GENERAL REQUIREMENTS
PART 1 – GENERAL
1.1 SAFETY REQUIREMENTS
Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.
1.2 GENERAL INTENTION
A. The Contractor shall provide all necessary labor, material and coordination to modernize six (6) elevators; three (3) traction elevators in Buildings 6, 7, and 62 and three (3) hydraulic elevators in Buildings 9, 10, and 62. Work covers the following:
1. The existing geared traction machines at Buildings 6, 7 and 62 can be refurbished and retained as they were installed in 2010.
2. At Buildings 9, 10, and 62, the existing hydraulic systems are all over 30 years old and should be replaced with a new hydraulic system (tank unit, piping, cylinder assembly, PVC, and oil).
3. The elevator controllers and drives require full replacement and upgrade to modern microprocessor controls with efficient AC variable voltage variable frequency (VVVF) drives on the traction elevators. Elevator controllers will be designed for universal maintainability and be considered non-proprietary.
4. The operating fixtures (push buttons and indicators) will be updated per the VA standard with new modern ADA compliant fixtures with digital indicators and long-lasting LED illumination.
5. The door operating equipment (tracks/hangers/interlocks/closers) and door operator will be updated with new modern reliable door equipment where existing equipment is not sufficient to retain
(some equipment was updated in 2018 at Buildings 6 and 7 and may be retained).
6. The hall and car door panels shall be replaced with new door panels for elevators in Buildings 9, 10 and 62. Door panels at

Buildings 6 and 7 and be retained and refurbished since they were recently updated. Entrance frames and sills shall be retained.
7. All roller guides and guide shoes shall be updated to a new version for continued reliable and smooth ride quality.
8. The car safety equipment such as the overspeed governor and buffers shall be updated on all traction elevators and the car safeties on Buildings 6 and 7 will be replaced with new modern safety devices.
9. The car frames, platforms and counterweight frames will be replaced on Building 6 & 7, while the car frames and platforms will be retained and refurbished on Buildings, 9, 10 and 62.
10. Cab interior finishes for all elevators shall be updated with new modern durable finishes within the VA standards. Cab enclosure (shell), shall be replaced with new on all elevators in this project. This will include new finished flooring, ceiling, lighting, handrails, wall panels, sills, car doors, and exhaust fan.
B. Contractor shall completely prepare the site as necessary for operation, including demolition, removal of existing items, and renovations in a sequence or phases as required by the contract documents.
C. An organized site visit for Bidders will be conducted – Date/Time per the Solicitation.
D. Offices of Mabbett & Associates, Inc. as the Architect-Engineers will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative.
E. All employees of Contractor and subcontractors shall comply with
VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.

1.3 STATEMENT OF OFFER ITEM(S)
A. Offer Item 1: Provide all labor, material, equipment, transportation, supervision, selective demolition, construction, alterations, renovations of interior spaces to complete work for the Elevator Placement Phase 3, Project 518-22-111;
Provide all work in accordance with the contract documents.
B. Offer Item 1 Total Contract Duration: 850 calendar days performed as indicated.
C. Deduct Alternates: Offerors must submit price for each Deduct
Alternate item. Should offers exceed the funds available, award will be made on Offer Item 1 minus any or all of the following:
1. There are no Deduct Alternatives for this project.
1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR
A. Contractor shall bear the cost of providing, as necessary, complete sets of specifications and drawings to the Contractor and his/her subcontractors by downloading electronic versions furnished by the Contracting Office.
B. Additional sets of Drawings may be made by the Contractor, at
Contractor's expense, from the electronic files provided.
1.5 RELATED WORK – MINIMUM WORK PERFORMANCE REQUIREMENTS
Provide and coordinate all necessary work and products meeting the requirements associated with all applicable specification sections and plans to produce a system complete, functional and ready for the purpose intended. No statements here in shall relieve the Contractor of responsibilities described elsewhere in the contract documents.
A. Contractor shall assure that all trades are aware of their respective full scope of work. Contractor shall procure all necessary permits and inspections. Refer to all contract drawings, specifications and notes for additional responsibilities, details and scope of work. All work shall be performed by personnel properly skilled in the task they are performing and aware of their project responsibilities.
Workmanship shall be the best of their respective kind using the

