| Answers: As it states in the SIR, it is up to the offeror to ensure PPS(s) are filled out and returned on time without seeing the results of the survey directly. It is common practice in the USG to leave an "out of office" email message with an alternate contact when furloughed. Please work through these alternate contacts to ensure PPS(s) are filled out and returned on time. It also states in the SIR that there is an option for the FAA to follow up with the client or customer you asked to fill out a PPS, so it is recommended to state in your proposal any outstanding PPS(s) you sent out but did not hear back on along with the customer or client POC info. Then, with this information, the FAA will attempt to reach out once on your behalf after the shutdown is over to secure the fully filled out PPS. Please note that ideally offers will work through the alternate POC to get these PPS(s) complete, but under the circumstances, it is reasonable for the FAA to try and follow up once after the shutdown is over. | |||||

While your company may put any stipulations in the pricing it likes, the FAA recommends accounting for all profit, fees, in the "Time" component and agree to provide "Materials" at cost without overhead, profit, or a handling fee. | ||||
