1.0 General

Introduction

The mission of the U.S. DOT Volpe Center is to improve the nation's transportation system by anticipating emerging issues and advancing technical, operational, and institutional innovations. The Volpe Center is providing technical support for modernizing the aging fleet of Army locomotives.

Utilizing a contracting mechanism, the Volpe Center is improving the reliability and maintainability and increasing safety for U.S. Army rail operations. For purposes of this requirement, “technical support” is limited to inspection-related documentation, reporting, coordination, and participation in required meetings, and does not include repairs. Inspection-related consumable items such as brake shoes, light bulbs, and filters shall be replaced as required utilizing installation-provided supplies.

Objective

Improve safety and the operational capability rate for the fleet of Army locomotives. The Army requires expert field service support to perform federally mandated periodic safety inspections and associated inspection-related documentation, reporting, coordination, and participation in required meetings, in order to improve safety and operational capability.

Scope of Work

The U.S. Army owns and operates fifteen (15) conventional diesel locomotives at seven (7) different Army Rail installations in the United States under Army Sustainment Command (ASC). Federally mandated safety inspections are required for this locomotive fleet to remain operational and permit the Army to meet mission requirements. The anticipated award will provide support for the 15 locomotives at 7 locations identified in Table-1. All 15 locomotives are Electro-Motive-Diesel (EMD) model locomotives.
