About this file
This is a Pre-Bid Request for Information (RFI) Submission document for federal contract 620A4-22-103 addressing roof replacement and façade repair work. The document consists of 33 questions submitted by potential bidders with corresponding government responses clarifying scope, specifications, and requirements.
The project involves roof replacement and façade repair across multiple buildings (16, 18, 19, 20, 21, and 23) at what appears to be a Veterans Affairs facility. Key scope items include asbestos and lead abatement (with surveys and quantity tables to be provided), EPDM roofing system installation with 30-year manufacturer warranty, brick repointing and replacement work, gutter and downspout replacement at shingled roof areas, coping removal and installation, roof drain retrofits, and cable fall protection systems. The government confirmed that Buildings 16 and 18 have no façade abatement scope, door replacement is required only at Building 23, and certain roof areas shown in site photos are not included in scope. Roof work must accommodate existing structurally sloped decks with flat insulation above minimum slope and tapered insulation at low-slope areas to maintain positive drainage. Mechanical equipment must be raised to provide minimum 18 inches above finished roof, and vent piping must maintain minimum 12 inches clearance.
The contract specifies a 730-calendar-day performance period with only one building under active construction at a time due to operational and patient care constraints. Roofing work occurs during normal business hours with after-hours work mandatory for equipment shutdowns and specific phasing requirements, subject to approval by both the Contracting Officer Representative and Contracting Officer. The government will not apply liquidated damages based on schedule or interim milestones. Site mobilization is prohibited until all ACC training certifications are completed and approved. Contractor personnel must pass background investigations through Castle Point VA Police with typical clearance processing taking 2 to 4 weeks; no time extensions or delay costs will be allowed for security requirement enforcement. A Site Safety and Health Officer and Quality Control Manager are required, though these roles may be combined with the project superintendent if qualifications are met. The government rejected alternative roofing materials, confirming that 60-mil EPDM is the basis of design and TPO will not be accepted as a substantially equivalent option. Cathodic protection includes delegated design requirements with base bid assuming no protection needed, and unit pricing required for anodes, test stations, and permanent reference electrodes.

1. The drawings include asbestos and lead abatement plans for Buildings 16, 18, 19, 20, and 21, but the specs also reference a hazardous materials survey. Will the government provide the full hazardous materials survey report for all affected buildings, or are bidders expected to rely solely on the abatement drawings?
Response:
Asbestos Survey Report will be provided.
2. Will the government provide quantified ACM takeoffs prior to bid, or are bidders expected to base pricing on field verification and the abatement drawings only?
Response:
See Asbestos Abatement Note 1 on drawing HA-100 and HAZARDOUS ABATEMENT MATERIALS QUANTITY TABLEs on drawings HA-101 through HA-106.
3. Has testing confirmed lead presence at all listed facade and stair components? Does the scope include repainting or coating after lead stabilization, or is stabilization the extent of the work?

Per specification section 26 42 00, contractor shall perform a soil test to determine the magnitude of cathodic protection needed at this site. The cathodic protection system shall be delegated design.
The base bid shall include the soil test and assume that no cathodic protection is needed.
Contractors shall submit unit pricing for the following cathodic protection items:
• Anodes
• Test Stations
• Permanent Reference Electrodes
The cost associated with any material and labor relating to the cathodic protection system not separately enumerated shall be included in the unit pricing for the above items.
18. The period of performance is 730 calendar days from NTP. Do liquidated damages apply only to the final completion date, or are interim milestones also contractually enforceable with LD exposure?
Response:
FAR 52.211-12 is not included in this solicitation. The VA typically does not apply liquidated damages based on schedule or completion date nor interim milestones.
19. Can multiple buildings be under active construction concurrently, or does the government expect one building at a time due to operational and patient care constraints?
Response:
Only one building at a time, refer to phasing note #4 on GI-003 and other phasing notes for more information.
20. Will there be any occupied floors directly below the roofs being replaced, and does the government have a preferred phasing sequence, or is that entirely at the contractor's discretion?
Yes, there are occupied floors directly below the roofs being replaced.
The contractor is to submit a phasing plan for approval by the VA.
The roofing work will be done during normal business hours. Refer to phasing notes 5 & 6 on GI-003 for more information.
21. Is after-hours or weekend work mandatory for roof tear-off or facade abatement in patient-occupied areas, or will this only be directed by the COR on a case-by-case basis?
Response:
See Safety Notes and General Notes drawing GI-002. After hours work is mandatory for any shut down of essential equipment and to complete portions of the work as indicated in phasing notes 5 & 6 on GI-003. After-hours work must be approved by both the COR and CO.
22. Is there a designated contractor staging area at the site? If so, what are the size limitations and any restrictions on material storage or equipment? Can staging be placed in adjacent landscaped areas subject to VA approval, provided fire egress and site access are maintained at all times?
Response:
Refer to GI-002 for contractor staging areas and general notes. All final staging locations are to be coordinated with the COR prior to start of work. See legend on GI-002 for proposed staging area locations.
23. What are the badging and background check timelines through the Castle Point VA Police? How far in advance of mobilization should the contractor begin submitting employee information, and are there any known current delays in the process?
