About this file

This is a Pre-Bid Responses document containing clarifications from the Department of Veterans Affairs regarding roof replacement and facade repair work at Castle Point (Project 620A4-22-103). The document addresses contractor inquiries concerning the fall protection system installation, specifically regarding existing roof anchor posts and their adequacy for the new 3M fall protection system to be installed by LG White Safety Corporation.

Key clarifications provided include: the Contracting Officer confirmed that a certified inspector will evaluate existing posts for adequacy, and if found inadequate, the contractor is responsible for post replacement and any required structural member repairs under the contract. The contractor must include a $50,000 allowance in their bid for repairs and replacements discovered during construction, as referenced in drawing GI-003 and Project Scope of Work note #5. Replacement posts must match existing assemblies to provide adequate support for the new fall protection system, with structural design criteria identical to the existing posts as shown on drawing AS-303. Connection and attachment details for the fall protection system are provided on drawing AS-303, which were supplied by LG White Safety Corp., eliminating the need for post-award detail delivery. The response clarifies that LG White Safety Corporation's 3M fall protection system (or approved equivalent) will be installed with all specifications contained in the referenced drawings.

Pre-Bid RFI Submission for 620A4-22-103 Roof Replacement and Façade Repair

1. Fall Protection System – Existing Roof Anchors / Posts The Contract Documents identify LG White Safety Corporation as the approved provider/installer of the 3M fall protection system.

We have made repeated attempts to contact LG White over the past two weeks and only recently received a response. They have advised that they were unaware of the project bid and require additional information to prepare a proposal. Specifically, they have requested:

Information regarding the existing roof anchor posts A connection/attachment detail for the fall protection system to the existing posts The plans indicate that the fall protection contractor is responsible for verifying that the existing posts are adequate to accommodate the fall protection system; however, the documents do not indicate what action is required should the existing posts be found inadequate.

Please clarify:

a) If the existing posts are determined to be inadequate, who is responsible for their repair or replacement?

Response:

Certified inspector shall inspect the existing posts and determine if adequate. If found inadequate, the contractor shall be responsible for their replacement of posts and any structural member required under this contract.

b) If the Contractor is responsible, please provide: Estimated quantities to include in the bid Response:

Contractor to provide a $50,000 allowance for repairs/replacements found during construction, see drawing GI-003, Project Scope of work note #5.

Replacement/repair details and material requirements Response:

Post to match existing post and assembly, as required to provide adequate support for new fall protection system. See drawing AS-303 for further information.

Request for information Project 620-22-103

Structural design criteria for upgraded posts Response:

Same as above

c) Please provide the required connection/attachment detail for the fall protection system to the posts. LG White has indicated they were informed that this detail would be provided “after award,” but it is unclear which award this refers to. Clarification is requested so that accurate pricing can be included in the bid.

Response:

The installation of the fall protection system will be by 3M fall protection system, or approved equivalent. All connection/attachment details for the fall protection system are shown on AS-303 and were provided by L.G. White Safety Corp. as indicated on drawing AS-303. See response (b) above for further information.
