54866 - CCS REC LACKS CREEK TRAILS - Announcement L15AS00117
Project Title:
CCS REC LACKS CREEK HIKING, BIKING AND EQUESTRIAN TRAIL DEVELOPMENT
Description:
This project will increase high quality recreational opportunities and experiences for hikers, mountain bikers, and equestrians by developing approximately 25 miles of new shared-use and mountain bike specific trails within the Lacks Creek Management Area. Nearly 4 miles of shared-use trail has already been developed using the American Conservation Experience (ACE), Student Conservation Association (SCA), and California Conservation Corps (CCC) crews. The Humboldt Trails Council (HTC) developed 10 miles of mountain bike trail and a skills park in the Lacks Creek area. Nearly 1.5 miles have already been constructed last fall using HTC contractors, BLM staff, and local volunteers from the Bigfoot Bicycle Club. The local community is highly energized and supportive of developing these trails, and additional funding from BLM will demonstrate our commitment in completing this trails project.
Geographic Description:
NORTHCOAST, CA (LACKS CREEK MANAGEMENT AREA)
Benefits:
The local mountain biking community and equestrian users have expressed a substantial need to improve riding opportunities on the north coast. The purpose of the recipient is to coordinate and provide assistance in developing and maintaining a network of trails throughout Humboldt County with a primary goal of establishing a regional trail system that link together and provide a vast array of non-motorized travel experiences for all types of user groups. The Lacks Creek Management Area is only a one hour drive from the Humboldt Bay metropolitan area with a population of approximately 100,000. A network of trails in the Lacks Creek area will significantly enhance recreational opportunities and high quality travel experiences. Recreation experiences would emphasize family engagement, including youth as a primary target group. Trails are designed so that the travelling experience can be enjoyed by the entire family. The 10 miles of mountain bike trail, in particular, are designed for beginner and intermediate riders so that the entire family can partake in this activity. The mountain bike trails would be open for other user types as well. The project supports BLM's National Mountain Bicycling Strategic Action Plan. The CCC, ACE, and SCA partnerships support DOI's Youth in Natural Resources priority with emphasis on providing meaningful employment for 18-25 year old crew members. The project strongly supports DOI's priorities by providing opportunities for progressive skill development and learning for travelers of all ages and abilities.
Feasibility:
The mountain bike portion of this overall trails project will be implemented using a recipient who is current familiarly with current developed areas. Needs to be a highly motivated recipient and partner with BLM by working together, using the expertise from each organization to develop an outstanding mountain bike trail network. Volunteer labor is currently being provided by members of the Big Foot Mountain Bike Club and individuals who want a great place to ride. The project is consistent with the approved RMP and the Lacks Creek Management Plan.
Support - Opposition:
A high level of interest and need for more non-motorized trails in the vicinity of Humboldt Bay was expressed by both the mountain biking community and equestrians during the public comment period for the Lacks Creek Management Plan. IMBA has supported this project by having their expert trail designer layout and flag the mountain bike trail routes. The local mountain bike clubs assisted IMBA in trail layout and continue to express their interest in volunteering to help develop trails. The local equestrian clubs are also very supportive of trail development and have taken several field trips to the area. They are also ready to serve as volunteers in trail development. The CCC, SCA, and ACE are active partners in this project. There is no known opposition to this project.
