About this file

This document provides questions and answers regarding a federal transportation project in Estes Park, Colorado. The project scope consists of reconstructing and rehabilitating 2.3 miles of urban streets to create a one-way couplet for traffic flowing through town and accessing Rocky Mountain National Park. Significant work includes constructing a new bridge at Ivy Street, retaining walls, landscaping and irrigation, sidewalks, and a new roundabout. Key details include relocating aerial power lines underground as 7200/12470 volt primary lines and 120/240 volt secondary lines within schedule 40 PVC conduit buried 4 feet deep in a joint trench with fiber. One 15KVA padmount transformer and three-phase cabinet will be installed. The contractor will be responsible for snow removal in active work zones during winter construction on Elkhorn Avenue, Moraine North, Riverside East and Rockwell. All waterline materials except labor and appurtenances will be provided by the Town of Estes Park. Irrigation water meters will attach to backflow preventer cabinets above ground. Final questions were answered on October 7, 2022 and no further amendments are anticipated.

Flowable fill only required under roadway.

48 Will Galvanized rigid 90’s be required for all underground 90’s Schedule 40 PVC for the 90's in the ground, and when they come up into cabinets, transformer basements, pencells, vaults, and poles. No galvanized 90's required.

49 There are 2 – abbreviations – acronyms thru the plans such as “Coordinate with the “CO”” and “The “CFL” Stormwater Guide”.

What are CO and CFL abbreviations for?

Contracting Officer and Central Federal Lands

50 What is the current voltage of the lines?

Secondary lines are 120/240 volts. Primary lines are 7200/12470 volts.

51 How many transformers are required in the stretch to be relocated?

52 What size are the transformers?

Transform size-single phase padmount 15 KVA.

53 How many switch cabinets?

1 - Three phase cabinet

54 Can you provide any trench details? (Width, depth, joint trench, flowfill, concrete encasement)

The top of the pipe is required to be 4 feet deep to the top of the power conduit. Town of Estes Park power and fiber will be in the same trench.

Flow fill is required in the roadway. Width would depend on how they want to lay all of the conduits and is dependent on conduit layout and Contractor’s means\methods for trench excavation. The conduit bank will be 2-6"/2-4"/2-2".

55 Is any portion required to be directionally bored?

No

56 Reference Table 107-1 Status of Utilities [IFB pdf page 90 of 620]

Please clarify the utilities noted as Status 3 in the referenced table, that Power Relocations and /or removals (Primary & Secondary) and all attached Telecommunications (Fiber) are to be installed by the Town of Estes Park TOEP including Joint Utility Trench and as further identified in Drawing Set 3 of 3; PDF sheet 32 of 121 Sheet U-01and subsequent Utility Drawings.

Table 107-1 Status of Utilities, Town of Estes Park Light and Electric:

Power Relocations should be revised to Status 2 – The utilities are in conflict with the Project and require relocation by the Contractor during construction.

Table 107-1 was revised and is included in Addendum 4.

57 Please clarify, with regard to utilities, Status 3 which is “The utilities are in conflict with the project and REQUIRE relocation BEFORE construction.” When is this work scheduled to happen? Will this work be completed prior to NTP?

Table 107-1 Status of Utilities, Town of Estes Park Light and Electric:

Power Relocations should be revised to Status 2 – The utilities are in conflict with the Project and require relocation by the Contractor during construction.

Table 107-1 was revised and is included in Addendum 4.

a. WHAT SIZE POWER LINES ARE TO BE

CONVERTED FROM AERIAL TO

UNDERGROUND?

b. HOW MANY CIRCUITS ARE TO BE CONVERTED

FROM AERIAL TO UNDERGROUND?

c. WHAT VOLTAGE ARE THE POWERLINES THAT

ARE TO BE CONVERTED FROM AERIAL TO

UNDERGROUND?

d. IS THE UNDERGROUND POWERLINES TO BE

DIRECT BURIED WIRING, DIRECT BURIED PVC

CONDUIT(S), CONCRETE ENCASED PVC

CONDUITS?

e. ARE THERE TO BE ANY

SWITCHES/TRANSFORMERS INCORPORATED

INTO THE AERIAL TO UNDERGROUND

POWERLINE DESIGN?

a. Primary 6 solid copper/secondary lines #2/#4 ACSR

b. 1

c. Primary lines 7200/12470. Secondary lines 120/240

d. Schedule 40 PVC conduit. Flow fill is required in the roadway.

e. There is one pad mount transformer 15 KVA, One three phase cabinet. No switches.

59 What are the requirements for snow removal during the project? For example, is the contractor responsible for snow removal on roadways and/or sidewalks on which no work is being performed during the winter months? It is not expected that any

Contractor is responsible for snow removal in active work zones only.

Responsibilities are the same as defined above for heavy snow events.

work will be done on Elkhorn, most of Moraine North, Riverside East and Rockwell will occur during the winter 2022/2023 will snow removal be required on the roads and sidewalks of these streets? During heavy snow events, who would be responsible for snow removal that may require loading, hauling and disposal? Where would this disposal location be, if it is required? What responsibilities will the Town of Estes Park have regarding snow removal?

The contractor shall coordinate with the Town and\or CDOT for disposal location.

60 The waterline is shown as “Install Only” with materials, including all DIP and appurtenances to be provided by the Town of Estes Park. It is our understanding that the Contractor will provide the labor, equipment, bedding, backfill, and concrete for thrust blocks.

All materials for the 16” waterline extension as you described will be provided by the Town of Estes Park Water Department. However, this does not include the irrigation services or meters.
