20 Where are the Government supplied boulders located?

The supply of boulders is in the Staging yard and the project will utilize the boulders that will be generate from the slope scaling.

21 Is there a detail available for the “SOIL

EROSION CONTROL, STABILIZED

CONSTRUCTION EXIT”?

No detail is available. Use best management practices.

22 For schedule Y:

Where is the access for the work on schedule Y? Yesterday I tried to access from the area shown on the plans and came to a locked gate about half way to the first culvert where you leave park land and enter BLM land.

Will there be any improvements to the road prior to start of construction? Attached are two pictures of the first portion of the road before the locked gate. The road is narrow and very steep in areas. With the concrete headwalls on the culverts my concern is the area is not

The site can be accessed on foot because of the limitation with staffing at the Park the gate will remain closed during bidding. The site will be opened for construction of Option Y work.

No roadway improvements will be done on this roadway besides the plan drainage improvements.

No plans to improve the roadway before the project begins.

The roadway is used to transport cattle by semi transport in the spring and winter each year. The construction would be completed under 30 minutes delays and the contractor will be able to occupy the entire roadway.

accessible to a concrete mixer truck.

23 The spec states that clearing and grubbing must be done by March 1st. It is difficult to predict how much snow we will get this year but there is a real possibility for significant snow accumulation in

February for clearing and grubbing activities. Should snow removal be included or will contract time be adjusted?

The clearing and Grubbing are mainly due to the migratory birds. The project will identify only falling the few trees and grubbing the trees. So, the falling the tree is the only item that needs to be completed by March 1st.

Snow removal will be part of the work when the contractor starts to occupy the road.

24 Spec Section 623.06 states “Measurement will begin from the time a Qualified

Scaler crew is equipped and begins to climb the slope until they have descended the slope”.

Yes, this statement is correct.

25 It appears that multiple scaling sites lack adequate trees or rock to provide natural anchors for the scalers to tie off. In this case the scalers will need to drill adequate anchors using pneumatic hand drills. Will the drilling of these anchors be paid for under Pay Item Number 63202-0100, Special Labor, Slope Scaling?

Yes, this would be covered under the scaling hours for the crew.

26 Sheet T9 note 2 says “ aggregate base under curb and curb and gutter, is paid under Roadway Aggregate, Method

A 4” x 4” wood post

30 For the benches, such as on Sheet D4, will they be placed inside the concrete sidewalk bump-out, or against the outside edge of the concrete?

They will be placed inside the concrete sidewalk bump-out.

December 11, 2020

31 Pertaining to Option Y: Sheet T5 provides bedding and backfill details for metal and plastic pipes beneath roadways, but with the service road being native material, do the culverts need to be backfilled with imported fill, or is native suitable? If imported fill is required, which backfill detail should be applied?

See FP14 Section 704 for culvert bedding and backfill requirements. If the native material meets requirements, then native material may be used. Use the appropriate detail for the site conditions.

Site conditions are unknown, however since we are replacing existing culverts it is assumed that

‘Above Natural Ground’ or ‘On Natural Ground’ would apply.

32 Will the on-site representative require an office trailer and or office space?

The on-site representative for the government FHWA CFL Project Engineer (PE) will not require an office or office space from the proposed contractor.

33 Is a test strip required for HMA paving?

Yes, a test strip is required for HMA paving per specification. The test strip will be conducted on the Schedule A at a location chosen by the proposed contractor.

34 Are any bore logs available?

No bore logs are available for the project.

On sheet A15 for the parking areas it calls for “10” removal of existing material

(paid as FDR and Roadway Excavation)”.

Is the intent to pulverize (FDR) the top 6 inches, set aside the 6 inches of FDR material, remove and dispose of the bottom 4 inches of sub-grade material, and replace the set aside 6 inches of FDR material?

Yes, that is correct. The 4” of removed material paid under 20401-000 Roadway Excavation and the quantity is included in the Grading Summary and contributes to the paid waste item. The set aside 6 inches of FDR material will be supplemented by Roadway Aggregate, Method 2 as shown in Surfacing Summaries.

35 Will Advance Signing be required if the contractor closes Cliff Palace Road for the duration of Schedule A work? Will any

Temporary Traffic Control be required inside of the road closure?

Yes, advance signing will be required for road closure. No traffic control will be required inside of the road closure.

36 Will Advanced Signing be required for the closure of Mesa Top Road? How will any signs be paid for during the performance of Option W? The Summary of Quantities for Option W does not have a bid item for TTC, Construction Sign.

Will any TTC be required inside of the road closure since the road will be closed to the public?

Yes, advance signing will be required for road closure. It is assumed that signs used for construction of Schedule A will be reused for Option W. No traffic control will be required inside of the road closure.

37 For Option X should we bid all TTC bid items, barricades, cones, Portable

Changeable Message Signs, construction signs, and flaggers under the one bid item

Yes, the lump sum TTC pay item for Option X provides payment for all TTC items. TTC items required will depend on the order of operations determined by the contractor.

listed in the Summary of Quantities for

Option X? Can you tell me which devices you will require for Option X?

