Pre-Bid RFI #5 Submission for 620A4-22-103 Roof Replacement and Façade Repair

1. B19/20/21 Facade ACM textured paint The Asbestos survey/lab package doesn’t state friable vs non-friable for B19, 20, & 21 facade textured paint. Lab sheets show analysis under NYS 198.6 (Non-Friable, Organically Bound) while NYS 198.1 (friable) was not analyzed. We do not see a work plan for this scope defining containment and removal methods. Various interpretations represent major cost differences. Please confirm the basis-of-bid for this ACM textured paint removal:

· Option #1: Treat as non-friable ACM with localized exterior controls (ground poly / limited draping at active areas), OR

· Option #2: Treat as friable requiring full-elevation containment (building draping and/or rigid hardwall type barriers at entirety of buildings – major cost implication).

· Is a NYSDOL variance/alternate procedure assumed for the intended removal method? Whose responsibility would this be?

· We are not requesting a bid extension—just trying to keep all abatement bids consistent.

Response: The textured paint will be considered nonfriable for this project and treated similar to waterproofing or flashing.

1. Deduct Alternates GI-003 “General Project Phasing Notes” says to provide deduct alternate pricing for each building roof (B18–B21 & corridors) and B19/20/21 facade work separately. Disregard all references to deduct alternates.

· The bid form we have does not include any deduct alternate lines. Please clarify if these deducts are required with the bid to have a complete bid submission. Disregard all references to deduct alternates.

· The deduct alternate lines do not call out the facade work for Bldgs. 16 & 18. Please clarify if the deduct for Bldg. 18 is intended to include all work at Bldg. 18 including the facade and not just the roof. Disregard all references to deduct alternates.

RESPONSE: The project shall be bid as a complete project, no deduct alternates.

1. Unit Prices GI-003 Scope/Note 5 says to include a $50k allowance, and to provide unit prices for various items (incl. F FRT/PT lumber, FRT/PT plywood, nailable rigid insulation, brick/mortar/sealant repair, painting, plaster repair, etc.)

· The bid form does not show an allowance line item or a unit price schedule. Please clarify if this allowance is included within the base bid and if the unit price schedule is required with the bid to have a complete bid submission. If the deducts are required, should the $50k allowance remain in the contract sum?

Response: Bid shall also include:

· Disregard all references to “Bid Deducts/Alternates”

· ALLOWANCE $50,000 for any additional repairs/replacements found during construction.

· Line item costs (unit prices) for:

· Fire resistant, pressure treat lumber, etc.
