United States Merchant Marine Academy (USMMA)
Performance Work Statement
Section 1 – Organization The U.S. Merchant Marine Academy (USMMA) is a federal service academy that educates and graduates licensed Merchant Marine officers of exemplary character who serve America’s marine transportation and defense needs in peace and war.
Section 2 – Objective USMMA requires off-site laundry services for approximately 800 midshipmen/students. The contractor shall provide reliable pickup, off-site laundering, delivery, distribution support, and related reporting in accordance with this PWS.
Section 3 – Period of Performance The base period is November 1, 2026 through June 30, 2027. Each 12-month option period thereafter will commence on July 1st.1 Three one-year option periods may be exercised by the Government in accordance with the terms of the contract. Each option period is subject to the availability of funds. Continued performance and the exercise of any option will be evaluated in accordance with contract requirements, service quality, and contractor performance.
Section 4 – Retail Activities Approximately 300 USMMA faculty and staff members may elect to purchase laundry services directly from the contractor. Faculty and staff retail activity is independent of the Government contract. The contractor shall establish reasonable retail prices, and no faculty or staff retail revenue or expense may be invoiced to the Government. Services for midshipmen/students shall be provided at the contract price.
Section 5 – Scope of Work The contractor shall pick up student laundry bags six days per week, Monday through Saturday, from three designated campus locations; process the laundry at the contractor’s off-site facility; and return finished laundry in accordance with the schedule in Section 8. The Government does not provide laundry bags. The Government will provide an on-campus storage area with reasonable shelving for finished laundry.
The contractor shall manually move laundry bags as necessary, including movement over stairs at designated pickup or delivery locations, and shall provide continuous on-site staffing to monitor student retrieval of completed laundry between 8:00 a.m. and 4:30 p.m., Monday through Friday. The objective is to provide convenient student access and prevent misappropriation of laundry bags.
For general planning purposes, the estimated scale of operations is approximately 4,000 pounds of laundry per week. This estimate is not a guaranteed minimum or maximum quantity. Historical daily, monthly, annual, seasonal, location-specific, or July surge-volume data is not maintained by the Government.
5.1 Included Items
The service includes washable personal clothing placed in assigned student laundry bags, including undergarments, socks, athletic clothing, bath towels, and other garments that do not require special handling.
5.2 Excluded and Special-Handling Items
Students shall not submit items that require special handling. Bed sheets, pillowcases, and bed blankets are excluded because the Government provides a separate cleaning service for those items. Bath towels may be submitted. If an excluded or special-handling item is placed in a laundry bag, the contractor shall remove the item and return it to the student without processing. The Government does not maintain dimensions for student-purchased bath towels.
Section 6 – Place of Performance On-campus pickup, delivery, distribution, and related services shall be performed at:

The contractor’s off-site processing facility shall be located within a twenty-five-mile radius of the USMMA campus. The radius is measured from the campus and is not expressed as roadway travel distance.
Section 7 – Performance Requirements Pick up stenciled student laundry bags six days per week, Monday through Saturday, no later than 8:00 a.m. from three designated campus locations. Current pickup locations are Palmer Hall, Delano Hall, and Truxton Arcade. The COR may revise designated locations due to construction or operational requirements.
Manually move laundry bags at pickup and delivery locations, including movement over stairs. The Government will not provide labor or material-handling equipment for this purpose.
Record the number of bags processed and total weight for each service day. This activity may be completed on-site or off-site.
Submit a monthly Microsoft Excel-compatible usage report to the COR within six business days after the end of the reporting month. The report shall identify, for each service day, the number of bags processed and total weight.
Clean laundry off-site and return finished laundry within 48 hours of pickup, except that Saturday pickups shall be returned by 8:00 a.m. Tuesday. The QASP surveillance standard will measure whether at least 90 percent of returns are completed within 48 hours. This acceptable quality level is a surveillance threshold and does not eliminate the contractor’s obligation to meet the delivery schedule.
Return laundry dry and folded. Laundry may be washed while remaining in the bag. Clean, serviceable items shall not come into contact with soiled items.
Deliver finished laundry to the location designated by the COR and sort finished bags alphabetically by student name on Government-provided shelving. Students are responsible for stenciling their laundry bags.
Provide continuous on-site staffing to monitor student retrieval of finished laundry from 8:00 a.m. through 4:30 p.m., Monday through Friday. Students shall not be required to travel off campus to retrieve laundry.
Implement and maintain a reasonable dispute-resolution process for missing, damaged, delayed, or improperly processed laundry. Lost or damaged items shall be reimbursed at replacement cost. The COR will monitor customer complaints; more than eight substantiated incidents in a month is unacceptable.
During the annual freshman Indoctrination period, provide two campus visits per day, Monday through Saturday, and the accelerated turnaround described in Section 8. Indoctrination generally occurs during July; exact dates may vary from year to year and will be provided by the COR. The July requirements are included in the firm-fixed-price performance requirements.
Section 8 – Performance Schedule
8.1 Normal Schedule
Pickup days: Monday through Saturday.
Pickup time: no later than 8:00 a.m.
Pickup locations: three campus locations designated by the COR. Current locations are Palmer Hall, Delano Hall, and
Truxton Arcade.
Delivery: within 48 hours of pickup; Saturday pickups shall be returned by 8:00 a.m. Tuesday.
Delivery location: the campus location designated by the COR.
On-site retrieval monitoring: 8:00 a.m. through 4:30 p.m., Monday through Friday.
