AAM-600 Support Services Q&A dated 10.9.25

1. Can the FAA confirm whether task orders under this IDIQ will be issued as firm-fixed-price or time-and-materials by default, or determined individually per task order?

a) Time (and material if any materials are needed but this will be a rarity) for the labor hours per labor category over the course of the task.

2. The SOW defines a 60-day Phase-In Period starting from contract award. Should onsite staffing be fully operational by Day 1 of the base period or by the end of the Phase-In?

a) End of the phase-in.

3. Section F and Clause AC0168 specify that performance begins only after issuance of a formal delivery order. Can FAA confirm if any pre-award or mobilization activities such as background checks or onboarding documentation are authorized before receipt of the first order?

a) After contract award but before delivery order issuance some limited preliminary work at the contractor’s discretion can be done to position itself for success. However, it should not take long between contract award and task order issuance.

4. The solicitation includes incremental funding clauses. Will funding for the base year be fully obligated at award or incrementally obligated by task order?

a) Incremental funding is very typical at the FAA but full funding is done in some instances.

5. Section B lists a five-year ordering period from January 14, 2026 through January 13, 2031. Can FAA confirm if any option periods or extensions under clause 3.2.4-34 may extend beyond that date?

a) Only the 6-month service extension option.

6. What is the estimated lead time for FAA badge issuance and background investigations for personnel working onsite at MMAC?

a) This can take a couple months, thus the phase in time, and should be a top priority after contract award.

7. Section F (3.8.2-22) requires advance notice for personnel substitutions. May interim staff be used while awaiting clearance?

a) Not sure how this would work as personnel have to pass security check.

8. Are licenses or certifications such as PMP or laboratory accreditations required prior to award, or can documentation be provided after task order issuance?

a) Please refer to Section L & M of the SIR.

9. The SOW requires Monthly Status Reports and Status of Funds Reports but leaves the format open. Is there a preferred or sample format such as Excel, Word, or PDF?

a) Contractor preference is likely acceptable and you can work with the COR if any tweaks are needed.

10. Section 9.0 requires a Continuity of Contract Performance Plan within 90 days of award. Will this deliverable be required at the contract level or for each task order?

a) Basic contract level.

11. Section 4.6 references FAA Order 1370.121A and NIST 800-171. Will contractor systems hold or transmit Sensitive Unclassified Information, or will all SUI remain within FAA’s environment?

a) Should remain on FAA IT environment. If not, or exceptions, CAMI should provide advice on security protocols of SUI at the time.

12. Section L requires two volumes but does not specify a submission method. Should proposals be submitted electronically by email or through an FAA procurement portal?

a) Through email directly to the contracting officer at neil.s.amaral@faa.gov.

13. The Past Performance Survey directs responses to be sent to the Contracting Officer. Should offerors include completed copies in their proposal or have references submit them directly to the Contracting Officer?

a) NO! Prospective contractors should not see completed Past Performance Surveys. These surveys should be sent directly from your customer or client to neil.s.amaral@faa.gov. Prospective contractors should confirm, without seeing a copy of the survey, that it was sent directly to the CO.

14. Section M.4 references adjectival ratings. Will ratings apply to both sub-factors and overall factors?

a) Subfactors information will be analyzed and rated, and this will inform the overall factor rating.

15. Section 4.0 allows situational off-site or remote work. Can FAA clarify the anticipated percentage of remote versus onsite work during steady-state operations?

a) Majority on-site. Plan on situational being rare.

16. Can FAA confirm whether laboratory instruments and computing systems are considered Government-Furnished Equipment, or if the contractor must provide specialized equipment or software?

a) This is for support services so the government will provide equipment in most if not all circumstances. If the contractor needs to purchase any equipment it would need to be preauthorized and would be paid for at cost under the “Materials” portion of the T&M pricing arrangement.

17. For participant recruitment under Task 3, will FAA manage IRB approvals and screening, or is the contractor expected to handle these administrative steps under Government oversight?

a) FAA will manage IRB approvals. Ensuring research subjects are qualified to participate is the responsibility of the contractor.
