42172 - PARTNERSHIP 4X4 SAFETY COURSE Cow Mountain Recreation Area Announcement L15AS00117

Project Title:
CCS REC PARTNERSHIP 4-WHEEL DRIVE OBSTACLE COURSE
Description:
The recipient must have knowledge and be able to perform maintenance and modification of the 4-Wheel Drive Obstacle Safety Course in the Cow Mountain Recreation Area. This course is available for the public to train and refine their driving skills under a more controlled environment than on a designated trail. It is a partnership project with non-profit or local ORV club. The course needs annual maintenance to counteract surface wear and erosion from use as well as the relocation and replacement of obstacles such as boulders and logs.
Geographic Description:
MENDOCINO COUNTY
Benefits:
Since the closure of the Clear Creek OHV Area, visitation to Cow Mountain Recreation Area has greatly increased. This obstacle course enhances the ORV enthusiast’s experience by providing an opportunity to practice essential skills before needing them in a remote and potentially dangerous situation. As this is often a family or club situation, parents can teach their children the essential skills in a controlled environment. More experienced ORV club members use this course to teach less experienced club members in the same manner. Individual skills and environmentally responsible techniques are learned, resulting in far less accidents, injuries, and rescues and better condition of the soils and habitats within the Cow Mountain Recreation Area. This project is a partnership with the OHV community that creates an atmosphere of cooperation between BLM and the visitors using the Recreation Area.
Feasibility:
The project is feasible with existing staff at the Ukiah Field Office. The recipient/ Club must have knowledge of this project to stay consistent on work on this project, providing all workers and equipment while BLM provides materials and oversight. The course is on an existing mining claim that has had mining activity in the area for over 20 years. The claimant has no immediate plans to develop and only requires that claim markers not be disturbed. If they are disturbed the recipient shall agrees to replace them.
Support - Opposition:
This is supported by the OHV community in general and specifically with the following: Mendocino 4x4 Club, Santa Rosa 4x4 Club, Ridge Raiders, and Friends of Cow Mountain.