01 00 00 - 4 most modern approved methods and materials. Contractor shall directly supervise all phases of construction, and the supervisor shall have full authority to act on field conditions associated with all trades to prevent construction delays. Daily work logs shall be issued to the Contracting Officer’s Representative (COR) describing in detail the manpower, man-hours, work performed by each trade and weather conditions. Use the logs provided in
Attachments D and E.
B. See specification sections for material testing activities and inspection services required during project construction to be provided by a Testing Laboratory, Manufacturers and/or independent testing firms retained by the contractor.
1.6 COORDINATION
Coordinate work and products meeting the requirements associated with all applicable specification sections and plans to produce a system complete, functional and ready for the purpose intended.
A. Pre-worksite Re-visit Requirements Before starting work in a particular area, visit the worksite and carefully examine the areas to verify complexity, existing conditions and difficulties that will affect work including all work done under various specification sections and the VA.
Commencement of work shall be construed as acceptance of the existing conditions and difficulties. No change to the contract price or schedule shall be allowed for work caused by unfamiliarity with the site conditions that are visible or readily construed by an experienced observer.
B. Coordinate the location of all work, equipment and components with all trades and equipment installers to prevent interferences, and maintain proper use and access to all items and spaces. Contractor is responsible for coordinating all equipment and components being installed with the placement location and dimension requirements. Prior to job execution each trade shall submit “complete” coordinated shop drawings indicating all equipment and material layouts with locations from walls/columns, bottom/top elevations, vibration isolators, Bedford, MA

01 00 00 - 5 supports, dimensions, utility requirements and equipment submittal numbers. Each trade shall maintain a set of working drawings to document as-built information as the work progresses and submit to the COR monthly for review.
C. New work shall be installed and connected to existing work neatly and carefully. All work shall be coordinated with other trades to avoid conflicts and to obtain a neat competent installation that will afford maximum accessibility for easy and proper operation, maintenance, service and headroom. All work shall be installed in a manner that permits easy accessibility and proper removal of system components requiring periodic service.
Disturbed or damaged work shall be replaced or repaired to new conditions. Any items determined to be in non-compliance shall be corrected by the Contractor at no additional expense to the
Government.
D. The drawings show or describe the general arrangement of equipment, articles, assemblies, appurtenances but do not show all required fittings, drains, air vents, supports and may not identify all required accessories, components, fittings, and offsets that are necessary to properly complete the installation for the purpose intended. The contract drawings are diagrammatic only intended to show general layout of conduit, ductwork, piping, equipment, terminals, specialties and not intended to show all required offsets, details, accessories and equipment to be connected. Provide all necessary fittings, offsets and pipe runs based on field measurements and reviewed coordination drawings. Coordinate with other trades for space available and relative location of equipment and accessories to be connected at all locations. The Contractor shall alter locations of items where necessary to avoid interference and clearance difficulties.
Locations of components and equipment shall be adjusted to accommodate the work with interferences anticipated and encountered. The Contractor shall determine the exact routing and location of systems prior to fabrication and installation.
Accurate field measurements and coordination drawings shall be prepared to establish the locations and characteristics of the

01 00 00 - 6 various systems (new and existing to remain). It is the intent of the drawings/specifications that the Contractor provides all materials, labor and coordination necessary to complete the work described or implied by the contract documents at no additional cost/time to the Government. The Contractor shall propose with submitted coordination drawings other dimensions with similar characteristics where necessary to avoid interferences and clearance difficulties. Should the contract documents not agree with themselves the greater quantity of superior work and materials shall be performed.
E. Coordinate all mechanical (e.g., HVAC), electrical, plumbing
(MEP) utility service, fire protection sprinkler system shutdowns and space access three (3) weeks in advance with the COR. Due to facility scheduling and access difficulties, some shutdowns and the performance of certain work will need to be performed during off-hours by the Contractor. Arrange phases and perform work to insure utility services for other buildings and areas at all times as required.
F. Before placement and installation of work subject to tests the
Contractor shall coordinate and notify the COR in sufficient time to enable testing personnel to be present at the site in time for proper testing and field inspection. Such prior notice shall be not less than two (2) weeks unless otherwise designated by the
COR.
1.7 PROJECT SCHEDULE REQUIREMENTS
A. Show on a project schedule the sequence of work activities/events required for complete performance of all items of work. The
Contractor Shall:
1. Show activities/events as:
a. Contractor's time required for submittal of shop drawings, templates, fabrication, delivery and similar pre-construction work.

