Summary

This is a Project Manual and Specifications document for VA Project #589A7-23-305, "Prepare Site for Choice Dining" at Robert J. Dole VAMC in Wichita, Kansas. The project involves comprehensive site preparation including demolition, selective interior renovation, structural modifications, and complete mechanical, plumbing, and electrical installations for a new dining facility at the medical center. The base contract has a period of performance of 210 calendar days covering mobilization, construction, final inspection, corrective work, and closeout. Three alternate bid items are offered: Alternate No. 1 removes the multipurpose room (190 days); Alternate No. 2 additionally removes epoxy flooring in the admin area (176 days); and Alternate No. 3 additionally removes casework in the new break room (156 days). The work scope encompasses general new construction, renovation, selective demolition, interior fit-up, asbestos and lead abatement, and all necessary labor, materials, equipment, and supervision.

The specifications establish comprehensive requirements for contractor performance including Critical Path Method (CPM) scheduling with detailed monthly updates, cost-loaded activities, and coordination with ongoing VA medical center operations. Key requirements include security protocols, phased construction to maintain 24/7 medical center operations, submission of as-built drawings in electronic and CAD formats, warranty management and four and nine-month post-completion inspections, and instruction of VA personnel on all systems and equipment. The contractor must provide maintenance and operating manuals, coordinate utility services without interruption, protect existing structures and vegetation, maintain temporary environmental controls, and comply with VA security management procedures including badge requirements, document control, and restrictions on photography. Contract administration is overseen by Tyler McCune at the Robert J. Dole VAMC with architectural and engineering services provided by Alesia Architecture and Farris Engineering.
