Weston Solutions Inc. – 2016 Asbestos Survey Report – 024-MPB

1 INTRODUCTION

The Federal Aviation Administration (FAA) contracted Weston Solutions, Inc. (WESTON®) to complete asbestos surveys, perform asbestos testing, and submit field data provided in a format that can be incorporated into the FAA facility management software ARCHIBUS for 13 FAA-leased facilities located at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma.

Asbestos is a known carcinogen that was used in a large variety of building materials since the early twentieth century. The risk hazard associated with asbestos is from inhalation of fibers contained within the material. As a result of its known adverse health effects, asbestos and the disturbance of fibrous components has been federally regulated by the United States

Environmental Protection Agency (EPA), the Occupational Safety and Health Administration

(OSHA), and the State of Oklahoma Department of Labor (DOL). These regulations require assessment and identification of the presence of Asbestos Containing Material (ACM) through surveys performed by licensed inspectors.

2 BUILDING DESCRIPTION

Building 24, or Multipurpose Building (024-MPB), is utilized as office space for several entities stationed on the FAA campus. The building was constructed in 1972 and is of masonry and aggregate concrete construction. 024-MPB consists of three stories with a basement and has approximately 211,203 square feet (ft2) of total floor space. The building was confirmed to have

ACM during the 2014 asbestos survey performed by WESTON, as detailed in Section 3.

Each of the three above-ground floors has four mechanical rooms containing HVAC units to direct the heating and cooling for the building, and each mechanical room includes a pipe chase that houses restroom plumbing. The boiler room is found within the basement of the building.

The boiler room consists of a boiler and chiller which supply heating and cooling for the building.

Weston Solutions, Inc. – 2016 Asbestos Survey Reports

3 2014 ASBESTOS SURVEY

In 2014, WESTON and its subcontractor Argus Environmental, LLC collected asbestos samples over a five-month period using field rotations consisting of two weeks onsite and a varied amount of time off-site dependent upon schedules of MMAC, WESTON, and Argus

Environmental. Survey efforts were considered complete once 5,000 samples were collected per the MMAC Statement of Work. The first field rotation was conducted the Week of 17 April

2014, and the last rotation was conducted the Week of 28 July 2014. Details of the 2014 asbestos survey can be found in the 2014 Final Asbestos Survey Report1 previously submitted to

FAA.

Prior to conducting the 2014 asbestos surveys, WESTON performed a preliminary assessment in

January 2014 of 26 buildings identified by MMAC. The purpose of the preliminary assessment was to create a prioritized list of buildings to be surveyed from the highest to lowest priority up to a 5,000-sample limit. The final prioritized building list that was used as a guide for field sampling contained 26 buildings. A total of 23 buildings were sampled for ACM in 2014, and

11 of those buildings were confirmed to have ACM. Buildings identified as containing ACM were: 001-HQB, 002-WSE, 009-H08, 010-H09, 015-BMB, 016-LMN, 022-ARB, 024-MPB, 025-RTF, 026A-STB, and 030-B30.

An individual survey report was prepared for each building that was surveyed in 2014, and these reports can be found in the 2014 Final Asbestos Survey Report previously submitted to FAA.

The 2014 reports include the asbestos results as applicable, sketches of the floor plans depicting sample locations, and photos of materials containing ACM.

The 2014 asbestos survey of interior building materials for 024-MPB was performed on 14–16

April 2014. Three hundred twenty-six samples were collected from inside Building 024-MPB.

Within the 326 collected bulk samples, 366 separate interior building material layers were subjected to Polarized Light Microscopy (PLM) laboratory analysis. As listed in Table 3-1 below, regulated ACM was found in the following material:

Based on the appropriate laboratory analysis, asbestos was not identified in any other sample layer during the 2014 survey for 024-MPB. Due to the limited nature of the 2014 survey, Argus

Environmental Consultants, LLC does not warrant the existence or non-existence of ACM in areas not sampled.