b. Contracting Officer's and Architect-Engineer's review and approval of shop drawings, equipment schedules, samples, template, or similar items.
c. Interruption of VA Facilities utilities, delivery of
Government furnished equipment, and rough-in drawings, project phasing and any other specification requirements.
d. Test, balance and adjust various systems and pieces of equipment, maintenance and operation manuals, instructions and preventive maintenance tasks.
e. VA inspection and acceptance activity/event with a minimum duration of five work days at the end of each phase and immediately preceding any VA move activity/event required by the contract phasing for that phase.
2. Show not only the activities/events for actual construction work for each trade category of the project, but also trade relationships to indicate the movement of trades from one area, floor, or building, to another area, floor, or building, for at least five trades who are performing major work under this contract.
3. Break up the work into activities/events of a duration no longer than 20 work days each or one reporting period, except as to non-construction activities/events (i.e., procurement of materials, delivery of equipment, concrete and asphalt curing) and any other activities/events for which the COR may approve the showing of a longer duration. The duration for VA approval of any required submittal, shop drawing, or other submittals will not be less than 20 work days.
4. Describe work activities/events clearly, so the work is readily identifiable for assessment of completion.
Activities/events labeled "start," "continue," or
"completion," are not specific and will not be allowed. Lead and lag time activities will not be acceptable.
5. The schedule shall be generally numbered in such a way to reflect either discipline, phase or location of the work.
B. To the extent that the Project Schedule or any revised Project
Schedule shows anything not jointly agreed upon, it shall not be

01 00 00 - 8 deemed to have been approved by the COR. Failure to include any element of work required for the performance of this contract shall not excuse the Contractor from completing all work required within any applicable completion date of each phase regardless of the COR’s approval of the Project Schedule
1.8 SUBMITTALS
In accordance with Section 01 33 23, SHOP DRAWINGS – PRODUCT DATA –
SAMPLES, furnish the following:
A. Submit and maintain a Fire Safety Protection program and Project
Safety plan in accordance with 29 CFR Part 1926 Safety and Health
Regulations for Construction signed by the “Competent Person”
(CP).
1. Fire Safety Protection Program: Prior to the start of any work, submit a fire safety plan detailing project specific fire safety measures which will be addressed including periodic status reports demonstrating compliance with the contract requirements.
2. Project Safety Plan: Prior to any personnel beginning work for the Contractor or subcontractors, they shall undergo a safety briefing per OSHA requirements provided by the
Contractor’s “Competent Person” (CP). This briefing shall include information on the construction limits, VAMC safety guidelines, means of egress, break areas, work hours, locations of restrooms, use of VAMC equipment, etc. Submit documentation that individuals have undergone the required safety briefing with details of the plan’s agenda.
B. Submit required proof that an OSHA certified “Competent Person”
(CP) (29 CFR 1926.20(b) (2)) shall maintain a presence at the work site whenever the Contractor or subcontractors are present.
1. Submit documentation that on-site Contractor and sub-contractor’s construction workers have completed either the
OSHA 10-hour construction worker course or OSHA 30-hour construction course and other relevant competency training as required and determined by the VA CP.

2. The determination for training is based on the project hazards and complexity, State and Federal regulations and
VA requirements.
3. Submit typed list of Name, Company, Trade of each individual performing work.
C. Submit and maintain the following items customized for the project:
1. Interim Life Safety Measures (ILSM) & Infection Control
Risk Assessment (ICRA) procedures as required. The
Contractor shall submit on a weekly basis to the COR completed ILSM and ICRA forms. Refer to Attachment G.
2. Safety Data Sheets (SDS) for construction substances to be used.
3. Construction coordination measures to be implemented.
4. Detailed Safety & Infection Prevention measures.
5. Purchase order for long lead items.
6. Project detailed Security plan for the area.
7. Project detailed Schedule of Values. Refer to Attachment F.
8. Project construction phasing plan.
9. Daily construction progress log/photographic documentation.
10. Detailed construction schedule.
11. Contractor Acknowledgement VA Lock Out/Tag Out Policy
12. Hot Work Authorization, as required. Refer to Attachment B.
D. Green Environmental Management System (GEMS). Comply with the requirements of VAMC’s GEMS team. Submit completed GEMS forms on a weekly basis to the COR. Refer to Attachment J.
E. Submit required certification of a medical program that addresses tuberculosis. The medical program shall include written assurance that construction staff has no active tuberculosis.
F. Refer to paragraph, PUBLICATIONS and CODES AND STANDARDS, in
Section 01 42 19, REFERENCE STANDARDS.
G. Refer to paragraph, SUBMITTALS, in individual Sections for additional Publications required.
1.9 RESPONSIBILITY FOR COMPLETION
A. If it becomes apparent from the current revised monthly progress schedule that phasing or contract completion dates will not be met, the

