The amendment addresses Questions and Answers (Q&As) submitted by contractors regarding project 589A7-25-305, "Prepare Site for Choice Dining Equipment," and publishes the site visit sign-in sheet from August 24, 2026. The solicitation does not extend the original deadline for receipt of offers; contractors must acknowledge receipt of this amendment prior to the specified hour and date through one of three methods: completing Items 8 and 15 and returning copies, acknowledging receipt on each offer copy, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.
The Q&A section clarifies 41 substantive issues related to the temporary kitchen equipment installation project. Key clarifications include: temporary kitchen equipment may be rented or owned by the contractor; equivalent equipment can be proposed subject to approval; the period of performance is 210 days with an anticipated 140-day temporary kitchen operation; all equipment must be removed from government property by the contractor upon completion; Supervisors Office 113 is the approved location; the contractor is responsible for all permits, inspections, health-department approvals, fire-marshal reviews, and ANSUL certifications; alternative modular or mobile solutions may be proposed if approved by the VA; the VA will provide meal counts and production data post-award; approximately 15-20% of work may require off-hours completion; the contractor is responsible for nightly cleanup to maintain sanitation and ICRA compliance; and the new electrical panel will be surface-mounted adjacent to the existing elevator in Phase 1. The contractor bears responsibility for coordinating design connections and managing site conditions including access to the morgue area during remains-free periods and elevator access during Phase 1 construction.

Jennifer Hill Contracting Officer
1. Drawing GC101 states that temporary kitchen equipment must be purchased and installed by the contractor. Will equivalent rental equipment be accepted in place of purchasing new equipment, provided it meets the specified performance, electrical, fire-suppression, sanitation, and operational requirements?
1. Temporary equipment is owned by contractor and can be either rented or owned by contractor.
2. Please confirm whether manufacturers and models identified for U0021, U0022, and U0023 are mandatory or whether approved equivalents may be proposed.
1. Equivalent equipment can be proposed.
3. What is the anticipated operating duration of the temporary kitchen? The overall performance period is identified, but the contract documents do not assign durations to Phases 1, 2, and 3.
1. Period of performance is 210 days. Anticipated length of temporary kitchen will be 140 days.
4. Drawing GC101 requires removal of the temporary kitchen and associated equipment from the temporary kitchen area during Phase 3. Please clarify the final ownership and disposition of equipment U0021, U0022, and U0023. Is the equipment to be retained by the VA, relocated to VA storage, or removed from Government property by the contractor?
1. Temporary equipment is provided by contractor and can be either rented or owned by contractor. At the end of the contract temporary kitchen equipment is to be removed from government property by contractor.
5. Please confirm whether Supervisors Office 113 is the final approved location for the temporary kitchen and whether sufficient space, access, ventilation, electrical capacity, fire protection, and structural capacity have been verified for the specified equipment.
1. Confirm supervisor Office 113 space is the approved location for the temporary kitchen.
6. The listed temporary kitchen package includes four induction cooktops, one double-deck electric convection oven, and one ventless hood. How will the VA maintain refrigeration, freezer storage, food preparation, handwashing, warewashing, hot holding, tray assembly, and dry-storage functions during Phases 1 and 2?
1. Other functions listed are available in phase 3 area..
7. Are temporary sinks, refrigeration, prep tables, holding equipment, warewashing equipment, utility carts, shelving, or other food-service assets required in addition to U0021–U0023? If so, please provide the required equipment list, quantities, capacities, utilities, and locations.
1. No.
8. Drawing EP101 describes the temporary kitchen equipment as “equipment by others,” while GC101 assigns purchase and installation to the contractor. Please clarify the responsible party for procurement, delivery, unloading, assembly, installation, commissioning, training, maintenance, removal, and final disposition.
1. BDH - EP101 is intended to say that the equipment design is by others, and therefore connections will need to be coordinated.
2. GC is to provide temporary equipment. See responses to #1 and #4.
9. Who is responsible for permits, health-department approval, fire-marshal review, ANSUL certification, equipment startup, testing, and final approval of the temporary cooking area before VA Nutrition and Food Services begins operating it?
1. The contractor is responsible for obtaining all required permits, inspections, approvals, and certifications associated with the temporary cooking area..
10. Will the contractor be permitted to propose a modular or mobile temporary kitchen solution as an alternative if it provides equal or greater operational capacity and reduces disruption to Nutrition and Food Services?
1. Alternatives may be proposed, provided it meets all requirements and delivers equal or greater operational capacity while minimizing disruption to Nutrition and Food Services. Any alternate solution must be reviewed and approved by the VA prior to acceptance..
11. Will the VA provide projected meal counts, production schedules, menus, staffing levels, and required daily production capacity so the contractor can verify that the specified temporary equipment is adequate?
1. Yes. The VA will provide projected meal counts, current menus, staffing levels, and daily production requirements so the contractor can verify that temporary kitchen equipment and layout are adequate to support NFS operations. This information will be issued during post‑award coordination.
12. If available, please provide the site-visit attendee list and any meeting minutes, presentation materials, photographs, questions, answers, or amendments resulting from the visit.
1. Site Visit attendance list is published with this amendment. No other information is available.
13. As work is done in adjacent phases to accommodate the need of the current phase, what will the nightly cleanup requirements be? Will the VA complete terminal cleaning required for food areas or will the contractor need to do this nightly?
1. The contractor is responsible for performing nightly cleanup in all affected areas to maintain sanitation, safety, and compliance with ICRA requirements.
2. VA will perform terminal cleaning of food preparation areas only after contractor work is fully complete in that phase. Nightly cleaning to support ongoing food service operations remains the contractor’s responsibility.
