Section 2 – Objective The U. S. Merchant Marine Academy (USMMA) requires off-site laundry/cleaning services for 800 midshipmen/students.

Section 2 – Objective USMMA requires off-site laundry services for approximately 800 midshipmen/students. The contractor shall provide reliable pickup, off-site laundering, delivery, distribution support, and related reporting in accordance with this PWS.

Section 3 - Period of Performance The Base period is from September 1, 2026 to August 31, 2027. Three (3) one-year options will be available upon concurrent agreement between the contractor and the Government. Exercising the options will be strictly based on service, quality and performance feedback. Each option year is subject to the availability of funds.

Section 3 – Period of Performance The base period is November 1, 2026 through August 31June 30, 2027. Base of 10 months (09/01/2026 – 06/30/2027) and then Eeach 12-month option period thereafter will commence on July 1st .07/01 Three one-year option periods may be exercised by the Government in accordance with the terms of the contract. Each option period is subject to the availability of funds. Continued performance and the exercise of any option will be evaluated in accordance with contract requirements, service quality, and contractor performance.

Section 4 – Retail Activities The USMMA faculty and staff (that is approximately 300) may participate in the laundry services. Reasonable prices not invoiced under the contract shall be provided for faculty and staff (i.e.non- students). Any contractor revenue and expenses associated with the retail service shall be considered independent of this contract. Services provided to the midshipmen/students shall be at the contract price.

Section 4 – Retail Activities Approximately 300 USMMA faculty and staff members may elect to purchase laundry services directly from the contractor. Faculty and staff retail activity is independent of the Government contract. The contractor shall establish reasonable retail prices, and no faculty or staff retail revenue or expense may be invoiced to the Government. Services for midshipmen/students shall be provided at the contract price.

Section 5 – Scope of Work The contractor will pick-up laundry bags six (6) days a week (Monday through Saturday) from multiple (three) campus locations. Contractor is not responsible for providing laundry bags. Laundry to be processed off-campus (see geographic requirement in section 6) and returned within forty-eight (48) hours. On-campus storage facility (with metal shelves) will be provided by Government. Contractor is responsible for transporting bags down one flight of stairs to storage facility, and providing employee to monitor student retrieval of completed laundry. Objective is to eliminate incidents of misappropriated bags by another individual. Freshmen indoctrination program during July requires special schedule of two campus visits per day and twenty-four (24) hour turn-around.

(Note: For general guidance, the scale of operations may be about 4,000 pounds of laundry per week)

Section 5 – Scope of Work The contractor shall pick up student laundry bags six days per week, Monday through Saturday, from three designated campus locations; process the laundry at the contractor’s off-site facility; and return finished laundry in accordance with the schedule in Section 8. The Government does not provide laundry bags. The Government will provide an on-campus storage area with reasonable shelving for finished laundry.

The contractor shall manually move laundry bags as necessary, including movement over stairs at designated pickup or delivery locations, and shall provide continuous on-site staffing to monitor student retrieval of completed laundry between 8:00 a.m. and 4:30 p.m., Monday through Friday. The objective is to provide convenient student access and prevent misappropriation of laundry bags.

For general planning purposes, the estimated scale of operations is approximately 4,000 pounds of laundry per week. This estimate is not a guaranteed minimum or maximum quantity. Historical daily, monthly, annual, seasonal, location-specific, or July surge-volume data is not maintained by the Government.

5.1 Included Items

The service includes washable personal clothing placed in assigned student laundry bags, including undergarments, socks, athletic clothing, bath towels, and other garments that do not require special handling.

5.2 Excluded and Special-Handling Items

Students shall not submit items that require special handling. Bed sheets, pillowcases, and bed blankets are excluded because the Government provides a separate cleaning service for those items. Bath towels may be submitted. If an excluded or special-handling item is placed in a laundry bag, the contractor shall remove the item and return it to the student without processing. The Government does not maintain dimensions for student-purchased bath towels.

Section 6 - Place of Performance The services shall take place at:

DOT/Maritime Administration (MARAD) USMMA 300 Steamboat Road Kings Point, NY 11024

GEOGRAPHIC LOCATION: Contractor’s facility must be located within twenty-five (25) mile radius from USMMA campus.