Contractor shall execute some or all of the following remedial actions at no cost or time to the VA:
1. Increase construction manpower in such quantities and crafts as necessary to eliminate the backlog of work.
2. Increase the number of working hours per shift, shifts per working day, working days per week, the amount of construction equipment, or any combination of the foregoing to eliminate the backlog of work.
3. Reschedule the work in conformance with the specification requirements.
B. Prior to proceeding with any of the above actions, the Contractor shall notify and obtain approval from the CO for the proposed schedule changes. If such actions are approved, the representative schedule revisions shall be incorporated by the Contractor into the Project
Schedule before the next update, at no additional cost to the
Government.
1.10 CONSTRUCTION SECURITY REQUIREMENTS
A. Security Plan:
1. The security plan shall define both physical and administrative security procedures that will remain effective for the entire duration of the project.
2. Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with the regulations.
B. Security Procedures:
1. In accordance with VA Directive 0735 Personal Identity
Verification (PIV) of Federal Employees and Contractors, all contractors on VA premises are require to obtain proper identification cards. The PIV for request is provide in
Attachment A. The following information describes the criteria for each type of identification card:
• PIV CARD is required for all unsupervised, full time, logical and/or physical access for more than 6 months OR more than 180 aggregate days in one year period. In this description unsupervised is to mean unescorted by
VA personnel into areas off public corridors that would require the possession of a key or being granted access

01 00 00 - 11 control privileges to enter through a secured door.
Time onsite is determined by the Period of Performance of the contract/task order and is to include all prime and sub-contractor personnel (to include sub-subcontractors) regardless of the actual personal time on site. The issuance of a PIV Card requires two forms of acceptable identification, a favorable SAC adjudication and an initiated National Agency Check with
Written Inquiries (NACI).
• Non-PIV CARD is required for all unsupervised, full time, logical and/or physical access for less than 6 months OR less than 180 aggregate days in one year period. In this description unsupervised is to mean unescorted by VA personnel into areas off public corridors that would require the possession of a key or being granted access control privileges to enter through a secured door. Time onsite is determined by the Period of Performance of the contract/task order and is to include all prime and sub-contractor personnel (to include sub-subcontractors) regardless of the actual personal time on site. The issuance of a PIV Card requires two forms of acceptable identification and a favorable SAC adjudication.
• Flash Badge is required for common access ONLY for less than 6 months or less than 180 aggregate days in one year period. Time onsite is determined by the Period of
Performance of the contract/task order and is to include all prime and sub-contractor personnel (to include sub-subcontractors) regardless of the actual personal time on site. The issuance of a Flash Badge requires one form of acceptable identification.
2. Contractors are required to submit to the Contracting
Officer a list of personnel to be mobilized for the work associated with the contract/task order scope of work to be completed under this specification to the CO and COR. The list is to include current status of SAC background

01 00 00 - 12 investigation, i.e. – SAC + NACI, date completed; SAC, date completed; None
3. Determination of the level of identification required will be determined by the COR based on the contract/task order scope of work and level of access required.
4. Contractors are to contact the COR regarding credentialing requirements.
5. COR will facilitate contractor submission of information through the CO, PIV Sponsor and PIV Office at the Medical
Center to obtain proper credentials for each contractor personnel to be on campus to complete the contract/task order scope of work to be completed under this specification.
6. For working outside the “regular hours” as defined in the contract, Contractor shall give a minimum of 7 calendar days notice to the Contracting Officer and COR so that security arrangements can be provided for the employees.
Submit the form, Attachment H ‘Contractors Working Other
Than Normal Hours’. This notice is separate from any notices required for utility shutdown described elsewhere.
7. VA reserves the right to close down or shut down the project site and order Contractor’s employees off the premises in the event of an emergency. Contractor may return to the site only with the written approval of the
Contracting Officer.
8. Contractor’s employees and subcontractors shall not enter the project site without an appropriate badge. Personnel are also subject to inspection of their personal effects when entering or leaving the project site.
9. No photography of VA premises are permitted without written permission from the Contracting Officer.
C. Key Control:
1. Contractor shall provide duplicate keys and lock combinations to the COR for the purpose of security inspections and emergency actions of every area of the project including tool boxes and parked machines.