14. Will this work need to be done off hours to keep the kitchen in operation?
1. . After hours work generally should not be required--with the understanding the contractor is working in an active hospital setting. However, we speculate approximately 15-20% of the total work may need to be completed outside of normal working hours.
15. Will the epoxy floor and base need to be installed prior to moving to phase 2? If so, there will be a transition into the next phase requiring a seam, is this acceptable?
1. The epoxy floor and base will need to be installed by phase. A seam is acceptable.
16. The quarry tile base is to be removed. This may require the replacement of a course of ceramic tile directly above the quarry tile base due to the likelihood of chipping. Should this be incorporated into proposal?
1. There is a cove base to the flooring included in the design. Ceramic tile should not be harmed in course of construction. Contractor should anticipate repairs as needed.
17. There are many holes and chips in the existing ceramic tile walls. Do these need to be patched or repaired or left alone?
1. Existing elements not being altered are to be left as is.
18. There are areas in the existing plaster wall areas that have some bubbling or seams coming thru. Do these need to be patched?
1. Existing elements not being altered are to be left as is.
19. Please provide the asbestos study identifying what areas need to be addressed for removal.
1. No abatement is expected.
20. Will exposed conduits need to be painted as they are now raw finish.
1. Conduits can remain raw finish.
21. Is it known if the quarry tile is mud set? If so, will this need to be totally removed, and a thin set topping applied for the epoxy floor?
1. Thickset mortar removed down to structural concrete and replace to current level.
22. There are areas where the quarry tile floors abut a VCT floor at about the same elevation. This would require either a floor patch to transition the floor height difference or a transition between floor types. Please advise as to which is acceptable.
1. Floors should be flush. Floor patch to transition floor Hight is acceptable to make floor heights match where possible.
23. Some walls appear to be red block masonry and/or clay tile walls; what is the expectation for infill, backing, and general attachment to these ‘hollow brick’ locations?
1. Where infill is required use metal stud wall see A-002 for wall types and reference specifications.
24. 24. Note 13 on the general notes on page A-001 indicate exposed items may need to be placed inside walls per COR direction at no additional expense to the government.
Should this cost be planned for all exposed items in our bid?
1. This note is refereeing to MEP elements that are typically housed within walls and chases. It is not anticipated to need revisions of layouts or walls but should it occur it will be at contractor’s expense.
25. Will access be available in the morgue area for plumbing removal and installation during normal working hours?
1. Yes, access to area may be performed during normal working hours, only when no remains are present. The contractor must schedule access in advance with the COR and facility operations post award..
26. Requesting time in this area without “remains” no exceptions.
1. Duplicate, Refer to RFI Q25.
27. Please confirm no gas, water, drains are required for the temporary kitchen equipment?
1. BDH - This equipment is understood to be all electric with no water or drains required.
28. How will users gain access to the elevator during phase 1 construction?
1. Alternate elevators can be used during this phase pending COR approval.
29. Will the production assembly line be closed during the several days of prep and epoxy floor installation projected to take during phase 1?
1. Yes. The temporary kitchen should be in use during phases 1 and 2.
30. Stainless steel protection ‘wrap’ above the quarry tile cove base and covering the existing ceramic tile wainscot has been identified at some locations. What is the expectation of demolition and replacement finishes for new epoxy/LVT base at these locations?
1. Any demolition of existing walls/bases will require replacement finishes to match existing.
31. Has the gas piping been sized for the new equipment with available pressure?
1. BDH - Yes
32. PD – 101 note 1, is saying to save and re-use emergency gas shutoff valve, pl – 101 note 3 indicates new emergency gas shutoff valve. Will a new valve be required?
1. BDH - Note 1 says to remove the valve and preserve the connection for re-use with NEW valve.
33. Can a utility connection page be given for all kitchen equipment showing line size for water, gas, drain, and electrical requirements? Some ovens have drains, some heating tables have drains, these need to be identified?
1. BDH - A lot of the equipment is 1 for 1 swaps or relocated existing equipment. Only one “new piece of equipment is anticipated and it is clearly called out on plans for gas and power connection.
34. Will pre-TAB be required and final airflows be adjusted accordingly?
1. BDH – Yes refer to specifications section 230593-3.5.B
35. Should another VAV box be provided for the supervisors room and keep the common area on a separate thermostat?
1. BDH – No.
36. It is understood that no exhaust hood will be worked on or replaced. Will any hood certification or maintenance be required, including fire suppression?
1. BDH – Fire suppression system will need to be reviewed to ensure adequate coverage with new equipment locations.
37. The existing VAV controllers are 20+ years old. Is it desired to replace any of the existing controllers while the ceilings are removed and the equipment is more easily accessible?
1. BDH – Refer to VA for this answer.
38. Our understanding is that ‘all’ kitchen equipment has been purchased and is to be supplied by the VAMC vendors; is this correct?
1. See responses to questions #1 and #4.
39. Is the scheduled ‘temporary kitchen equipment’ shown on GC101 provided by the contractor or
VAMC?
1. See responses to questions #1 and #4.
40. According to the drawing phasing plan; the new kitchen equipment is to be installed during phase 2 and fed from a new panel ‘107-02-04’, which is proposed to be installed at a ‘new’ wall location (room 113) during phase 3. How is power supply to new equipment during phase 2 expected to be achieved?
1. Panel ‘107-02-04’ to be moved into kitchen area adjacent to existing elevator and surface mounted. This will put the installation of this panel in the Phase 1 area of work. Coordination will be required with kitchen staff for new conduits runs from this panel to the kitchen.
41. Since the new kitchen equipment will be fed from the new panel ‘107-02-04’, will there be available access to install the conduit and circuits from the new panel into the completed phase 2 area?
1. See response to question #40.
