About this file
This is a federal contracting provision template (52.225-2) that establishes Buy American certification requirements for offerors responding to federal solicitations.
Offerors must certify that all end products are domestic end products, except those specifically listed as foreign end products. For domestic end products, offerors must separately identify any that contain critical components as defined in FAR 25.105. Foreign end products manufactured in the United States that do not qualify as domestic must be listed with their country of origin and an indication of whether they exceed 55 percent domestic content (with an exception for commercially available off-the-shelf items). If domestic content percentage is unknown, offerors must select "no." The provision requires offerors to complete three sections: identify foreign end products by line item number with country of origin and domestic content threshold; identify line item numbers of domestic end products containing critical components; and certify that remaining unlisted products are domestic end products. The Government will evaluate all offers in accordance with Federal Acquisition Regulation Part 25 policies and procedures. This is a template provision for use in solicitations as prescribed in FAR 25.1101(a)(2).
