About this file
This is a Price Model Evaluation Worksheet for Small Business contractors participating in the SAVES (Strategic Sourcing for the Acquisition of Various Supplies and Equipment) IDIQ contract for the Federal Aviation Administration. The worksheet is a template used solely for evaluating proposals during the IDIQ award phase and is not an all-inclusive list of required hardware and software OEMs. Vendors must complete the entire worksheet by entering proposed discount percentages (in the yellow-highlighted Column H) for each of the ten Tier 1 OEMs listed: Adobe, Cisco, Dell, HPI, Lexmark, Okta, ProofPoint, Red Hat, ServiceNow, and Splunk. Each proposed discount is applied against the 10-year projected spend baseline for the respective OEM to calculate the Total Evaluated Discounted Spend. Vendors must propose a discount for all OEMs or enter "0" if no discount is being offered; failure to complete all entries will result in proposal removal from consideration.
The worksheet contains pre-populated 10-year estimated spend projections for each OEM ranging from approximately $1.2 million (HPI) to $452.5 million (Dell), with the total SAVES contract estimated spend across all OEMs exceeding $1.3 billion. Protected cells in the worksheet must remain locked and cannot be modified. The discount percentages proposed in this worksheet must align with the Section B Minimum Discounts referenced in Attachment 6 and will be held constant throughout the 10-year contract period, though future delivery order competitions may occur at the individual order level. The current OEM list date is August 20, 2026.

Instructions and Assumptions
| Attachment 2A — "Price Model Evaluation Worksheet - Small Business" |
| Instructions and Assumptions to Vendors |
| Vendor Name: |
| 1) | The Price Evaluation Worksheet is a historic representation of the FAA’s requirements and is not an all-inclusive list of the Hardware and Software Original equipment Manufacturers (OEM)s under SAVES per Sections B and C. The worksheet is intended solely for IDIQ evaluation purposes. Failure to propose on all items, will result in an Offeror’s proposal being removed from further consideration for award. |
| 2) | If the FAA has locked or "protected" any cells, they must remain locked. Offerors are prohibited from unlocking cells or removing any protections. |
| 3) | In accordance with Section L.11.2.3, the " Price Model Evaluation Worksheet - Small Business " must complete in its entirety. Each proposed discount will be multiplied by the projected spend for that OEM. The discount is a percentage against the baseline MSRP or OEM commercial price list to evaluate the Total Evaluated Discounted Spend. These figures will then be summed up to create a total discounted spend. Mandatory Entries: Offerors are not required to offer a discount. However, if no discount is to be provided for a specific OEM, the Offeror must enter "0" in the discount column. Zero in the discount column means the evaluated price for that OEM will be the "G" column amount " SAVES 10-year Estimated Spend" number. The total price resulting from these discounts against the 10-year projected spend, plus the '0" percent discount amounts, will be used for the price evaluation. |
| 4) | In Column A, the FAA has outlined the Tier 1 OEMs in accordance with the SIR. Please note that Row 1, Columns A through G and I are protected and must remain locked. Colums B through F are hidden. |
| 5) | In Columns H, which are highlighted in yellow, the Offeror must enter the Proposed OEM Discount (Percentage), for the SAVES 10-Year Estimated Spend, and ensure that the the discount is formatted as a percentage. Offerors should ensure that all yellow-highlighted fields are completed. |
| 6) | While the Government intends to compete future requirements at the delivery order level, the Section B Minimum Discounts (in Attachment 6) will be held for the 10-year period and should match the discount proposed for those OEMs listed in the Price Model Evaluation Worksheet. |
