42365 - PARTNERSHIP -COW MTN REC. AREA - Announcement L15AS00117
Project Title:
CCS COW MOUNTAIN RECREATION AREA
Description:
Enhanced recreation experience for visitors to the Cow Mountain Recreation Area through operation and maintenance of Off-Road Vehicle trails. The Cow Mountain Recreation Area has over 120 miles of premier off-road vehicle trails which require consistent maintenance for both public safety and enjoyment and for conservation of the trail network and its supporting ecosystem. Winter storms create fallen rock and tree hazards and trail surface damage which must be cleared and repaired. Heavy visitor use requires constant monitoring of the trail system to prevent undue wear and subsequent loss of the trail. Work to be accomplished includes clearing brush and fallen trees along the trails; using equipment to maintain, repair and reconstruct segments of the trails; installation and maintenance of trail signs; evaluation of the effectiveness of management policies and practices for the area, and law enforcement presence for both public safety, visitor assistance, and medical emergencies.
Geographic Description:
MENDOCINO, LAKE, COLUSA, YOLO, AND NAPA
Benefits:
The maintenance of the trails and bridges protects the Bureau’s investment and provides the public with safe facilities to use while seeking their recreation experiences. Without this maintenance, they would fall into disrepair and become impassable within a few years. With proper maintenance, the visitors are spared dangerous conditions that result in serious injury and occasionally death. Law enforcement presence is necessary to reduce the illegitimate use of the area by those who do not follow the rules or are engaged in illegal activities. Law enforcement presence is a proven deterrent to illegal dumping (both hazardous and non-hazardous materials), vandalism, and other criminal activities.
Feasibility:
The trails and evaluation of all 120 miles of trails. It is dependent upon an active volunteer program with good participation, such as the Ukiah FO has enjoyed in the past. It allows for some law enforcement presence and BLM visibility; however it is insufficient of itself for management of the Cow Mountain Recreation Area.
Support - Opposition:
This is supported by the communities within Lake and Mendocino Counties as well as the organized groups and individuals who use the National Recreation Area. These include the State of California Conservation Corps, UC Davis, Mendocino 4X4 Club, Santa Rosa 4X4 Club, Napa Jeepers, Napa Rifle and Pistol Club, NRA, Sonoma County Sport Cycle Association, Los Altos Dirt Bikers, Ukiah Valley Trails Club, Clearlake Horsemen, Lake County Horsemen, and North Bay Motorcycle Club.