38 For the three designated storage/laydown areas, do any of these have power presently?

No, the storage/laydown areas don’t have power currently.

39 Can you confirm the sidewalks are not sealed?

Yes, concrete sidewalks are sealed with clear curing compound. No additional sealers are required after the curing compound is applied.

40 On Sheet E30 of the IFB (Pg. 133), Part

203.03(a)((Removal of

Headwall)(Salvage Historic)) states “This work consists of removing and storing historic dry stacked stone headwalls.”

Some of these Headwalls appear to have mortar between the stones such as those at

Sta. 3049+66. Is it the Contractor’s responsibility to completely remove the mortar from the stones?

The contractor will remove the grout, photo, label and stack the headwall stone per specification.

41 Bid schedule Z: Will all removal and reset of guardrail be done at one time during one mobilization? If not please quantify mobilizations needed by guardrail contractor.

The contractor will propose the phasing for the Option Z work with all items included within the schedule. The project goal will be to complete this item of work in the most efficient and safe manner regarding public safety.

42 Drawing Sheets C19-C21 (Bid Schedule

“X”), show two (2 each), existing, “Big

Fink Test Stations” that are presumed to be cathodic test stations in the northwest quadrant of the future roundabout. Please provide direction for what work is needed to move, abandon, or otherwise deal with said test stations. What utility are the cathodic protection stations attached to?

Will this utility be affected by and/or

The Fink Test stations will not be affected with the proposed Construction and will remain in place.

otherwise need to be moved in order to perform work at the roundabout?

43 Plan Sheet T13 calls for a 5’’ diameter hinge post. Sheet T14 calls for a 6’’ diameter hinge post on road closure gate.

Please clarify what diameter post is to be used as hinge post.

The 5” hinge post pipe diameter on T13 is a typographical error. The hinge post should be 6” diameter, as shown on T14. The holding posts are 5” diameter, 44 Can restrooms that are on Cliff Palace &

Mesa Top Loop Roads be used by contractor employees during periods when the public does not have access?

No, the restrooms will be closed and the contractor will have to provide their own restroom facilities for both loop locations listed.

45 Regarding the “Temp. Traffic Control, Concrete Barrier” bid item for Schedule

“Z”, is the entire 415 lf of concrete barrier intended to be moved and then reset at each of the nine (9) scaling and sub excavation locations or are there particular scaling and subexcavation sites for which the concrete barrier would be utilized?

The concrete barrier will be deployed by the contractor on Option Z as many times as required to provide a safe work zone for workers and the traveling public. The contractor will propose phasing plans for all 9 locations to safety work each location for CO approval.

46 Do any of the staging areas have available power for the lab or office trailers? If not can an area be provided for the lab and office trailers where power is available.

The staging areas don’t have power so generators will need to brought in to provide power lab trailers and offices.

47 Are all of the subex locations in bid schedule Z on the left side of the roadway?

Yes, the sub-ex locations are mainly on the fill side of the roadway along the guardrail and do encroach into the adjacent lane. All locations will be defined in the field by the Project Engineer before work is planned.

48 Can temporary traffic signals be used to close ½ of the roadway? If so can they be daytime and nighttime closures?

The variable message signs can be programed to provide useful information to the traveling public that related day and night construction activities for the project.

49 Expansion Joints

Section 615.04

We are interpreting that you are requiring ¾” wide expansion joints every 20LF O.C. for 5” thick sidewalks and 8” thick paving; can you confirm?

This is a correct interpretation of the specification 615.04 relating to expansion joints.

50 Sheet #R2 shows various details, but it does not seem that these are designed for slabs with rebar. Sidewalks are currently specified with #4 rebar 8” O.C. transverse bars, but no longitudinal bars and 8” paving has rebar running both directions.

Regardless of expansion joint spacing, what detail should be used for sidewalks

& Paving?

Please refer to Sheet R1, R2, T9 thru T12 for all items relating to your question. The detail on sheet T10 arrow defines the rebar in 8” OC for both transverse and longitudinal. See plan sheet R2 for detail on expansion joints as shown below:

51 Do all expansion joints require a rip strip to allow for sealer later?

This is not required but can be proposed on expansion joints for the project.

52 What is the detail between the 5” sidewalk and top 6” wide curb?

See Plan sheets R1, R2 and T9 to answer your question. The curb width is 6” at the bottom and 5” at the top of curb. See details below:

53 What is the detail between 8” paving, and face of 6” wide curb?

The details on plan sheets R1, R2 and T9 in combination to answer this question.

54 What is the detail between 8” paving, 10” curb, and curb and gutter at entry round about?

The details on plan sheets R1, R2 and T9 in combination to answer this question.

55 Both curb and curb and gutter is shown with longitudinal rebar. What is the detail for expansion joints & rebar dowels

(specified as ¾” wide x 60’ O.C. in section 609.05) for curbs and curb & gutter?

You are correct the expansion joints are specified with ¾” wide x 60’ O.C. in section 609.05) for curbs and curb & gutter. Contractor will layout expansion joints per specification prior to concrete pour for QC and PE approval.
