About this file
This is a comprehensive specification document for the VAMC Castle Point Roofing Project (620A4-22-103), a major renovation and hazardous materials abatement undertaking at the Department of Veterans Affairs facility in Castle Point, New York.
The project encompasses roof replacement, facade restoration, and extensive asbestos and lead-based paint abatement across five buildings (16, 18, 19, 20, 21) and connecting corridors. Key scope elements include removal of approximately 29,540 square feet of roofing materials, 7,655 square feet of textured paint containing asbestos, and various ceiling and floor materials with asbestos contamination. The contractor must perform complete hazardous materials abatement prior to new construction, implement a phased work schedule coordinated with active VA Medical Center operations (24/7), and maintain strict infection control protocols including negative air pressure systems and HEPA filtration for Class III containment areas. Submittals required include detailed project schedules, quality control and safety plans, accident prevention plans, activity hazard analyses, waste management plans, asbestos abatement procedures with certified industrial hygienist oversight, and warranty management documentation. The specification mandates compliance with OSHA regulations, EPA asbestos standards, environmental protection requirements, and sustainable construction practices including minimum 50% waste diversion from landfills. Critical compliance items include pre-abatement notifications to EPA and New York State (10 working days minimum), personnel medical surveillance and respiratory fit testing, decontamination facility setup with personnel and waste/equipment isolation, final air clearance testing, and comprehensive post-project documentation including as-built drawings and warranty certificates.
