L.3 SIR QUESTIONS, CONCERNS, CLARIFICATIONS, AND DISCREPANCIES

The Contracting Officer (CO) is the sole point of contact for this acquisition. Offerors must direct all questions, concerns, clarifications, and perceived discrepancies to the CO through email.

If discrepancies are not noted prior to proposal submission, it must be determined that there are no discrepancies. In addition, the Offeror must submit all exceptions and deviations to the SIR immediately to the Contracting Officer in writing with supporting rationale.

Inquiries received within the allowed timeframe will be answered in writing and posted on the

INVERSE Proposal Portal (IPP). The Government will provide the inquiries and answers to all offerors, without attribution to the questioner, prior to the required date and time for submittal of the offeror proposals. The Government will not respond to offeror questions, concerns, clarification requests, and discrepancies submitted via any means other than email.

If no discrepancies relative to the SIR instructions are noted by offerors within the allowed timeframe, it will be determined that there are no discrepancies. If offerors submit discrepancies that are subsequently affirmed by the Government, they will be corrected via an amendment to the SIR.

Incomplete proposals or proposals that contain significant deviations from the proposal submission instructions may be excluded from further consideration. General statements that the offeror understands the requirements of the work to be performed or simple rephrasing or restating of the FAA’s requirements without further substantiation will be considered unsupported, may result in lower evaluation ratings, and may be cause for rejection of the proposal.

2. All pages of the proposal that contain sensitive information must be marked "Source

Selection Sensitive." Restrictions on use or disclosure of this data must be clearly marked.

3. Any trade secrets, copyright data, or financial information that the offeror or proposed subcontractors do not want disclosed for any purpose other than the evaluation of the proposal must be marked in accordance with AMS Clause 3.2.2.3-16, Restricting, Disclosing and Using Data (April 2004).

Section M.8.2.1.

L.12.3.1 PAST PERFORMANCE SUMMARIES

The Offeror must identify three (and no more than three) previous or ongoing Past Performance

L.12.3.1

1. For Government references, the Offeror must provide the PPQ to two (2) references (the

Contracting Officer (CO) and an individual from the Program Office). The Program Office

L-12 reference should be an individual with firsthand knowledge of the Offeror’s performance such as a Contracting Officer’s Representative (COR) or a Task Order Manager or

L.12.4 VOLUME III - PRICE PROPOSAL

The Price Proposal, Volume III must be submitted by the Offeror in a separate file marked

"INVERSE PRICE PROPOSAL". Pricing data must not be included in any other Volumes.

The Government assumes that adequate price competition will exist, thereby negating the need for submission of certified cost and pricing data with this proposal. It is anticipated that the amount and types of data required at this time will be adequate to determine price reasonableness. The Government reserves the right to request certified cost and pricing data if the Contracting Officer determines it is required.

Only minimal information in addition to the pricing exhibits must be requested at this time.

However, sufficient information and data must be provided to substantiate the reasonableness and realism of the proposed prices given the Offeror’s proposed approach.

The Government will evaluate the Price Proposal for realism and reasonableness. Unrealistically low proposed prices and/or fully burdened labor rates, whether submitted initially or subsequently, may be grounds for eliminating a proposal from competition on the basis that the

Offeror lacks understanding of the requirement.

If applicable, the offeror must include fees associated with licenses required by the developer of software used in providing INVERSE services in the Section B prices.

If the offeror determines that a CLIN in Section B will not be separately priced (NSP), that is, considered to be included within another priced item or otherwise available to the FAA at no additional charge, the Offeror must indicate so in Volume III, Price proposal by making the price

$0.00 or N/A.

L-13

L.12.4.1 INSTRUCTIONS FOR SECTION B

1. Completed pricing schedules as defined in Table B-1, Table B-2, Table B-3, and Table B-4 of Section B must contain prices for the entire period of performance. Offerors must provide the economic assumptions utilized to calculate their prices. Proposed prices will be evaluated to determine a total evaluated cost for purposes of comparison.

2. Only fill out prices and information in the yellow cells.

3. All prices must be in $ USD (or % in Table B-3) with up to 6 decimal places.

4. The Offeror must put an N/A in any price that is not used. Any blank entry will be considered a $0.00 CLIN value (or 0.0% in Table B-3).

5. Table B-1 contains the offerors prices for all CLINs other than the T&M CLINs found in

Table B-2. Below are the instructions for filling in table B-1.

a. Unit Prices correspond to the unit type in column E.

i. Lot means the CLIN is billed upon completion and acceptance by the government. Although there are CLIN prices in Year 2 and beyond it is anticipated that any development will be complete in Year 1.

ii. Per month indicates the CLIN will be invoiced each month, pro-rated for partial months.

iii. Per Service Per Month indicates the CLIN will be invoiced each month based on the number of services processed during the month.

iv. As Ordered means the CLIN will be ordered by the FAA as needed.
