About this file
This justification and approval document requests use of other than full and open competition to procure a Rauland Responder IV nurse call system on a sole source basis from Rauland for a Department of Veterans Affairs project to improve a sub-specialty waiting area at the Dayton VA Medical Center. The project involves reconfiguring existing infrastructure which requires components compatible with the campus's existing nurse call and code blue network. The justification is that Rauland products are used throughout the medical center and only Rauland can provide full integration and compatibility with the existing system. The anticipated cost is determined to be fair and reasonable.

4. An identification of the statutory authority permitting other than full and open competition.
This request is submitted pursuant to the authority of Title 10 U.S.C. 2304(c)
(1) or 41 U.S.C. 253(c) (1), which provides that full and open competition need not be obtained where there is “only one responsible source and no other supplies or services will satisfy agency requirements”. 5. Demonstration Contractor's Unique Qualifications
Rauland products and Rauland Responders IV are used throughout the medical center to achieve integration across all the building nurse call and code blue systems.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized.
Other nurse call and code blue systems do not provide complete network compatibility needed in at the Dayton VAMC, full integration and compatibility cannot be achieved through other manufacturers. This procurement will be competed / synopsized on www.fbo.gov and will indicate the requirement for brand name specification regarding the panic buttons. Since the construction contract is being awarded as a firm fixed price contract through competitive sealed bidding, the bidders are incentivized to locate the supplier that will provide the item at the most economical price.
7. A determination by the contracting officer that the anticipated cost to the
