About this file
This is a Buy American Certificate form (FAR 52.225-2, October 2022) that requires offerors to certify the domestic or foreign origin status of end products being supplied under a federal contract. The offeror must declare that each end product is a domestic end product unless specifically listed as foreign, and must identify any domestic end products containing critical components as defined in the Buy American-Supplies clause. For foreign end products that do not consist wholly or predominantly of iron or steel, the offeror must indicate whether they exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items.
The certificate applies to the Department of Veterans Affairs solicitation 36C25026Q0512 for a Reusable Medical Device (RMD) Laser Etcher System for VA Northern Indiana Healthcare System. The system must be compatible with the NIHCS Censitrac tracking platform and capable of etching alphanumeric characters, data matrix codes, and imported images onto various metallic, plastic, and composite materials. The procurement includes installation and professional on-site training. The form requires the offeror to provide company name, UEI, address, and signature with date, along with detailed line-item listings of any foreign end products and domestic products containing critical components to enable government evaluation under FAR Part 25 policies.
