56870 - CCS-NLCS PACIFIC CREST TRAIL - Announcement L15AS00117
Project Title:
PACIFIC CREST TRAIL MAINTENANCE
Description:
The Pacific Crest Trail was designated by Congress on October 2, 1968 with the Forest Service being assigned by Congress overall responsibility for trail administration. However, over 180 miles of the trail traverses BLM administered public lands in California. By a Memorandum of Understanding (MOU) between the Secretary of Agriculture and the Secretary of Interior, the BLM is responsible for the management of the PCNST that crosses BLM public lands in Tulare, Kern, San Bernardino, and San Diego Counties. The recipient must have the ability to enter into an MOU with the BLM, Forest Service, National Park Service and California State Parks to facilitate trail management, development and distribution of education materials, encourage volunteer participation and serve as the government's major partner in cooperating and managing the PCNST. Through an agreement/MOU, the recipient works collaboratively to coordinate the PCNST's management and operation, including trail maintenance and construction, signing, trail use surveys, water developments, adopt-a-trail programs and other trail related activities. This project will provide funds to support the staff and volunteers and to provide technical assistance with trail maintenance, trail reconstruction and other trail projects on the segments of the PCNST managed by Bakersfield, Ridgecrest, Palm Springs and El Centro Field offices.
Geographic Description:
SAN DIEGO, RIVERSIDE, SAN BENARDINO AND KERN COUNTIES
Benefits:
The activity to be undertaken through this project will strengthen the partnership between the BLM and a recipient, as well as help facilitate the conservation, protection of the PCNST as a National Scenic Trail and support the Bureau's NLCS mission. The recipient will coordinate and work closely with BLM to engage youth in the maintenance and protection of the PCNST. Proper trail maintenance will reduce environmental impacts through conservation of soil and water resources in sensitive natural habitats adjacent to the trail.
Feasibility:
The project is intended to enlist the knowledge and trail expertise of the recipient and will coordinate and work closely with the recreation and wilderness staff from the El Centro, Palm Springs, Ridgecrest, and Bakersfield Field Offices to schedule the volunteers who complete maintenance of the PCNST, as well as provide technical expertise to volunteers and trail crews working on the PCNST.
