About this file
This is a Pre-Bid Request for Information (RFI) responses document for VA Castle Point roof replacement and facade repair work (Contract 620A4-22-103). The document addresses four critical clarifications regarding roofing material specifications and design requirements.
The responses establish the following requirements: EPDM membrane must be either 90-mil non-reinforced or 75-mil reinforced to meet the mandatory 30-year warranty period, with contractors required to provide a manufacturer system warranty letter; all roof assemblies must achieve a minimum R-33 overall insulation value, superseding the R-30 values shown on certain sheets; tapered insulation applications must maintain a minimum R-10 value at any location and a minimum 1.5-inch thickness, while overall roof assemblies still achieve R-33; and keynote references appearing in hexagons on roofing detail sheets are located on drawing AS-001. These clarifications resolve conflicts between architectural sheets AS-101, AD-101 and specification section 07 22 00 to establish binding performance and material standards for the roof replacement work at this Department of Veterans Affairs facility.

Pre-Bid RFI #4 Submission for 620A4-22-103 Roof Replacement and Façade Repair
1. Section 07 53 23: the specified .060" (60-mil) reinforced EPDM does not meet manufacturer requirements for the specified 30-year warranty period. Please clarify, should the warranty length be lessened, or should a thicker, non-reinforced membrane that qualifies for 30-years be substituted?
Response: Warranty must be for 30 years. To provide this warranty an adhered or mechanically fastened 90 mil non-reinforced or 75 mil reinforced EPDM, if manufacturer provides a 30-year warranty on 75mil reinforced, may be used. Contractor to provide an overall Manufacturer System Warranty Letter.
1. Roof replacement assemblies listed on Sheets AS-101 call for R-30 values. Spec section 07 22 00 calls for overall R-33 values. Which value should be provided?
Response: Roofs shall have a minimum R-33 overall value.
1. In the case of taper insulation:
0. Assemblies on Sheets AS-101 list an R-30 minimum, 1/4" per foot slope.
0. Spec 07 22 00, paragraph 2.1.B.2 lists an R-10 minimum.
0. Spec 07 22 00, paragraph 2.4.C.3 lists 1-1/2" minimum thickness.
Which of these minimum value should be provided?
Response: Roofs shall have an overall min. R-33 value per specification. At any location min. R-10 is required. Tapered insulation (by itself) shall have a minimum thickness of 1.5” section.
1. There are numerous keynote references (in hexagons) throughout the roofs on the AD-101 and AS-101 sheets. These keynotes do not seem to align with any of the listed general notes on their respective sheets. Where are the referenced keynotes found?
Response: Keynotes are found on drawing AS-001.
