Question
1. Field Staff clarifications:
a. Please confirm the VA’s intent for the Prime Contractor to have a full time Superintendent for the entirety of the project?
b. Please confirm VA’s intent for the Prime Contractor to have a full-fime SSHO on site for the entirety of the project.
c. Please confirm VA’s intent for the Prime Contractor to have a full-fime QCM on site for the entirety of the project.
d. Can any of the above individuals Double or Triple hat?
e. Can any of the above individuals be an employee of a subcontractor, or will the VA require the above individuals to be a Full-time employee of the Prime Contractor?
a. The Prime Contractor is required to have a full time Superintendent for the entirety of the contract.
b. The Prime Contractor is required to have a full time Site Safety and Health Officer for the entirety of the contract.
c. The Prime Contractor is to employe a Quality Control Manager on site for the entirety of the project.
d. Yes, the superintendent and other required personnel can be multi-hatted if they meet the requirements including training and competency for the positions.
· The duties of the superintendent shall not be negatively impacted by duties associated with holding multiple roles.
e. The above should be an employee of the Prime contractor.
2. Will Microsoft Project be an acceptable scheduling tool for the project?
Microsoft Project is an acceptable scheduling tool.
3. What software will be utilized on the project for submittal transfers? Will the Prime contractor be responsible for purchasing and maintaining?
Submittal transfer software is not required. If Prime Contractor wants to purchase, maintain, and utilize, Bedford VAMC has utilized ones similar to Procore and Microsoft SharePoint previously.
4. Will the client require any construction management software to be utilized on the project? Will the Prime contractor be responsible for purchasing and maintaining?
Construction management software is not a requirement.
5. Do the elevators currently receive a pre-transfer signal from the ATS (Automatic Transfer Switch)? The new controllers will require a pre-transfer signal from the ATS.
No, it is our understanding that each elevator does not currently receive a pre-transfer signal from the ATS.
6. If no pre-transfer signal currently exists, does the ATS have the capability to time delay and send a pretransfer signal to the elevators it serves? Additionally, where is the ATS located within the building for each elevator identified in the solicitation? Conductors will need to be run in conduit and programmed to function. Contractor needs to know the length of run, quantity or runs, and potential routing.
It is our understanding that each existing ATS has this capability. Existing ATS locations are listed below:
Building 6: Room B16 (Basement) Building 7: Room B10 (Basement) Building 9: No ATS. Elevator not on generator emergency power Building 10: Room B24 (Basement) Building 62: Room B23A (Basement) – both elevators are served from the same ATS Refer to Specifications and Detail 5 on Drawings E-501.A & E-501.B for information regarding wiring types and quantities. Final routing shall be field coordinated by the contractor.
7. Can the VA please identify a lay down area on site where contractors can stage materials and equipment?
Storage spaces can be determined upon award and mobilization.
8. Can the VA please identify the location of placement for project dumpsters?
Dumpster locations will be determined upon award and mobilization of work.
9. Please provide contact information for existing building Fire Alarm vendor.

10. Please provide contact information for existing building Fire Protection vendor.
The facility utilizes Fire Equipment Incorporated as our Fire Alarm maintenance contractor.

11. Drawings depict outdoor Heat pumps at each building, 6, 7, 9 & 10 (SSOU-1) on 24” H Equipment Curbs and an 8’ thick concrete pad. Are contractors to assume curbs and pads are new?
Curbs and pads are new work. For the 8” thick concrete pad refer to S-501 for a Typical Exterior Concrete Pad Detail.
12. 1.3 Statement of Offer Item(s) B: Offer item 1 Total Contract Duration: 850 Calendar days performed as indicated. The solicitation specifies 595 from NTP; please confirm which is accurate.

13. Can the VA please provide a submittal register for the project?
The submittal register is provided as part of Specification Section 01 33 23. See attached 100% Construction Document for further reference.
14. Can the VA please confirm we are tying into an existing DDC system?
a. The specs read as the contractor is to design build an entire new system. If there is a system existing, please clarify what system is in place and who is monitoring the system.
1. 23 09 23/1.1/A states that we are connecting to an existing DDC system.
2. 23 09 23/1.1/F states that the existing enterprise system is Trane, Tracer Ensemble.
3. Buildings 6, 7, & 62 existing BAS network structure is partially located in each Attic Penthouse.
4. Building 9 existing BAS network location is not known by A/E; we request the VA’s assistance.
COR: No Trane panel currently present in bldg. 9
5. Building 10 existing BAS network has controller located in the Attic Mech Rm; closer locations of network devices are not fully known by A/E; we request the VA’s assistance.
COR: There is a Trane panel in bldg. 10 Mechanical Rm B02
