WA JEFF 91420(1)

Upper Hoh River Road Phase 2

# General Technical Question Answer Date

1 X Deflector logs and deflector rootwads‐ states 18” to 37” diameter‐ standard DBH measurement or measured somewhere else?

See Subsection 713.22. 12/2/2020

2 X

There are 4 schedules of work‐ Completion date under FAR 52.211‐10 states that it is 09/08/2023‐ is this the completion state regardless of the schedule awarded?

The 09/08/2023 date applies to all Schedules according to FAR 52.211‐10.

12/2/2020

3 X

Section 105.02 (b) Government provided material‐ states that are 34 root wads and 60 logs with an approximate DBH of 12” min, if this material does not meet the size specified can it still be used in the project?

See third sentence of the paragraph added under SCR Subsection 105.02(b).

Revised Response: Material at the location listed under Subsection 105.02(b) should meet the specifications of Subsection 105.02(b). Bid accordingly.

12/9/2020 (Revised Response)

4 X

Page E‐17 (17) States to use Falcon Cultural Resources to perform on‐site archeological monitoring and consultation during excavation work at Willoughby Creek and Tower Creek‐ So they are only to be used during excavation only at the two mentioned locations? Since FHWA has an agreement with them already‐ who is paying for their service?

FHWA does not have an agreement with Falcon Cultural Resources. Subsection 107.10(d)(17) says use Falcon Cultural Resources to perform the required work, so the Contractor needs to obtain the services of Falcon Cultural Resources for the specified work, which also includes developing and finalizing archeological monitoring reports that may require additional on‐site archeological monitoring at other locations.

12/2/2020

5 X With 4 schedules to price‐ holidays and Covid restrictions can the bid be moved to at least 01/12/21?

We are not planning to move the bid opening date at this time.

12/2/2020

Check General or Technical

6 X

The bidding period for this project falls through 2 major holiday periods. Both our subcontractors/suppliers and our own staff already have time off scheduled during this time. We have spoken with a number of our subcontractor/suppliers and they indicate they will not be available during the last 2 weeks of December due to holiday commitments. The holidays will make discussions and coordination with these subcontractors and suppliers for the 2 weeks prior to the current bid date very difficult. The holidays also impact our ability to have company executives execute bid documents in time for the current bid date.

Please extend the bid date by 3 weeks from January 5, 2021 to January 26, 2021.

We are not planning to move the bid opening date at this time.

12/7/2020

7 X

Is it possible to provide a plan holders list so that we may contact interested subcontractors, VOSB and SDVOSB entities interested in providing pricing on the project?

Obtain the registered vendors list (aka planholders list) for this project as follows.

Register in beta.sam and link your entity to your registration. After doing this, log into beta.sam to find the interested vendors list under this announcement (https://beta.sam.gov/opp/2f66b208b9544 2edbd89c9e198752219/view). Contact the Federal Service Help Desk if you experience further issues.

12/7/2020 12/14/2020

8 X Are there as‐builts plans for both Tower Creek Bridge and the Box Culvert at Canyon creek that are to be removed?

As‐builts for the Box Culvert at Canyon creek will not be provided. As‐builts for the Tower Creek Bridge will be provided under Amendment A001.

12/9/2020

9 X

Regarding deflector rootwad requirements under Subsection 713.22 Wood Material, Rootwad trees are measured on the cut end not DBH correct? This is not typical.

Measure Wood Material according to Subsection 713.22.

12/9/2020

10 X Sheet H.1‐ calls out ½” HDG Grade 30 chain‐ Section 648.03 calls out Grade 43 chain. Which grade is to be used?

We have received your question and will be providing an appropriate response.

12/9/2020

11 X

Will riprap be required to meet all requirements of FP‐14 Section 705.02? Past FHWA projects have allowed the use of local riprap which doesn’t meet all the requirements of 705.02‐ is this rock going to be allowed?

Riprap material requirements must meet the requirements of FP‐14 Subsection

705.02. Comply with the Solicitation

documents for other riprap requirements.

12/9/2020

12 X

The third sentence of Subsection 105.02(b) states: “Obtain root wad and logs approved for use by the CO.” Does this mean the CO is going to accept government supplied materials if they don’t meet the size requirement?

No. It means to obtain material meeting the specified requirements that is also approved by the CO.

12/9/2020

13 X What are the rootwad measurements at the cut end of rootwads at the government provided stockpile site listed under Subsection 105.02(b)?

This information will not be provided. Bid accordingly.

12/9/2020

14 X

Based on the requirements of Subsection 107.10(d)(17) on Page E‐17, we can’t hire our own company for on‐site archeological monitoring? This is like FHWA telling us which bridge builder or QC company to use. Is FHWA going to guarantee their availability if you are requiring a specific company to be used?

Comply with the requirements of 107.10(d)(17) and bid accordingly.

15 X

Sheet H.1‐Footnote #2 says Quantity shown assumes 4 additional deflector log bundles with dolos per MITIGATION, BANK STABILIZATION unit. Does that mean each Mitigation, Bank Stabilization (Wood Buffer w/ Dolosse) has an extra 4 Deflector‐Log‐Dolos Bundle? This would mean 29 bank stabilization units x 4 extra = 116 extra. This would require a long material lead time since this is not a typical off the shelf unit, so we want to confirm that this is how many extras you are requiring?

We have received your question and will be providing an appropriate response.

12/9/2020

16 X

Sheet H.1‐Table of Quantities ‐ I feel your information table is wrong & misleading‐ Deflector Log‐Dolos Bundle informational calls out 1073 logs (Sheet H.8 calls out 11 in layer A and 22 in layer B for a total of 33. Each Log‐ Dolo bundle shows three logs for a total of (110‐ 150 cubic‐feet) for a total of 29 x 99 = 2871 logs and 33 x 29 dolos = 957 dolos. Rootwads seem to be correct. This could be a large bust in your government estimate.

We have received your question and will be providing an appropriate response.

12/9/2020

17 X What is FHWA’s estimate on the required Dolos?

The information only estimated quantity for dolos is 1,073 according to the information shown on Sheets H.1 & H.8.

18 X

SCR Page E‐17 says Use Falcon Cultural Resources to perform on‐site archeological monitoring & consultation during excavation work at Willoughby Creek & Tower Creek; as well as, develop and finalize archeological monitoring reports to be submitted. What are the station limits for all excavation work at Willoughby Creek? 8+65 to 15+09 OR 8+65 to 53+44? In addition, what are the station limits for all excavation work at Tower Creek? 79+40 to 83+52? Does this include the Channel Habitat Preservation?

We have received your questions and will be providing an appropriate responses.

12/10/2020

19 X

Are there cross sections available for each ELJ unit (1‐29) that show ground contours and OHW and 50‐ year W.S. elevations to verify quantities of materials required? If not, please provide information (data / computations) on how plan quantities were developed.

This additional information will not be provided. Bid according to the solicitation documents.

12/10/2020
