1.0 General
Introduction
The mission of the U.S. DOT Volpe Center is to improve the nation's transportation system by anticipating emerging issues and advancing technical, operational, and institutional innovations. The Volpe Center is providing technical support for modernizing the aging fleet of Army locomotives.
Utilizing a contracting mechanism, the Volpe Center is improving the reliability and maintainability and increasing safety for U.S. Army rail operations. For purposes of this requirement, “technical support” is limited to inspection-related documentation, reporting, coordination, and participation in required meetings, and does not include repairs. Inspection-related consumable items such as brake shoes, light bulbs, and filters shall be replaced as required utilizing installation-provided supplies.
