About this file
This is a Price Model Evaluation Worksheet for small business contractors responding to the FAA's Strategic Sourcing for the Acquisition of Various Supplies and Equipment (SAVES) procurement (Solicitation 697DCK-25-R-00302). The worksheet is a mandatory evaluation template that requires offerors to propose discount percentages against baseline manufacturer's suggested retail prices (MSRP) or original equipment manufacturer (OEM) commercial price lists for 12 Tier 1 OEMs: Adobe, Cisco, Dell, F5, HPI, Lexmark, Okta, ProofPoint, Red Hat, ServiceNow, Splunk, and Tanium. The estimated 10-year contract spend across all OEMs totals approximately $1.45 billion, with individual OEM projections ranging from $1.2 million (HPI) to $452.5 million (Dell). Offerors must complete all yellow-highlighted discount columns; failure to propose on all items results in proposal rejection. Proposed discounts will be multiplied against each OEM's projected 10-year spend to calculate total evaluated discounted pricing, with a zero discount entry required if no discount is offered for a specific OEM. The worksheet emphasizes that Section B minimum discounts outlined in Attachment 6 must be maintained throughout the 10-year contract period and should match the discounts proposed in this evaluation worksheet, ensuring consistency across all delivery orders.

Instructions and Assumptions
| Attachment 2A — "Price Model Evaluation Worksheet - Small Business" |
| Instructions and Assumptions to Vendors |
| Vendor Name: |
| 1) | The Price Evaluation Worksheet is a historic representation of the FAA’s requirements and is not an all-inclusive list of the Hardware and Software Original equipment Manufacturers (OEM)s under SAVES per Sections B and C. The worksheet is intended solely for IDIQ evaluation purposes. Failure to propose on all items, will result in an Offeror’s proposal being removed from further consideration for award. |
| 2) | If the FAA has locked or "protected" any cells, they must remain locked. Offerors are prohibited from unlocking cells or removing any protections. |
| 3) | In accordance with Section L.11.2.3, the " Price Model Evaluation Worksheet - Small Business " must complete in its entirety. Each proposed discount will be multiplied by the projected spend for that OEM. The discount is a percentage against the baseline MSRP or OEM commercial price list to evaluate the Total Evaluated Discounted Spend. These figures will then be summed up to create a total discounted spend. Mandatory Entries: Offerors are not required to offer a discount. However, if no discount is to be provided for a specific OEM, the Offeror must enter "0" in the discount column. Zero in the discount column means the evaluated price for that OEM will be the "G" column amount " SAVES 10-year Estimated Spend" number. The total price resulting from these discounts against the 10-year projected spend, plus the '0" percent discount amounts, will be used for the price evaluation. |
| 4) | In Column A, the FAA has outlined the Tier 1 OEMs in accordance with the SIR. Please note that Row 1, Columns A through G and I are protected and must remain locked. Colums B through F are hidden. |
| 5) | In Columns H, which are highlighted in yellow, the Offeror must enter the Proposed OEM Discount (Percentage), for the SAVES 10-Year Estimated Spend, and ensure that the the discount is formatted as a percentage. Offerors should ensure that all yellow-highlighted fields are completed. |
| 6) | While the Government intends to compete future requirements at the delivery order level, the Section B Minimum Discounts (in Attachment 6) will be held for the 10-year period and should match the discount proposed for those OEMs listed in the Price Model Evaluation Worksheet. |