4 2016 SURVEY METHODOLOGY

Pre-field work included consulting with MMAC personnel to properly identify any building material that should not be damaged by sample collection. WESTON and its subcontractor Tec-

An, Inc. collected asbestos samples over a four-month period using field rotations dependent upon schedules of MMAC, WESTON, and Tec-An, Inc. The first field rotation was conducted the week of 25 April 2016, and the last rotation was conducted the week of 8 August 2016.

Surveys were conducted in the general sequence according to the prioritization building list by asbestos inspectors licensed through the DOL.

024-MPB was inspected as part of the 2016 inspection update that included a total of 13 buildings. Table 4-1 provides a list of all buildings included in the 2016 inspection update, the final prioritization list, and the date(s) that the sampling was conducted.

An individual survey report was prepared by the subcontractor for each building that was surveyed in 2016; the report for 024-MPB can be found in Appendix A. The report includes the asbestos results as applicable, maps depicting sample locations, photos of all sampling locations, chains of custody, laboratory reports, and copies of asbestos inspector licenses.

Prior to conducting the surveys, a site-specific Health and Safety Plan (HASP) was developed and submitted to FAA detailing the procedures and protocols to be followed during all field activities associated with the surveys. The HASP complied with FAA, OSHA, EPA, and state and local health and safety regulations regarding the work effort.

4.1 ASBESTOS IDENTIFICATION AND SAMPLING METHODOLOGY

The Statement of Work for the limited asbestos surveys included the identification of suspect

ACM into homogenous areas based on the guidelines in the EPA Asbestos Hazard Emergency

Response Act (AHERA) 40 Code of Federal Regulations (CFR) Part 763 Subpart E.

A homogeneous area is defined as an area exhibiting consistent construction materials and techniques with the same date of installation. Sampling areas were adequately wetted with an amended water solution prior to disturbance. Materials were then directly placed into labeled sealable plastic bags and catalogued.

Suspect ACM samples were collected following AHERA rules in the following manner:

Surfacing material: A licensed/accredited inspector collected, in a random manner that was representative of the homogeneous area, bulk samples from each homogeneous area of friable surfacing material as follows:

‒ At least three bulk samples were collected from each homogeneous area that was 1,000 square feet (ft2) or less.

‒ At least five bulk samples were collected from each homogeneous area that was greater than 1,000 ft2 but less than or equal to 5,000 ft2.

‒ At least seven bulk samples were collected from each homogeneous area that was greater than 5,000 ft2.

Thermal system insulation: A licensed/accredited inspector collected, in a randomly distributed manner, at least three bulk samples from each homogeneous area of thermal system insulation as follows:

‒ At least one bulk sample was collected from each homogeneous area of patched thermal system insulation that was not assumed to be ACM if the patched section was less than 6 linear feet or 6 ft2.

‒ Bulk samples were collected from each insulated mechanical system where wraps, mastics, or cement and/or plaster had been used on fittings such as tees, elbows, valves, and seams.

‒ Bulk samples were not collected from any homogeneous area where the accredited inspector had determined that the thermal system insulation was fiberglass, foam glass, rubber, or other non-ACM.

Friable miscellaneous material: Samples were collected in a manner sufficient to determine whether the material was ACM or not ACM. At least two bulk samples were collected from each homogeneous area.

Non-friable suspected ACM: Samples were collected in a manner sufficient to determine whether the material was ACM or not ACM. At least two bulk samples were collected from each homogeneous area of non-friable suspect ACM.

Bulk samples for laboratory analysis were not collected from any roofing or exterior building materials as per the Statement of Work. Blank samples were not collected for quality control purposes as the process from sample collection point, to bagging, to arrival at the lab was streamlined and not conducive for introduction of potential asbestos contaminants. All sample locations for friable materials and dry wall joint compound/surface texture were patched.

Destructive sampling and evaluation under flooring, in any other inaccessible areas, or in any areas of the building outside the proposed evaluation area were not performed. Therefore, any suspect materials hidden in or behind walls, under flooring, or in other inaccessible areas were assumed to be ACM; the area(s) of suspect materials are annotated in the individual building report and figures.