Because pickup locations are dormitory locations, USMMA Public Safety will grant contractor access in accordance with Academy access requirements. Contractor personnel shall comply with all check-in, identification, safety, and security requirements.
8.2 Freshman Indoctrination Schedule
Service days: Monday through Saturday during the Indoctrination period.
Campus visits: two per day, at approximately 8:00 a.m. and 4:00 p.m.
Pickup locations: three campus locations designated by the COR.
Turnaround: items picked up at 8:00 a.m. shall be returned by 4:00 p.m. the following day.
The COR will provide the applicable annual Indoctrination schedule. The 2026 Indoctrination period occurred July 9 through July 24, 2026; dates may vary in future years.
8.3 Holidays and Reduced-Service Periods
Laundry services are not required on Thanksgiving Day, Veterans Day, Martin Luther King Jr. Day, Memorial Day, Juneteenth National Independence Day, Presidents Day, and Labor Day. The number of available student laundry bags may be reduced between Christmas and New Year’s and during approximately one week in the spring and one week in the fall. At the direction of the COR, the contractor may follow a reduced schedule. The Government reserves the right to adjust no-service or reduced-service days to reflect the Academy’s academic calendar. Offerors shall account for these schedule requirements in their firm-fixed prices.
Section 9 – Contractor Responsibilities Complete all work on schedule at no additional expense to the Government.
Maintain a reasonable dispute-resolution process for lost or damaged items and reimburse such items at replacement cost.
Ensure clean, serviceable items do not come into contact with soiled items.
Return Government-furnished furniture or equipment at contract completion in the same condition as received, less normal wear and tear.
Deliver finished articles that conform to generally accepted industry standards for quality, cleanliness, finish, appearance, odor, and scent. All laundry shall be thoroughly laundered, properly dried, and delivered in a sanitary condition.
Perform all on-campus laundry handling under sanitary conditions and comply with applicable state and local health and labeling requirements.
Operate any permitted retail activity in a businesslike manner using established practices. Washing and drying shall not be performed on campus.
Immediately report safety, security, or operational issues occurring on USMMA property to the COR or Public Safety, as appropriate.
Comply with Academy rules and Public Safety direction. Campus driving shall be limited to contract-related activity and performed safely.
Section 10 – Security Requirements Within two business days after award, and before initiating on-site performance, provide the Government a current list of all employees proposed for on-site work, including the information required to support Government background checks. The contractor shall promptly provide updates when proposed personnel change.
On-site personnel include drivers and employees assigned to distribute or monitor student laundry.
Personnel shall present Government-acceptable identification and comply with USMMA Public Safety access procedures. The solicitation does not establish a guaranteed background-check or credential-processing timeframe;
the contractor is responsible for staffing sufficient to meet the performance start date.
Do not sublet Government premises assigned for contract performance without prior written Government approval.
Section 11 – Government-Furnished Property, Equipment, and Information The Government will provide an on-campus facility containing reasonable storage shelving for finished laundry. The
Government does not guarantee a specific shelving capacity.
Government furniture or equipment shall not be removed from Academy premises or the approved location without prior written approval from the COR.
The contractor shall provide janitorial and porter services necessary to keep the premises made available to it clean, orderly, and sanitary to the satisfaction of the Academy.
The Government does not provide contractor laundry bags, labor, or material-handling equipment.
Section 12 – Inspection of Services The Government reserves the right to inspect contractor facilities, processes, procedures, records, and delivered services in accordance with the contract’s inspection provisions.
The contractor shall establish, develop, and implement procedures to identify defective services, prevent recurrence, and correct performance deficiencies.
The Government may conduct periodic on-site and off-site progress or performance meetings to verify that processes and procedures are being properly followed.
Section 13 – Performance Evaluation The Government will evaluate contractor performance in accordance with the Quality Assurance Surveillance Plan (QASP), the inspection provisions of the contract, and applicable contractor-performance reporting requirements. The QASP establishes surveillance methods and acceptable quality levels; it does not authorize the COR to alter contract requirements or accept changes to price, scope, schedule, or other terms. Only the Contracting Officer may authorize contractual changes.
Section 14 - Transition and Continuity
14.1 Transition-In
Within three business days after award, the contractor shall submit a written transition-in plan to the Contracting Officer and COR. The plan shall identify key personnel, the proposed processing facility, employee-submission and access steps, pickup and delivery readiness, equipment and transportation resources, communications, complaint intake, reporting, and contingency measures necessary to begin full performance on the contract start date.
The contractor shall participate in a post-award transition meeting when requested. The Government will coordinate the operational handoff and access to Government-furnished space and shelving to the extent available. The contractor remains responsible for timely submission of employee information, alternate qualified staffing, and other continuity measures needed to perform while background checks or access credentials are being processed.
14.2 Continuity of Services
The contractor shall maintain uninterrupted performance throughout the contract period and shall immediately notify the Contracting Officer and COR of any circumstance that may threaten timely pickup, processing, delivery, reporting, or on-site retrieval monitoring. Notification does not excuse performance or authorize additional cost.
14.3 Transition-Out
During the final 30 calendar days of performance, or another period directed by the Contracting Officer, the contractor shall cooperate in an orderly transition to the Government or a successor contractor. Transition-out cooperation includes returning Government property, providing final reports and unresolved complaint status, coordinating access to Government-furnished space, and avoiding disruption of laundry services. The contractor is not required to disclose proprietary processes or competitively sensitive information.