2. The electrical rooms, and computer rooms are secure and mission critical areas. All work in the computer rooms and closets will be scheduled to allow government personnel to be present during the execution of contract work. The VA shall maintain its own security and access control of these areas.
3. Contractor shall turn over all duplicate keys and permanent lock cylinders to the VA locksmith for permanent installation.
D. Document Control:
1. Before starting any work, the Contractor and/or sub-contractors shall submit a security memorandum describing the approach to following goals and maintaining confidentiality of “sensitive information”.
2. Contractor is responsible for safekeeping of all drawings, project manual and other project information. This information shall be shared only with those with a specific need-to-know to accomplish the project.
3. Certain documents, sketches, videos or photographs and drawings considered “Sensitive – Unclassified”. Secure such information in separate containers and limit the access to only those who will need it for the project.
Return the information to the Contracting Officer upon request. These security documents shall not be removed or transmitted from the project site without the written approval of Contracting Officer.
4. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the VA.
5. Notify Contracting Officer and Site Security Officer immediately when there is a loss or compromise of sensitive information.
6. All electronic information shall be stored in specified location following VA standards and procedures.

a. Security, access and maintenance of all project drawings, both scanned and electronic shall be performed and tracked.
b. Sensitive information including drawings and other documents may be attached to e-mail provided all VA encryption procedures are followed.
E. Motor Vehicle Restrictions:
1. Vehicle authorization access shall be restricted to picking up and dropping off materials and supplies only.
2. Separate permits may be issued to the Contractor by the VA
Police for parking in a designated area only. Vehicle authorization requests shall be submitted 72 hours before the date and time of access.
3. Contractors, their employees, subcontractors, vendors, manufacturer representatives, etc. park in the designated contractor parking lot as indicated by the COR.
1.11 CONSTRUCTION COMMENCEMENT
Contractor shall proceed with construction only after Veterans Affairs’ acceptance of all required submittals and coordination drawings.
1.12 OPERATIONS AND STORAGE AREAS
A. Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer and COR. Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor’s performance.
B. Storage space is limited at the Medical Center campus.
Coordinate deliveries so that on site storage is kept to a minimum. Delivery shall be coordinated with the installation.
Contractor is not authorized to install temporary buildings
(e.g., storage sheds, shops, offices).
C. Contractor shall, under regulations prescribed by the Contracting
Officer, use only established roadways, or use temporary roadways constructed by the Contractor when and as authorized by the
Contracting Officer. When materials are transported in

01 00 00 - 15 prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation.
When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage. The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.
D. Workmen are subject to the rules of the Medical Center applicable to their conduct.
E. Execute work to interfere as little as possible with the normal functioning of the Medical Center as a whole, including operations of utility services, fire protection systems, any existing equipment, and with work being done by others. Work shall be accomplished during normal work hours, Monday through
Friday, 7:00am to 3:30pm (unless approved by the VA) excluding
Federal holidays, as to cause the least interferences possible with the normal activities of the facility and the surrounding areas.
Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered. Contractor shall permit access to VA personnel and patients through construction areas that serve as routes of access to such affected areas and equipment.
Coordinate alteration work in areas occupied by the VA so that
Medical Center operations will continue during the construction period.
1. Do not store materials and equipment in other than assigned areas.
2. Where access by Medical Center personnel to vacated portions of buildings is not required, storage of
Contractor’s materials and equipment will be permitted subject to fire and safety requirements.
3. Work restrictions are noted in the documents. Work restrictions are required to minimize impacts on patient care and medical center operations. Construction required

