-way traffic configuration?
“Throughout the duration of construction” doesn’t provide any direction at all. Please provide clarification.
This would be subject to the approval of the CO. Intent is that US36/US34
Traffic is maintained in both travel directions through the duration of the contract.
