About this file

This is a Scope of Work document for Salt Lake City Corporation's Request for Proposals SLCI26064 for Surveys of City Residents. The project consists of three primary phases spanning approximately three months from initial questionnaire development to final report delivery. Phase 1 requires the selected contractor to develop survey questionnaires in collaboration with City representatives, pre-test each instrument, ensure WCAG 2.1 Level AA accessibility compliance, and obtain City approval before survey administration. The questionnaires should be written in plain language, include 100-150 questions, incorporate questions from previous biannual surveys to track changes over time, and comply with Salt Lake City's Survey Guide, Consultant Public Communication Standards, and Privacy, Accessibility, and Digital Policies. Phase 2 focuses on survey fielding using methods designed to reach historically underrepresented populations including renters, Spanish speakers, and westside residents, utilizing multi-modal outreach strategies such as text messaging, multilingual materials, social media, community events, and door-to-door outreach. The contractor must provide weekly updates during fielding with demographic and district breakdowns and deliver surveys in English and Spanish with any additional language options available.

Phase 3 requires the contractor to code, process, and securely store survey data, perform cross-tabulation and analysis based on City-specified characteristics, and compare results to all previous surveys. Deliverables include a written report with clear, actionable insights and visualizations, one to three oral presentations as required by the City, and the complete dataset in comma-separated file format with contractor-provided translation of survey responses. Results must be provided at the City Council District level or finer geographic resolution with the capability to disaggregate data by demographic characteristics including age and gender. All final reports must be delivered in accessible formats compatible with screen readers and assistive technology. The scope of work also allows for the City to request additional survey or survey-related work on an as-needed basis during the contract term, with scope and pricing to be documented and approved by mutual agreement.

Scope of Work

A. Phase 1: Questionnaire Development

1. Offeror will develop a survey questionnaire in collaboration with representatives of City to measure attitudes and opinions of randomly selected City residents on a variety of issues. Questionnaire should be written in plain, jargon-free language.

2. Offeror will pre-test each survey questionnaire and include questions from previous biannual surveys to track changes over time. Previous surveys have had 100 – 150 questions.

3. Offeror will design questionnaire to ensure it is screen reader-friendly and compatible with assistive tech. All digital content, including online surveys and outreach materials) must meet Web Content Accessibility Guidelines (WCAG) 2.1, Level AA standards.

4. Offeror will receive an approval by City for all developed surveys and survey questions before a survey is conducted.

5. Offeror will provide a clear timeline with defined milestones that outline the intended process. This timeline should be approximately 3 months from initial questionnaire development to final report.

6. Offeror must comply with: 1.) Salt Lake City’s Survey Guide, 2.) Consultant Public Communication Standards and 3.) Privacy, Accessibility, and Digital Policies.

B. Phase 2.1. Fielding Survey

* The City is seeking survey fielding methods that effectively reach and represent all of Salt Lake City’s diverse population—particularly residents who have been historically underrepresented in survey results, such as renters, Spanish speakers, and westside residents. The City uses the latest SLC Data Book, produced by the Kem C. Gardner Policy Institute and based on the American Community Survey 2019–2023 data, to gain deeper insights into our community’s representation.

The City is interested in survey options that produce a representative sample through recruitment and fielding methods, rather than relying on statistical weighting to adjust results after data collection. Survey methods may include (but are not limited to) self-administered online surveys, phone surveys, text surveys, or other innovative approaches. The City may choose either one or multiple survey options.

1. Offerors must provide outreach and data collection strategies that directly engage these populations and increase participation across all City residents. Offerors will consult on best practices for achieving representative participation across Salt Lake City demographics.

2. Offeror will use multi-modal outreach and recruitment methods beyond mailed letters, including but not limited to: text messaging, multilingual materials, social media, community events, and door-to-door outreach as appropriate.

3. Offeror will continuously monitor and adjust recruitment during fielding to address participation gaps. Offeror will provide weekly updates during fielding, including demographic and district breakdowns.

4. The Offeror will provide the survey in English and Spanish and list any additional languages available.

5. Depending on selected methods of outreach, the Offeror will provide a mailed and/or digital invitation to participate to each sampled household.

A. Phase 3: Analysis and reporting

1. Offeror will code and process the data from each questionnaire after administering the surveys. Offeror will ensure data is securely collected and stored in a database for analysis. Offeror will cross-tabulate and analyze the data on the basis of characteristics provided by City. The collected and analyzed data shall be compiled by Contractor to show comparisons to all previous surveys.

2. Offeror will submit to City the results of each survey and Contractor’s data analysis of the collected data electronically in the form of a written report as specified in Section III and one to three oral presentations, as required by City. Offeror will also submit a copy of the dataset containing all individual survey responses in a comma separated file or similar file type. Offeror will be responsible for translation of survey responses.

3. Offeror will provide results at the City Council District level or finer geographic resolution (e.g., census block). The City may additionally request data aggregated for multiple, but not all, districts; specific business corridors; or other designated areas of interest. Furthermore, the Offeror shall be capable of disaggregating data by demographic characteristics, including but not limited to age and gender.

4. Offeror will provide clear, actionable insights in the report; includes visualizations

5. Offeror will deliver final reports in accessible formats that are compatible with screen readers and other assistive technology.

B. Other Surveys City may also have the selected Offeror provide other surveys or survey-related work on an as-needed basis during the term of this Agreement. The scope and pricing of additional survey work may be documented and approved by City and Offeror.
