About this file
This is a Buy American Certificate provision (FAR 52.225-2, October 2022) that establishes certification requirements for offerors regarding the domestic content of end products in federal procurement. The provision requires offerors to certify that each end product is domestic unless otherwise listed, and to identify any foreign end products along with their country of origin and domestic content percentage (where applicable and not COTS items). Offerors must separately identify domestic end products containing critical components as defined in the Buy American-Supplies clause. The provision includes a structured table format for listing foreign end products with line item numbers, countries of origin, and domestic content percentages exceeding 55 percent, as well as a separate listing for domestic products with critical components. Government evaluation will follow Federal Acquisition Regulation Part 25 policies and procedures.
This is a template provision with no specific response deadlines, pricing terms, or award information included in the document itself. It applies to the related CO2 Laser System procurement by the Department of Veterans Affairs Veterans Health Administration (NIHS-VAMC Fort Wayne), which is a pre-solicitation sources sought notice for market research purposes. The VA intends to award a one-time firm fixed price contract for laser equipment, delivery, installation, technical support, and staff training, with the applicable NAICS code 334510 (Medical Laser Systems Manufacturing) and SBA small business size standard of 1,250 employees.
