Clarifications 2

1: At the walk – thru we noticed a lot if empty cubicles. Seems that much of the square footage is empty. Are we pricing as if all areas at full capacity for the entire net square footage?

If yes, then will the government make adjustments to pay only what is being used? If so, what mechanism will be used?

If the government does not deduct for the unused areas then does the contractor adjust his manpower lower and still bill the same quoted prices per month?

Clarification: Reference is made to Question 21 and FAA response in the distributed Questions and Answers, as well as Section B.3 of the solicitation entitled Rates of Service.

Question 21: Page 8. 3.8.2‐22 Substitution or Addition of personnel. During the Contract Walk through a question about the capacity of the building work force and if FAA was back at full capacity. It was stated "Not yet. The building may be at 75‐80% in a year or so" At the time of award we do not know if the Current Contractor has enough employees staff to fulfill the current scope of work currently. According to section 3.8.2‐22 Substitution or Addition of Personnel. It states: "we would have to wait 60 days after award to the Contractor to hire labor for this contract", if I need to bring in additional labor will I as the Contractor be allowed to do so to meet my obligations under the contract? or will I need to wait the sixty days?

Answer: Regardless of building occupancy rates, the incumbent is, and the awardee must, be fully staffed unless specifically requested to scale back operations by the Government.

Solicitation Section B.3: The Contractor must provide a firm fixed price unit cost for each CLIN identified in the Contractor Data Entry tab of the Schedule B in Attachment

11. The Contractor must also provide the unit cost per square foot for enhanced cleaning per the IDIQ CLINs identified in the Contractor Data Entry tab. These rates will be incorporated at contract award, and utilized to price task orders. The rates represent effort performed by either the prime contractor or any subcontractor(s) as required.

2: The Schedule B costing sheet shows the following on the Contractor Data Entry 1 tab:

The fixed Burden rate (1.5%) is being calculated and added into the Total Proposal amount. However The Profit (5%) and the G&A/Overhead (5.0%) are not.

Where is this being calculated/added to so the total reflects those %’s?

Clarification: Reference is made to 692M15‐22‐R‐00012_ Amendment 008 specific to updated Section L.10 Volume 2‐ Cost/Price.

For the Cost Reimbursable CLINs for materials and supplies, the Offeror’s proposed Fixed Burden Rate will be applied to the Government’s not to exceed amount to generate the total not to exceed amount for materials and supplies. For CLIN type rows specified as IDIQ, the Offeror must propose unit cost per square foot for enhanced cleaning, which will generate a not to exceed amount for the contract.

Offerors must include profit and G&A in their proposed fixed prices. However, the

Offeror must also provide the Profit and G&A rates in the specified cells, for informational purposes only. This information will be used in conjunction with the information in the tabs entitled Contract Data Entry_2a, 2b, 2c, 2d, and 2e for evaluating potential future requests for price adjustment under AMS 3.6.2‐30, Fair Labor Standards Act and Service Contract Labor Standards ‐ Price Adjustment (Multiple Year and Option Contracts).
