This document is an environmental survey report prepared by Egan Environmental Consulting, Inc. for the U.S. Department of Veterans Affairs (DVA) regarding asbestos-containing materials (ACM), polychlorinated biphenyls (PCB), and lead paint (LP) at the Veterans Affairs Medical Center in Castle Point, New York. The survey was conducted on December 29, 2022, to identify hazardous materials in Buildings 16, 18, 19, 20, and 21 that would be disturbed during a façade and roof replacement project (Project 620A4-22-103).
The survey identified asbestos in multiple locations including the main and penthouse roof fields on Buildings 16 and 18, roof flashing on Building 18, exterior façade paint on Buildings 19, 20, and 21, and roof field and flashing on the stairwells of Buildings 19 and 21. Lead paint was identified on the exterior façade, water tables, window sills, roof ladders, and roof top ventilators of Buildings 19, 20, and 21, with concentrations ranging from 0.0065% to 9%. PCB testing on expansion joint caulk and façade paint in Buildings 19, 20, and 21 showed all samples below the 50 parts per million regulatory limit. The report recommends that a New York State Department of Labor-licensed asbestos abatement contractor remove ACM materials before demolition begins, and notes that negative exposure assessments will be required on the first day of demolition. Laboratory analysis reports, chain of custody documentation, inspector certifications, and a 2017 asbestos resurvey report are included as appendices.
