About this file
This document is a Minute Memo that provides pavement recommendations for the NP-DEWA 10(6), 218(2) project in the Delaware Water Gap National Recreational Area in Pennsylvania and New Jersey.
The project includes replacing the Dingmans Falls Access Bridge and rehabilitating the Vancampens Glen Bridge. For the Dingmans Falls Bridge approaches, the recommended pavement reconstruction includes 1.5 inches of asphalt surface course, 3.5 inches of asphalt base course, 6 inches of aggregate base, and a separation geotextile. For the Vancampens Glen Bridge approaches, the recommended pavement rehabilitation includes milling the existing 1.5-inch asphalt surface, a 1.5-inch asphalt surface course, and a 1-inch asphalt wedge and leveling course. A Performance Graded 58-28 binder is recommended for all asphalt courses. The pavement coring log is included as an appendix.

To support the PS&E development for the project, we’re submitting our findings and pavement recommendations for project NP-DEWA 10(6), 218(2). The project sites are located in the Delaware Water Gap National Recreational Area in Pike County (PA) and Warren County (NJ). The project includes the replacement of Dingmans Falls Bridge and maintenance work on Vancampens Glen Bridge, along with reconstruction or rehabilitation of bridge approaches.
BACKGROUND
Dingmans Falls Access Bridge is a single span prestressed concrete beam bridge that carries Dingmans Falls Access Road. The work includes replacing the entire structure with a longer and wider bridge, approximately 32 feet wide and 90 feet long. The new bridge will require two new abutments with wingwalls, foundation systems and roadway approach reconstruction.
Vancampens Glen Bridge is a single span concrete encased steel beam bridge that carries Old Mine Road. The work at this site includes mill and overlay of the asphalt roadway approaches, embankment protection, erosion repair or riprap and miscellaneous bridge maintenance.
Existing Pavement Condition On July 24th 2019 EFLHD’s Subsurface Exploration Team obtained a total of 2 pavement cores at each Dingmans Falls Access Bridge approaches to determine the existing pavement type and thickness. The asphalt concrete (AC) pavement ranges from approximately 7 to 13 inches. Loss of bond between the AC layers was observed at approximately 5 inches from the top of the pavement. Pavement cores were not obtained from the approaches at the Vancampens Glen Bridge. The Pavement Coring Log is included in Appendix A.
PRELIMINARY PAVEMENT RECOMMENDATIONS
Based on the available data, we recommend the following pavement rehabilitation/reconstruction strategies. The recommendations included here reference the FP-14, “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects”.

*Settlement of the pavement was observed at the bridge approach concrete/asphalt interface. The leveling course (1-inch minimum) will serve to re-establish the profile.
A Performance Graded (PG) 58-28 binder is recommended for the AC surface, base, and leveling courses.