4.2 SAMPLE IDENTIFICATION AND CUSTODY

Asbestos samples were identified using a unique identification. The identification system used is as follows:

Homogeneous Area: Double-alpha and double-digit sequence designating each homogeneous area (HA) in a singular building.

Building Number: Specific FAA-designated building number.

Month and Year of Sample Collection: Double-digit month and double-digit year sequence designating when sampling took place.

Material Type: Four-letter acronym designating material type for each homogeneous area. Examples include Pipe Insulation Runs (PIRN) and Pipe Insulation Joints, Tees, and Valves (PJTV).

Asbestos Sample Number: Quadruple-digit sequential sample within a singular building on a singular day.

For example, a sample for Homogeneous Area 1 (floor tile) in Building 24 collected on 25 May

2016 as the second sample collected in the building on that day would be designated as sample:

“HA01/024-0516-FLTL-0002.”

Upon completion of the sampling of each separate building, bulk material samples were then shipped under chain-of-custody to the Tec-An, Inc. laboratory. The laboratory is certified in

Oklahoma to perform analysis for asbestos content. Samples were shipped to the designated laboratory on a standard two-week turnaround time to the following:

Tec-An, Inc.

2517 S. Purdue Oklahoma City, OK 73128

(405) 681-7076

4.3 LABORATORY METHODS

Analysis of building material samples for asbestos was conducted by Tec-An, Inc. Tec-An, Inc.’s laboratory certifications are provided on Page 57 in Appendix A.

The asbestos bulk samples were analyzed by polarized light microscopy coupled with dispersion staining methods in accordance with EPA-approved analytical Method 600/R-93/116. Results are provided in percent (%) and type of asbestos identified. Positive stop procedures were used for bulk samples where greater than 1% asbestos were detected in building materials and no further analyses were performed. Point counting was conducted on samples that were reported as <1% for verification of asbestos-containing content.

5 024-MPB INSPECTION AND SAMPLING RESULTS

The asbestos inspection and sampling of 024-MPB was performed on 25 May 2016. A total of

132 samples from 54 homogeneous areas were collected from 024-MPB during the 2016 asbestos inspection. Descriptions, photographs, and mapped locations of all homogeneous area sampled are included beginning on Page 46 in Appendix A. Chains of custody and laboratory analytical reports are included beginning on Page 13 in Appendix A.

The homogeneous areas of 024-MPB that tested positive for asbestos are presented in Table 5-1 below.

All pipe hangers excluding the Heater Hot Water Return/Supply pipes were found to be either fiberglass or foam glass. According to OSHA/EPA regulations materials including but not limited to fiberglass and foam glass are not required to be sampled, and can be determined to be asbestos free by an accredited inspector. It was also observed that all pipe run insulation within the building was fiberglass.

Recommendations for Response If any of the building materials found to be friable asbestos containing building materials are to be disturbed by renovation/demolition activities, or are found to be significantly damaged (more than 10% distributed damage or 25% localized damage), then the material must be removed or encapsulated by a licensed asbestos contractor.

If any of the building materials found to be non-friable asbestos containing building material are to be disturbed by renovation activities, then the material must be removed following the OSHA Class II Non-friable Asbestos Removal Requirements. If the non-friable materials are to be disturbed by demolition activities, then the materials must be removed following the OSHA Class II Non-friable Asbestos Removal Requirements. However, according to Department of Environmental Quality regulations, some non-friable asbestos containing building materials may remain in the building during demolition.

Regulatory Statement

All Federal rules and regulations (OSHA and /or EPA) are written as minimum regulatory standard.

States have the right to enact regulatory rules and regulations, and have the latitude to enact more stringent rules and regulations. Before beginning any demolition or renovation activity, contact the appropriate state regulatory agencies for clarification of asbestos abatement rules and regulations.

Destructive Bulk Sampling

No destructive bulk sampling was conducted during this asbestos inspection. There is a possibility asbestos containing materials could be located in vertical pipe chases in the form of pipe insulation on domestic, boiler and chiller piping (Thermal System Insulation). There is also a possibility that asbestos containing building materials could be located behind walls and above inaccessible ceiling areas.