Response:
Contractor employees are required to pass a background investigation prior to being allowed to work. This will involve completing background investigation paperwork on an account created by an e-mail link after being fingerprinted. Prior to being fingerprinted standard forms, subject to periodic updates, must be sent to the COR that involves transmission of personnel information, i.e. social security numbers. Follow up RFIs (Request for Information) from the COR are common. Since the exchange of such information may include a request for passport, work visa and green card etc., which is private and confidential, all transmission of such material to the COR must be encrypted with standard adobe pdf security. Alternatively, documentation may be hand delivered to the COR. Processing a clearance typically takes from 2 to 4 weeks depending on various unique circumstances. All paperwork submitted to the COR must be typed and signed in ink when signature is required. Prospective workers may go for fingerprints at remote VA locations and other federal facilities after being sponsored locally by the facility. Scheduling these appointments is the prospective employee’s responsibility.
Contractors and subcontractors will need to plan accordingly and anticipate the additional time required for the security PIV badging process. No delay costs or time extensions will be allowed for time lost due to enforcement of VA’s Security requirements.
It is solely the contractor’s responsibility to ensure their personnel, as well as their subcontractor’s personnel, respond timely to requests for information.
More detailed guidance will be provided by the COR and current up to date internet links provided upon award.
24. The ACC platform requires access requests within 14 days of award and training completion within 12 days of access being granted. Is site mobilization prohibited until all ACC training certifications are submitted to the COR, or can mobilization proceed in parallel?
Response:
Site mobilization is prohibited until all training has been completed and submittals are approved.
25. Please confirm whether a Site Safety and Health Officer (SSHO) and Quality Control Manager (QCM) are required for this project. If so, please clarify whether these roles may be double or triple hatted with the project superintendent, provided the individual meets all qualification requirements for each role.
Response:
• See specification 013526 Safety Requirements Section 1.7 “Site Safety and Health
Officer” and” Competent Person”, see 1.8 for training requirements.
• See Specification 014500 Quality Control 3.4 Quality Control Organization A.
Personnel Requirements, B: CQC System Manager and C: CQC Personnel: and D:
Additional Requirements. Note Section a specifically states: “The Safety and Health Manager shall satisfy the requirements of Specification 01 35 26 Safety Requirements and reports directly to a senior project (or corporate) official independent from the CQC System Manager. The Safety and Health Manager will also serve as a member of the CQC Staff.”
• Safety note #10 on GI-002.
26. General roofing note #4 on drawing AS-001 all existing cameras and lighting in roof replacement areas to be temporarily relocated during roof replacement. Are these in reference to roof-mounted lights or the partial reflective ceiling plan? How many lights and cameras will need to be temporarily relocated?
General note #4 is referring to the roof mounted cameras and lighting to be temporarily relocated during roofing work, not the indoor lighting shown on detail 2/16-AS-101.
Approx. three (3) lights and cameras may need relocation. All lights and cameras need to be protected during roofing and façade work.
27. Will any of the existing roof top mechanical feeds need to be disconnected and reconnected? For example, the two chiller units on building 18.
Response:
The existing rooftop equipment may need to be temporarily disconnected for roofing work, see general note #14 on GI-002, Phasing notes 5 & 6/ GI-003
28. While reviewing the drawings, I noticed that the roofing system calls for tapered insulation at 1/4” per 12”, even though the existing structure consists of a pitched concrete deck. Incorporating a full tapered system over an already sloped deck will significantly increase the finished roof thickness — potentially bringing the total assembly to approximately 18–19 inches at the high points. Is this accurate of just meeting R-33 value would be, ok?
Response:
Follow contract documents for roof replacement, drawings AS- 100, 16-AS-101 to 21-AS- 101 and AS-300 to AS-302. Provide flat insulation on existing structurally sloped roof areas at or above min. required slope (1/4” on 12). Provide tapered insulation on roof areas less than required slope, at vertical wall intersecting and vertical equipment intersections (crickets) to provide positive drainage of min. ¼” on 12 to roof drains and scuppers.
29. This added height will likely require raising the existing curbs and door thresholds to maintain the minimum 8” flashing height, which would add both material and labor costs to the project.
Response:
Mechanical equipment must be raised to provide minimum 18” distance above finished roof as shown on detail 6/AS-302. Vent piping must maintain minimum 12” above finished roof, extend piping as necessary. Door thresh-hold and roof finish assembly must meet manufacturers’ recommendations to provide manufacturer’s warranty.
30. The specifications currently call for a reinforced EPDM system. As an alternative, we can also provide a TPO roofing system which is better and at a lower cost. This can provide added durability and seam integrity over time.
Response:
The Basis of Design on the contract documents is 60 mil EPDM. EPDM membrane was chosen for its proven longevity, as a long-term solution, and for having weathering and material characteristics that outperform other roof membranes. TPO will not be accepted as a substantially equivalent option.
31. We would be happy to provide a formal alternate price proposal for the TPO system if that is something you would like to consider.
See question #3 response above.
32. Is white EPDM the only option you are accepting, or is TPO roof fully adhered system accepted?
See question #3 response above.
33. In the image below, are areas 1 and 2 included in the scope? The drawings do not mention these areas, but I remember on the walk it was said to include them.
Roofs indicated in photo provided above as 1 & 2 are not part of the scope and are not shown on the contract documents.