Section 6 – Place of Performance On-campus pickup, delivery, distribution, and related services shall be performed at:

U.S. Department of Transportation Maritime Administration United States Merchant Marine Academy 300 Steamboat Road Kings Point, NY 11024

The contractor’s off-site processing facility shall be located within a twenty-five-mile radius of the USMMA campus. The radius is measured from the campus and is not expressed as roadway travel distance.

Section 7 – Performance Requirements Pick-up stenciled solid laundry bags six (6) days a week, (Monday through Saturday) no later than 8:00 AM from three campus locations. COR may revise locations due to campus construction projects. NOTE: Contractor is not required to provide laundry bags, but may assume all bags are stenciled with student name.

The contractor is expected to manually move the laundry bags. This includes bringing them down a flight of stairs to the delivery location (zero-deck of Cleveland Hall). The government will not provide any assistance or equipment.

Contractor shall record the number of bags processed (for each day) and the total weight for each day. This action may be accomplished on or off-site.

Provide COR with report documenting number of bags processed and the total weight for each day. Report to be submitted monthly and provides two metrics (number of bags and total weight) for each of the twenty-four days (report covers four weeks containing six-days per week). Prefer Microsoft Excel format.

Laundry to be cleaned off-site and returned within forty-eight hours. Laundry may be washed remaining in the bag, but must be returned dry and folded. COR may utilize student feedback to monitor turn-around time.

Deliver the finished laundry to a campus location appointed by the contracting officer's representative (COR).

Current location (Cleveland Hall – Dry Cleaning/Tailor Shop) involves one flight of stairs. Contractor is expected to manually move the laundry bags. The government will not provide any assistance or equipment to support this operation.

Sort the finished laundry bags alphabetically (according to student name) on storage shelves (provided by the Government). Note that student is responsible for stenciling bag.

Monitor the retrieval of finished laundry by students between the hours of 8:00AM and 4:30PM, Monday through Friday. The objective is to eliminate incidents of misappropriated bags by another individual.

Contractor is expected to implement reasonable reimbursement system for lost or damaged items. Government will not provide student with replacement items. Contracting Officer’s Representative will monitor volume of customer complaints and consider more than eight incidents per month to be unacceptable.

Freshmen indoctrination program during July requires special schedule of two campus visits per day (Monday through Saturday) with twenty-four hour return. First visit should be 8:00AM and second visit should be 4:00PM

Items submitted at 8:00AM should be returned to campus by 4:00PM the next day. This schedule is required to support regimental training program that involves frequent outdoor athletic activity.

Section 7 – Performance Requirements Pick up stenciled student laundry bags six days per week, Monday through Saturday, no later than 8:00 a.m. from three designated campus locations. Current pickup locations are Palmer Hall, Delano Hall, and Truxton Arcade. The COR may revise designated locations due to construction or operational requirements.

Manually move laundry bags at pickup and delivery locations, including movement over stairs. The Government will not provide labor or material-handling equipment for this purpose.

Record the number of bags processed and total weight for each service day. This activity may be completed on-site or off-site.

Submit a monthly Microsoft Excel-compatible usage report to the COR within six business days after the end of the reporting month. The report shall identify, for each service day, the number of bags processed and total weight.

Clean laundry off-site and return finished laundry within 48 hours of pickup, except that Saturday pickups shall be returned by 8:00 a.m. Tuesday. The QASP surveillance standard will measure whether at least 90 percent of returns are completed within 48 hours. This acceptable quality level is a surveillance threshold and does not eliminate the contractor’s obligation to meet the delivery schedule.

Return laundry dry and folded. Laundry may be washed while remaining in the bag. Clean, serviceable items shall not come into contact with soiled items.

Deliver finished laundry to the location designated by the COR and sort finished bags alphabetically by student name on Government-provided shelving. Students are responsible for stenciling their laundry bags.

Provide continuous on-site staffing to monitor student retrieval of finished laundry from 8:00 a.m. through 4:30 p.m., Monday through Friday. Students shall not be required to travel off campus to retrieve laundry.

Implement and maintain a reasonable dispute-resolution process for missing, damaged, delayed, or improperly processed laundry. Lost or damaged items shall be reimbursed at replacement cost. The COR will monitor customer complaints; more than eight substantiated incidents in a month is unacceptable.

During the annual freshman Indoctrination period, provide two campus visits per day, Monday through Saturday, and the accelerated turnaround described in Section 8. Indoctrination generally occurs during July; exact dates may vary from year to year and will be provided by the COR. The July requirements are included in the firm-fixed-price performance requirements.
