(b) This provision supersedes any language about the acceptance period appearing elsewhere in this SIR.
(c) We require a minimum acceptance period of
90 calendar days.
(d) The offeror (you) may specify a longer acceptance period than the period shown in paragraph (c). To specify a longer period, fill in the blank: The offeror allows the following acceptance period: _____ calendar days.

M.1 EVALUATION FACTORS FOR AWARD
(a) Source Selection
(1) Basis for Contract Award. This acquisition will utilize Past Performance/Price
Evaluation source selection procedures to make an integrated assessment for an award decision.
Contract award will be made to the Offeror who is deemed responsible in accordance with the
Acquisition Management System (AMS), whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, and certifications) and is judged, based on the evaluation factors, to represent the best value to the Government.
(A) While the Government
Evaluation Team and the Source Selection Official
(SSO) will strive for maximum objectivity, the source selection process, by its nature, is subjective and, therefore, professional judgment is implicit throughout the entire process. The
Government reserves the right to award without discussions. Therefore, each initial offer should contain the Offeror’s best terms from a price and past performance standpoint. However, the
Government reserves the right to conduct discussions if later determined by the
Contracting Officer (CO) to be necessary.
(2) The Government intends to award one
(1) Firm-Fixed-Price contract to the Offeror who provides the "best" overall value to the
Government in terms of past performance and price. However, the Government reserves the right not to award any contract at all, depending on the quality of the proposals and prices submitted and the availability of funds.
(b) Past Performance Information - The
Government’s Technical Evaluation Team will review the past performance of the Offeror, as well as Mechanical and Electrical subcontractors, on Past Performance Surveys provided in response to Factor 1, as well as assessments from the
Contractor Performance Assessment Reporting
System (CPARS) or similar reporting systems, and other sources. Offerors will be evaluated in accordance with the directions provided in provision M.2 Technical Evaluation.
(c) It is anticipated that a contract will be awarded to the offeror that in the judgment of the Source Selection Official (SSO) provides the best value to the Government in consideration of

performance risk and cost/price of the competing proposals. The Government reserves the right to award the contract to an offeror submitting other than the lowest priced proposal.
(d) The offeror who provides the “best” overall value to the Government will be selected. Therefore, the successful offeror may not necessarily be the lowest priced offer. Past performance will be approximately equal with price in the selection decision. A higher priced proposal may be selected for award where the performance risk of the selected proposal is deemed by the SSO to be worth the price difference to the Government. The total evaluated price will be the determining factor for award where all proposals are considered substantially equal from a performance risk standpoint.
