Clarifications

1: Attachment 11 Schedule B Pricing does not have an area where we can price in

a. Windows

b. supplies/chemicals

c. equipment

d. 2 way radios

e. vehicles and associated costs “ gasoline, insurance, maintenance “

Are we to price the above in our overhead %?

Clarification: Only a portion of the items listed above would be accounted for in the G&A/ overhead. The Schedule B’s G&A and overhead is used to capture costs associated with equipment, insurance, vehicle maintenance, etc. in accordance with your accounting system. As noted in the Schedule B’s Instructions tab, the fixed burden rate will be used in calculations for cost reimbursable CLINs for materials and supplies.

Each Offerror must populate their fixed burden rate, which will populate the fee added to the cost reimbursable line item in order to generate a total not to exceed cost for materials and supplies. Regarding the pricing of windows, the cost to complete window washing should be captured in the Offerors custodial labor costs.

2: Frequency for external window ?

Clarification: Window washing must be completed in accordance with SOW Section 9.13.4. Annual Window Washing and Attachment 9 – Preventive Maintenance.

3: The $10,117,267.00 previous contract total – is that the 5 year total?

Clarification: Reference is made to the FAA’s response to question 40 in the distributed Questions and Answers. “The Contract was awarded to Integrity National Corporation in the amount of $10,117,267.00 for a duration of 5 years consisting of a Twelve (12) month base period and four (4) twelve (12) month option periods”.

4: Please provide the square footage(s) for all "Continuous Duties (CD) Groups"

Clarification: The square footage for each building is indicated in Attachment 1 Building List. You may calculate the sum of all of the buildings square footage for a total.

5: Please provide the frequency of periodic work (floor strip/wax, floor buffing, carpet shampoo, etc.)

Clarification: The frequencies for all periodic work is indicated within Attachment 9 Preventative Maintenance.

6: Question #68 refers to a Seniority List ‐ where is that located? We do not see it in the files available on Sam.gov.

Clarification: A seniority list was not posted on sam.gov by the FAA. Please note that the FAA’s response to Question 68 is as follows: Please reference Attachment 10 Statement of Work, Section 3. Personnel, pg. 7 and Section 3.3 Staffing Plan, pg. 9. The Contractor will have to decide how many FTEs will be needed and then abide by the CBA stipulations/ incorporation of the seniority list.

Question 31 and the FAA’s response is of relevance to your inquiry.

Question 31: Can we get the current roster and seniority list?

Answer: Please contact the Union specified within the CBA for requested information.

7: Article 10 of the CBA lists multiple rates for the same positions – please clarify.

Clarification: Please note Question 13 and the FAA’s response below.

Question 13: The Attachment 12 – CBA, Article 10 list wage rates that appear to escalate year over‐year, and also based on a proposed job title Maintenance

Clarifications

Technician steps IIV job steps II and IV that have escalating wages without any explanation as to a qualifying basis. Can you please provide an explanation each of the escalating wages rates under the undifferentiated job steps II and IV Answer: Please contact the Union specified within the CBA for requested clarification.

8: There are no differentiating differences between positions listed in Article 10 of the CBA – please clarify

Clarification: Please note question 14 and the FAA’s response below.

Question 14: There is no job description in the Directory of Occupations for “Maintenance Technician I through IV”, as identified in 12‐CBA Article 10. Please provide job descriptions so that we can accurately use those rates in preparing our price estimates without violating 12‐CBA.

Answer: Please contact the Union specified within the CBA for requested clarification.

9: There’s no description of Item No. X007 Contract Management and Administration – please clarify what is to be priced on this line item.

Clarification: The Offeror must populate the Contract Management and Administration CLINs with the total monthly unit price for proposed Management and Administrative positions.

10: We respectfully request a submission extension in order to review and incorporate forthcoming information

Clarification: The information provided in our responses was previously provided in amendments to the solicitation. Therefore, the due date for proposals will not be extended. The FAA has determined that sufficient time has been provided to Offerors to generate their proposals

11: The last sentence of that paragraph (L.5) appears to still require a complete technical proposal to address the work requirements of the SOW. Specifically, the sentence reads: “Statements that the prospective Offeror understands, or can and/or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information are considered inadequate by the Government, and may render a rating of unacceptable.”

Please advise what if any technical proposal the agency requires that is to address the work requirements of the solicitation and specifications included therein.

Clarification: The Technical Proposal is the responses to the Volume 1 Technical Factors I and II specified in L.6, and described in further detail in L.9.
