About this file

This is a Buy American Certificate form (FAR 52.225-2, October 2022) that requires offerors to certify the domestic or foreign origin of end products being supplied under a federal contract. The certificate mandates that offerors identify all end products as either domestic or foreign, with foreign end products requiring additional documentation regarding domestic content percentages (exceeding 55 percent) unless they are commercially available off-the-shelf (COTS) items. Offerors must separately list line item numbers for domestic end products containing critical components. The form serves as a compliance mechanism for the Buy American statute and will be evaluated according to Federal Acquisition Regulation Part 25 policies and procedures.

This certificate applies to the Department of Veterans Affairs solicitation 36C77026Q0109 for miscellaneous pharmaceuticals, specifically 3,000 units of Bariatric Multivitamin with Iron (30-count bottles) for delivery to the CMOP facility in Ladson, South Carolina. The solicitation is set aside for small businesses with an estimated issue date of March 16, 2026, a response closing date of March 25, 2026 at 9:00 AM CST, and an estimated award date of March 30, 2026. Delivery is required within 10 days after receipt of order (ARO) with FOB destination, and vendors must submit pricing in Excel format along with manufacturer information, product country of origin, and state wholesale distributor licensure documentation verifying compliance with the Drug Supply Chain Security Act (DSCSA).
