November 7, 2019

Questions Answers We are a precast manufacture that will be bidding on the box culverts shown on the Martinez Lake & Red Cloud project over in Yuma, Az. After reviewing project, I noticed there’s some Corrugated Metal Pipe and End Section. Will DOT allow Reinforced Concrete Pipe in lieu of the Corrugated Metal?

The pipe culvert requirements will be as called out on the project plans. If the contractor desires to use reinforced concrete pipe, they should reference FP Section 103.03 Value Engineering.

We noticed that the solicitation number listed on the Standard Form 1442 within this Invitation to Bid was listed as 6982AF19SS0015 instead of Solicitation number 6982AF19B000024 noted on all other documents.

Can you please verify for us which is the correct Solicitation number for this project and let us know if an Addendum will be issued to correct this issue?

The correct number for this solicitation is 6982AF19B000024.

I cannot find where we register as an interest bidder on the new website beta.sam.gov. On fbo.gov there was a way to add yourself as an interested bidder.

Also on beta.sam.gov the estimate amount of contract was 15,000,000 – 20,000,000. This amount was lined out. Is there a new estimated amount of contract?

Currently beta.sam is experiencing technical issues with the interested vendors, please check back regularly on the site for updates.

It was brought to our attention by our Bonding company that the Bond Form you have included in the Information to Bid Packet expired on 7/31/2019. We have located the most current Bid Bond form provided by GSA with an expiration date of 08/31/2022. Please confirm this is the most current form.

The correct form is the one the bonding company brought to your attention, the one with the expiration date of 8/31/2022.

Are the CAD plan files available for use during the bidding phase?

We are requesting the files for quantity take-off and verification.

CAD files are not provided during bidding. They are, however, provided to the selected contractor after the project award.

On Sheet T24 the piping plug detail.

What is the spec requirements on the “impermeable backfill material”.

What is the designated “High Water Elevation” on the site.

The requirements for impermeable backfill material for a piping plug are presented in section 602.03 of FP-14.

High water elevation is 2-ft above the top of pipe, or the finished subgrade, whichever is lower.

Can the box culverts be “Cast in Place” in lieu of Precast? Both cast-in-place and pre-cast are acceptable.

Due to FBO going offline and difficulties with the launching of the (beta.SAM.GOV) web site we are experiencing difficulties downloading updated information and forwarding bid information on to subs and suppliers. We are requesting a 2 week bid extension.

The bid opening date will be changed to 12/3/2019, please see Amendment A002.

What would be the source of construction water for this project? See section 105.02(a) of the SCRs.

What risk level is the Storm Water Pollution Prevention Plan for this project?

We confirmed with our SWPPP designer that Arizona doesn’t have the risk level calculation. We can offer that no monitoring is required because there are no impaired waters within ¼ mile of the project. As noted on page 7 of the SWPPP, a portion of the Colorado River is listed as impaired but it is downstream of the project and more than ¼ mile away.

Do you think the bid date will change due to not being able to post an amendment?

The bid opening date will be changed to 12/3/2019, please see Amendment A002.

We would like to know if there will be any daily, weekly or monthly restrictions on the amount of water usage allowed for the above referenced project?

The maximum water allocations are as follows:

Weekly

6.0 acre-feet (!,955,000 gallons)

Daily
