About this file
This is a Proposal Questionnaire form (Attachment A) for a Property Management Services Request for Proposals issued by Hays Consolidated Independent School District in Texas. The District seeks comprehensive property management services for a development project with properties anticipated to be available in 2026. The RFP requires proposers to submit sealed proposals demonstrating their qualifications, management approach, performance history, and fee structures. The questionnaire requests detailed information across eight sections covering general firm information, qualifications and experience, management approach, performance history, fee proposals, financial stability, and additional value-added services. Proposers must provide at least three references from governmental or comparable clients and demonstrate relevant experience managing properties for governmental entities such as school districts, municipalities, housing authorities, and state agencies.
The proposal submission requires a detailed fee breakdown including base management fees, leasing fees, hourly rates, and reimbursable expenses, with proposers directed to specify fee structures for properties to be constructed and available in 2026. Proposers must demonstrate financial responsibility by submitting audited or CPA-prepared financial statements and confirming ability to maintain required insurance. The District applies evaluation factors including vendor quality and past performance, whether the vendor or ultimate parent company has its principal place of business in Texas or employs at least 500 persons in the state, reputation, financial responsibility, and long-term cost considerations. Proposers must hold their proposals open for ninety days following submission and acknowledge the District's right to reject any or all proposals and award based on best value determination. All submissions require certifications regarding debarment status, absence of collusion, accuracy of representations, and authority to bind the organization.