01 00 00 - 16 for off hours shall be performed second shift, third shift or weekends.
4. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by
Department of Veterans Affairs in quantities sufficient for not more than two (2) workdays. Provide unobstructed access to Medical Center areas required to remain in operation.
5. Use of impact hammers or equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings. Excess vibration can damage sensitive medical, computer equipment and medical research equipment. It is understood that core drills, intermittent drilling required for anchors, etc. are required to complete the contract requirements. These work requirements shall be scheduled and completed off hours.
F. Once an area is turned over to the Contractor, the Contractor shall accept the entire responsibility of the area – such as safety, security.
1. Contractor shall ensure that a minimum temperature of 50 degrees F is maintained at all times.
2. Ensure areas are secure and no door, windows or opening are left open and unsecure.
3. Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm equipment, the Contractor shall make arrangements for pre-inspection of site with the with the agencies required to respond to an alarm from the
Contractor’s employee or watchman.
G. Utilities Services: Maintain existing utility services for
Medical Center at all times. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uninterrupted services. Where necessary to cut existing water, steam, gases, sewer or air pipes, or conduits, wires, cables, etc. of utility services or of fire protection systems and communications systems (including telephone), they shall be cut

01 00 00 - 17 and capped at suitable places where shown; or, in absence of such indication, where directed by the COR.
1. No utility service such as water, gas, steam, sewers or electricity, or fire protection systems and communications systems may be interrupted without prior approval of the
COR.
2. Contractor shall submit a request to interrupt any such services to COR, in writing, 7 days in advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.
a. Schedule all site work, selective demolition and electrical work with the VA COR to minimize shut down of main risers and risers (four (4) hour maximum duration).
b. Perform work requiring power shut downs on weekends.
3. Contractor will be advised of request approval, or of which other date and/or time such interruption will cause least inconvenience to operations of the Medical Center.
Interruption time approved by the Medical Center most likely may occur at other than the Contractor’s normal working hours.
4. Major interruptions of any system must be requested, in writing, at least 14 calendar days prior to the desired time. Provide one alternate date and time with each request.
5. In case of a contract construction emergency, service will be interrupted on approval of the COR. Such approval will be confirmed in writing as soon as practical.
6. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, or gas, payment of such fee may be the responsibility of the Government and not the Contractor.
H. Abandoned Lines: Unless otherwise stated, all service lines such as wires, cables, conduits, ducts, pipes and the like, and their hangers or supports, which are to be abandoned but are not required to be

01 00 00 - 18 entirely removed, shall be sealed, capped or plugged. The lines shall not be capped in finished areas, but shall be removed and sealed, capped in ceilings, within furred spaces, in unfinished areas, or within walls or partitions so that they are completely behind the finished surfaces.
I. To minimize interference of construction activities with flow of
Medical Center traffic, comply with the following:
1. Keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles.
J. Coordinate the work for this contract with other construction operations as directed by the Contracting Officer. This includes the scheduling of traffic and the use of roadways, as specified in paragraph 1.20, USE OF ROADWAYS.
K. Keys issued to the Contractor by the VA shall be returned to the
COR at the completion of beneficial occupancy. Project completion is not achieved until all assigned VA keys have been returned. Keys will not be issued for the computer room or data closets.
L. Phasing:
1. Phase 1: Modernization of Building 9; Hydraulic Elevator
2. Phase 2: Modernization of Building 10; Hydraulic Elevator
3. Phase 3: Modernization of Building 6; Traction Elevator
4. Phase 4: Modernization of Building 7; Traction Elevator
5. Phase 5: Modernization of Building 62; Hydraulic Elevator
6. Phase 6: Modernization of Building62; Traction Elevator
7. Notes:
1. The order of phasing may change at the discretion of the
VA.
2. One phase shall be completed before the next phase can commence.
3. 30 calendar days prior to start of Phase 1 and subsequent phases, the contractor shall provide written notification to the VA the actual date construction

01 00 00 - 19 field work for each phase will commence (Contractor shall proceed with construction only after Veterans
Affairs’ acceptance of all required submittals and coordination drawings). VA will conduct internal coordinations/relocations/notifications/etc. before the contractor can commence work.
4. 30 calendar days prior to completion (which includes all corrective action for punch list items) of each phase, the contractor shall provide written notification to the
VA the date phase will be complete. VA has 14 calendar days from the end of the actual completion date for each phase to conduct internal coordinations/relocations/notifications etc. before the contractor can commence following phase of work.
1.13 ALTERATIONS
A. Pre-Construction Survey: Before any work is started, Contractor shall make a thorough survey with the COR for areas where work/alterations are to occur and areas that are anticipated routes of access. Furnish a signed report to the COR and
Contracting Officer. This report shall list by rooms and spaces:
1. Existing condition and types of flooring, doors, windows, walls and other surfaces not required to be altered throughout affected areas of building.
2. Existence and conditions of items such as plumbing fixtures and accessories, electrical fixtures, equipment, venetian blinds, shades, etc., required by drawings to be either reused or relocated, or both.
3. Shall note any discrepancies between drawings and existing conditions at site.
4. Shall designate working space areas, materials storage and routes of access to areas within buildings where alterations occur and which have been agreed upon by the
Contractor and COR.
B. Any items required by drawings to be either reused or relocated or both, found during this survey to be nonexistent, or in opinion of COR and/or Contracting Officer, to be in such

