The purpose of this amendment is to amend the IFB and Plans as follows:

1. Replace IFB pages E-14 and E-15 with the attached pages E-14 and E-15

2. Replace Plan Sheet G1 with the attached Plan Sheet G1

ground disturbing activities, submit a Paleontological Resources Mitigation Plan (PRMP) for review and approval. Allow 21 days for review. Include with the plan the following;

(a) Training materials to be provided to construction staff. Include information on fossil resources, the geology and bedrock in which fossils are found, the sensitivity of the information available for the project, monitoring, mitigation and reporting procedures if fossils are encountered during construction;

(b) Methods of monitoring procedures to be used during construction including proposed tools and equipment for documenting discoveries;

(c) Communication protocols to be followed if a fossil discovery is made during construction

(d) Mitigation recommendations, in detail, including; preparation, curation, final reporting requirements;

(e) Methods and proposed forms for documenting fossil discoveries. Include with documentation photographs, observational notes, geospacial coordinates, contextual data.

Incorporate this information into the final report for the project.

(f) In-field delineation of high, medium and low intensity zones.

Provide a paleontological monitor lead who possesses a graduate degree (MS, MA, PhD) with emphasis in paleontology, in combination with one year or more of paleontological mitigation in experience in California, Nevada, or a geological province similar to the project area.

If a monitor is not available for field monitoring, pProvide a paleontological monitor (technician) who possesses a minimum of a bachelor’s degree with emphasis in paleontology, in combination with one year of experience in; laboratory preparation, curation and in field monitoring with fossil salvage and treatment in California, Nevada, or a geological province similar to the project area.

Obtain a paleontological resources research permit from the NPS prior to beginning ground disturbing activities. Comply with all terms of the permit.

The paleontological monitor lead will provide training to all project construction staff. Maintain a log of training provided during construction. Provide a copy of the log to the CO with the final report.

In the event that fossil(s) are encountered by construction personnel or by the monitor (technician) anywhere in the project area, immediately suspend operations at the location(s) of discovery and notify the CO. Do not collect, move, vandalize or disturb fossils encountered. The CO will inform the Contractor when operations may resume at the discovery site(s).

At the conclusion of construction, submit a final report to the CO describing the results of the paleontological monitoring efforts associated with the project. A final report is required even if no paleontological resources are discovered during monitoring. Submit the final report to the

CO.

Add the following Subsection:

107.15 Resource Protection, Construction Material and Debris Management. Prior to beginning ground disturbing activities, submit a resource protection, construction material and debris management plan for review. Allow 14 days for review. Include with the plan the following;

(a) Proposed materials to cover paleontological sensitive areas from damage within the project limits. Materials and methods may include the use of flexible mats, placement of excavated material from footings over paleontological sensitive areas, with separation fabric. Where material or matting is used, lightly scarify the ground after removing temporary protection;

(b) Proposed equipment; only rubber tired and rubber tracked equipment, such as skid steers, mini/small excavators, mini cranes, and rubber tired equipment such as off-highway utility vehicles with trailers may be permitted within the boardwalk construction limits. Do not exceed a Ground Pressure of 5.5 psi and Gross Vehicle Weight (GVW) of 12,000 32,000 lb for tracked equipment and GVW of 5,000 lb combined for off-highway utility vehicles and trailers.

(c) Proposed material and debris containment and cleanup from boardwalk construction.

Including the use of a physical barrier between existing ground and debris to collect sawdust, drop materials, fasteners, etc..;

Section 108. — PROSECUTION AND PROGRESS

108.01 Commencement, Prosecution, and Completion of Work. Add the following:

Limit operations according to Subsection 107.10(e) and Section 156.

Limit operations as follows:

(a) Construct the boardwalk, parking lot and roadway that crosses or is within 20 feet of the limits of Salt Creek from October 1 through March 30. Remove any temporary diversions or crossings constructed within these limits prior to April 1. If temporary crossings are still required, submit an alternate crossing for review. Have alternate crossing installed by March 30.

(b) Construct the boardwalk starting at the western loop and then work back towards the parking lot.
