About this file
This is a Price Model Evaluation Worksheet for small business offerors responding to the FAA's Strategic Sourcing for the Acquisition of Various Supplies and Equipment (SAVES) procurement under Solicitation 697DCK-25-R-00302. The worksheet is a mandatory evaluation tool for the 10-year IDIQ contract competition and must be completed in its entirety without exception; failure to propose on all items will result in removal from consideration for award. Offerors must enter proposed OEM discounts (as percentages) in the yellow-highlighted column for each of the 12 Tier 1 Original Equipment Manufacturers listed: Adobe, Cisco, Dell, F5, HPI, Lexmark, Okta, ProofPoint, Red Hat, ServiceNow, Splunk, and Tanium. The worksheet contains protected cells that cannot be unlocked and projects 10-year spending across hardware and software categories, with baseline MSRP or OEM commercial price list amounts ranging from approximately $1.2 million (Lexmark) to $452.5 million (Dell). Offerors may propose zero percent discount for any OEM, in which case the evaluated price equals the projected spend amount; all proposed discounts will be multiplied against the projected spend to calculate total evaluated discounted spend for price evaluation purposes.
The worksheet establishes that proposed discounts must align with minimum discounts committed in Section B of the solicitation for the 10-year contract period and will be used for evaluation of delivery orders throughout the contract term. The current OEM list reference date is June 24, 2026, corresponding to Amendment 0006's extended proposal due date of June 24, 2026 at 1700 ET, subsequently extended to July 7, 2026 per Amendment 0007. The FAA plans to award approximately eight (8) multiple-award IDIQ contracts under this procurement for IT commercial products and services supporting DOT-wide requirements, administered by the FAA Office of Acquisition and Business Services and Information and Technology Services.

Instructions and Assumptions
| Attachment 2A — "Price Model Evaluation Worksheet - Small Business" |
| Instructions and Assumptions to Vendors |
| Vendor Name: |
| 1) | The Price Evaluation Worksheet is a historic representation of the FAA’s requirements and is not an all-inclusive list of the Hardware and Software Original equipment Manufacturers (OEM)s under SAVES per Sections B and C. The worksheet is intended solely for IDIQ evaluation purposes. Failure to propose on all items, will result in an Offeror’s proposal being removed from further consideration for award. |
| 2) | If the FAA has locked or "protected" any cells, they must remain locked. Offerors are prohibited from unlocking cells or removing any protections. |
| 3) | In accordance with Section L.11.2.3, the " Price Model Evaluation Worksheet - Small Business " must complete in its entirety. Each proposed discount will be multiplied by the projected spend for that OEM. The discount is a percentage against the baseline MSRP or OEM commercial price list to evaluate the Total Evaluated Discounted Spend. These figures will then be summed up to create a total discounted spend. Mandatory Entries: Offerors are not required to offer a discount. However, if no discount is to be provided for a specific OEM, the Offeror must enter "0" in the discount column. Zero in the discount column means the evaluated price for that OEM will be the "G" column amount " SAVES 10-year Estimated Spend" number. The total price resulting from these discounts against the 10-year projected spend, plus the '0" percent discount amounts, will be used for the price evaluation. |
| 4) | In Column A, the FAA has outlined the Tier 1 OEMs in accordance with the SIR. Please note that Row 1, Columns A through G and I are protected and must remain locked. Colums B through F are hidden. |
| 5) | In Columns H, which are highlighted in yellow, the Offeror must enter the Proposed OEM Discount (Percentage), for the SAVES 10-Year Estimated Spend, and ensure that the the discount is formatted as a percentage. Offerors should ensure that all yellow-highlighted fields are completed. |
| 6) | While the Government intends to compete future requirements at the delivery order level, the Section B Minimum Discounts (in Attachment 6) will be held for the 10-year period and should match the discount proposed for those OEMs listed in the Price Model Evaluation Worksheet. |