01 00 00 - 20 condition that their use is impossible or impractical, shall be furnished and/or replaced by Contractor with new items in accordance with specifications which will be furnished by
Government. Provided the contract work is changed by reason of this subparagraph B, the contract will be modified accordingly.
C. Re-Survey: Seven (7) calendar days before the expected partial or final inspection date, Contractor and COR together shall make a thorough re-survey of the areas of buildings involved. Furnish a report on conditions then existing, of resilient flooring, doors, windows, walls and other surfaces as compared with conditions of same as noted in first condition survey report.
1. Re-survey report shall also list any damage caused by the
Contractor to such flooring and other surfaces, despite protection measures; and, will form basis for determining extent of repair work required of the Contractor to restore damage caused by the Contractor’s workmen in executing the work of this contract.
D. Provide the following protective measures:
1. Wherever existing roof surfaces are disturbed they shall be protected against damage and water infiltration. In case of leaks, contractor shall make repairs immediately upon discovery or notification by VA.
2. Temporary protection against damage for portions of existing structures and grounds where work is to be done, materials handled and equipment moved and/or relocated.
3. Protection of interior of existing structures at all times, from damage, dust and weather inclemency. Wherever work is performed, floor surfaces that are to remain in place shall be adequately protected prior to starting work, and this protection shall be maintained intact until all work in the area is completed.
4. Maintain and restore all utilities (including plumbing, medical gases, electric branch circuits and feeders) servicing undisturbed regions which pass through the renovated areas. Contractor shall utilize deep scan metal detectors prior to coring/drilling holes in existing structure, and ground detecting core/drill equipment during

01 00 00 - 21 operation to avoid damaging active existing systems buried in the existing structures and on site. Scan report shall be provided to the VA prior to performing work.
1.14 DISPOSAL AND RETENTION
Materials and equipment accruing from work removed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:
A. Items that are to remain the property (reserved) of the
Government shall be removed or dislodged from present locations in such a manner as to prevent damage which would be detrimental to re-installation and reuse. Items shall be cleaned, protected and adequately packaged for protection from damage during relocation and storage. Store items on site and where directed by the COR.
B. Items not reserved shall become property of the Contractor and be removed from Medical Center by the Contractor and properly disposed of.
C. The Contractor is prohibited from using VA dumpsters. The
Contractor shall furnish and pay for all dumpsters required to legally remove construction debris from the VA Medical Center.
The Contractor shall request placement of a dumpster onto VA property through a written request to the VA COR identifying on a site plan approximate proposed location of dumpster(s). Dumpster shall not impact roadways, parking lots, ramps, entrances/exits, access to exterior equipment, hydrants, Siamese fire pipe connections/PIV, underground utilities, manholes, etc.”

Material Communications Regulations
1.15 PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES,
AND IMPROVEMENTS
A. Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site, which is not to be removed and which does not unreasonably interfere with the work required under this contract. Contractor shall only remove trees when specifically authorized to do so, and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract performance, or by the careless operation of equipment or workers, the Contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound as directed by the Contracting Officer.
B. Contractor shall protect from damage all existing improvements and utilities at or near the work site and on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the
Contractor.
C. Cutting or drilling of any structural members in the building is not allowed.
1.16 RESTORATION
A. Remove, cut, alter, replace, patch and repair existing work as necessary to install new work. Except as otherwise shown or specified, do not cut, alter or remove any structural work, and do not disturb any ducts, plumbing, steam, gas, or electric work without approval of the COR. Existing work to be altered or

01 00 00 - 23 extended and that is found to be defective in any way, shall be reported to the COR before it is disturbed. Materials and workmanship used in restoring work shall conform in type and quality to that of original existing construction, except as otherwise shown or specified.
B. Re-hang unsupported existing fixtures and utility service lines above ceiling where affected by work with suitable support devices in compliance with applicable codes.
