RE: Asbestos Inspection Report
FHWA-WFLHD Projects: MT PHILLIPS 201(1), MT SWEETGRASS 210(1), MT STILLWATER 207(1), MT DOT 569(3)
Indoor/Outdoor Environmental Project No. 002-490
Dear Mr. English-Young:
This report transmits the findings from asbestos inspections performed by Indoor/Outdoor Environmental’s (henceforth, “I/O’s”) Environmental Scientist and Accredited Asbestos Inspector Robert Frantz for the above-referenced sites on April 13, 14, and 15, 2016.
The inspections were asbestos surveys of materials to be impacted by demolition activities in the structure listed below. I/O collected samples of suspect asbestos-containing materials (ACM) in exposed components of the structures. The asbestos inspection was requested by Mr. English- Young, with the Federal Highway Administration, Western Federal Lands based in Vancouver, WA.
The inspection was conducted, and this report was produced, in accordance with applicable requirements of NESHAP and the Administrative Rules of Montana (ARM 17.74.354).
The sample descriptions, locations and laboratory analytical results are summarized in Tables 1- 5, the laboratory report and sample chain of custody are in Attachment 1, and sample locations are listed in the Chain of Custody. Site and sample photographs are in Attachment 2.
FINDINGS AND CONCLUSIONS
 I/O concludes that No Asbestos was detected in samples of materials suspected to contain asbestos in any of the following structures, thus, no Asbestos-Containing Materials are present in the structures, and no asbestos abatement activities are required to remove or otherwise impact the subject bridges, which include:
o MT Phillips 201(1), Dodson South Canal Bridge;
o MT Sweetgrass 910(1) Miller Creek Bridge;

ASBESTOS SURVEY METHODS
 For worker and occupant protection, and clean up and disposal requirements, I/O collected bulk samples of suspect asbestos-containing materials to establish asbestos content in materials to be impacted by the proposed renovation, demolition or other project.
 Bulk material samples were collected from locations that represented typical configurations of each of several homogeneous materials observed in the structure that was suspected to contain asbestos. The samples were submitted for asbestos analysis to an accredited asbestos analytical laboratory. Some homogeneous materials might have consisted of multiple layers that were themselves suspect ACMs, such as gypsum wallboard with suspected ACM tape, joint compound, and texture. As a consequence, each layer was analyzed by the laboratory separately (additionally, composite analysis was performed on any positive gypsum wallboard, tape and/or joint compound). Homogeneous material identifications, descriptions, locations and the number of samples collected are shown in the Chain of Custody in the sample laboratory report (Attachment 1), which also contains detailed, layer-by-layer sample analytical results.
 Pursuant to MDEQ requirements, the samples were analyzed by a NVLAP certified laboratory. Material sample descriptions, locations, laboratory results are summarized in Table 1.
o The asbestos analytical laboratory was:
SanAir Technologies Laboratory, Inc.
1551 Oakbridge Drive Suite B Powhatan, VA 23139 804-897-1177, 888-895-1177 www.sanair.com
 Mr. Frantz, a Montana Department of Environmental Quality (MDEQ) accredited asbestos inspector, performed the following activities, as applicable, when he conducted the inspection, pursuant to US EPA and MDEQ guidelines:
1. Visually inspect the areas to be impacted by the project to identify the locations of all suspect ACM.
2. Touch all suspected ACM to determine whether they were friable.
STILLWATER 207(1), MT DOT 569(3)
3. Collect at least three (3) bulk samples from each suspected ACM that was not assumed to be ACM in a statistically random manner that was representative of the material.
4. Collect bulk samples from each Surfacing Material that was not assumed to be ACM in a statistically random manner that was representative of the surfacing material as follows:
a. At least three bulk samples were collected from each surfacing material area that was 1,000 ft2 or less.
b. At least five bulk samples were collected from each surfacing material area that was greater than 1,000 ft2 but less than or equal to 5,000 ft2.
c. At least seven bulk samples were collected from each surfacing material area that was greater than 5,000 ft2.
ASBESTOS REGULATION OVERVIEW
 Construction activities (e.g., demolition, renovation) involving the disturbance of asbestos-containing materials are regulated by at least three jurisdictions:
o EPA and MDEQ: The U.S. Environmental Protection Agency (EPA) and the Montana
Department of Environmental Quality (MDEQ) define an asbestos-containing material (ACM) as a material containing greater than 1.0% (>1%) asbestos by weight, that is, EPA and MDEQ do not consider a material to be an ACM if it only contains one percent or less (<1%) asbestos by weight. In most situations, MDEQ administers the EPA’s National Emission Standards for Hazardous Air Pollutants (NESHAP) (40 CFR Part 61, Subpart M) in Montana, Administrative Rules of Montana (ARM 17.74 Subchapter 3), which regulates certain activities including but not limited to inspection for Asbestos, and the transportation, removal and disposal of ACM.
o OSHA: Any construction-type activity that may disturb a material with detectable asbestos (at any concentration) must be performed in accordance with applicable provisions of the (U.S. Department of Labor) Occupational Safety and Health Administration (OSHA) Asbestos in Construction Standard (29 CFR 1926.1101). While some provisions of the OSHA Asbestos in Construction Standard apply only to materials >1% asbestos, some provisions apply to activities impacting materials that contain any amount of asbestos, even trace amounts (<1%), including construction, alteration, repair, maintenance, or renovation of structures, substrates, or portions thereof, that contain asbestos.
o EPA, MDEQ and OSHA require asbestos inspections prior to disturbing materials suspected to contain asbestos.

The final report cannot be reproduced, except in full, without written authorization from SanAir.
Fibers smaller than 5 microns cannot be seen with this method due to scope limitations. The accuracy of the results is dependent upon the client’s sampling procedure and information provided to the laboratory by the client. SanAir assumes no responsibility for the sampling procedure and will provide evaluation reports based solely on the sample and information provided by the client. This report may not be used by the client to claim product endorsement by NVLAP or any other agency of the U.S. government.
For NY state samples, method EPA 600/M4-82-020 is performed.
Polarized- light microscopy is not consistently reliable in detecting asbestos in floor covering and similar non-friable organically bound materials. Quantitative transmission electron microscopy is currently the only method that can be used to determine if this material can be considered or treated as non-asbestos containing.
