About this file

This amendment modifies the solicitation for the WA Jeff 91420(1) Upper Hoh River Road Phase 2 project to revise requirements for turf establishment. The project owner, the Department of Transportation Federal Highway Administration, seeks to establish permanent vegetation on finished slopes and ditches using a hydraulic method. The turf establishment mixture consists of seed, fertilizer, bonded fiber mulch, and biotic soil amendment to be applied in two passes at specified rates. Equipment must reach slopes up to 100 feet high and seeding may be done by hand in inaccessible areas. Fertilizer must contain minimum percentages of nutrients. Seeding and mulching rates are also revised. The deadline for acknowledgment of this amendment is not extended.

Section 625. — TURF ESTABLISHMENT

01/01/14–FP14

Construction Requirements

625.03 General. Delete the text of this Subsection and substitute the following:

Do not apply turf establishment during windy weather or when the ground is excessively wet, frozen, snow covered, extremely dry, cloddy, hard pan, or not friable. Apply turf establishment to finished slopes and ditches within the following dates (dates inclusive).

(a) September 1, 2021 to October 15, 2021.

(b) September 1, 2022 to October 15, 2022.

(c) September 1, 2023 to September 8, 2023 (October 15, 2023 if the contract duration is extended beyond the specified fixed completion date).

625.06A Turf Establishment, Hydraulic Method. (Added Subsection).

(a) Turf establishment mixture. The permanent turf establishment mixture is composed of the following components:

Component Application Rate

Seed conforming to Subsection 713.04 12.5 30 pounds pure live seed per slurry unit

Fertilizer conforming to Subsection 625.06 75 15 pounds per slurry unit

Bonded fiber mulch (BFM) with 9-month minimum life conforming to Subsection 625.08

475 pounds per slurry unit (includes tracer as recommended by the manufacturer)

Biotic Soil Amendment (BSA) conforming to Subsection 713.23

1250 pounds per slurry unit

A slurry unit consists of approximately 1000 gallons of water plus the specified turf establishment material. Four slurry units contain the material to cover one acre.

(b) Equipment. Use hydro-type equipment capable of providing a uniform application using water as the carrying agent. Do not use hydro-type equipment with gear driven pumps, which can damage the seed. Equipment must be capable of reaching cut slopes a minimum of 100 feet high. Seed areas inaccessible to seeding equipment by hand.

Revised by Amendment A005

F-30 DIVISION 600

Project: WA JEFF 91420(1) Upper Hoh River Road Phase 2

(c) Application. Do not blend soil amendments before placing in the hydro-type equipment.

Mix and apply the slurry mixture products in accordance with the manufacturer’s recommendations. Apply the slurry mixture within 30 minutes of adding the seed to the slurry mixture. Apply in two applications placing no more than 50% of the mixture at any one application. Adjust application rate to avoid sloughing or washing away the mixture on steep slopes. Apply from opposite directions, to ensure the highest level of coverage, effectiveness, and performance. Moisten stabilization areas prior to applying the slurry mixture but do not apply slurry mixture during periods of excessive rainfall.

625.06 Fertilizing. Add the following.

Furnish fertilizer for turf establishment with the following minimum percentages of available nutrients:

20N:20 P:10K 16N:45P:7K

Each ingredient is acceptable up to 5 percent over the minimum requirements.

Potassium need not be present but will be allowed.

Formulate the 20:20:10 16:45:7 fertilizer from urea-formaldehyde compounds. The maximum activity index is 50.

625.07 Seeding. Add the following:

Seed conforming to Subsection 713.04.

Hydraulic method. Use hydraulic-type equipment capable of providing a uniform application using water as the carrying agent. Add a tracer material consisting of either wood or grass cellulose fiber mulch to the water. Apply the tracer material at a rate of 400 pounds per acre (450 kilograms per hectare) to provide visible evidence of uniform application. Add the seed to the water slurry no more than 30 minutes before application. Seed by hand areas inaccessible to seeding equipment.

625.08 Mulching. Amend as follows:

Delete the second and third paragraphs of paragraph (b) and substitute the following:

Use Bonded Fiber Mulch (BFM), is 100 percent biodegradable, and is composed of 100 percent recycled, thermally refined (within a pressurized vessel) virgin wood fibers, crimped interlocking biodegradable fibers, mineral activators and wetting agents (including high-viscosity colloidal polysaccharides, cross-linked biopolymers, and water absorbents). The BFM shall be phytosanitized, free from plastic netting, and when cured forms an intimate bond with the soil surface to create a continuous, porous, absorbent and flexible erosion resistant blanket that allows for rapid germination and accelerated plant growth. Apply at a rate of 475 pounds per slurry unit concurrent with seeding and fertilizing application. This rate does not apply to mulch for tracer applied under Subsection 625.07(b), Seeding, Hydraulic Method.

F-31 DIVISION 600

Project: WA JEFF 91420(1) Upper Hoh River Road Phase 2

Add the following

Apply canfor wood cellulose eco fiber mulch in upland applications at a rate of 1800 pounds per acre (2040 kilograms per hectare). Apply or grass straw wood cellulose fiber mulch in wetland applications at a rate of 1500 2000 pounds per acre (1700 2267 kilograms per hectare).

Apply bonded fiber matrix hydraulic mulch at a minimum rate of 3000 pounds per acre (3400 kilograms per hectare). Apply so no hole in the matrix is greater than 0.04 inches (1 millimeter). Apply so that no gaps exist between the matrix and the soil.
