About this file
This is an Exhibit A property overview document prepared by Hays Consolidated Independent School District's Finance Division in support of a Property Management Services request for proposal. The District seeks comprehensive property management services for Live Oak Commons, a 363-unit build-to-rent residential community under development in Uhland, Texas, as a public-private partnership with Upward Communities. The community consists of ten unit types ranging from one-bedroom cottages to four-bedroom homes, with total square footages between 680 and 2,035 square feet. The development includes a central amenity building featuring a pool, fitness center, resident lounge, children's club, event space, and leasing/management offices. First unit delivery is targeted for November 1, 2027, with full stabilization by November 1, 2028. All homes are site-built in accordance with applicable building codes and the Live Oak Commons Planned Development District standards approved by the City of Uhland.
The selected property management firm must demonstrate experience operating market-rate build-to-rent communities and experience working with public entities or institutional partners, with preferred experience in workforce and student housing operations. Required capabilities include implementing essential workforce housing programs, maintaining an established operational presence within the Austin Metropolitan Statistical Area or dedicated regional staffing, executing strategic leasing and marketing, administering eligibility verification and documentation controls, managing phased construction and lease-up planning, overseeing community amenities and resident engagement, utilizing integrated property management systems, administering rent-by-the-bedroom structures and roommate matching programs, and implementing risk management and fair housing compliance protocols. The management approach must reflect the mission-driven nature of the project while maintaining professional residential property management standards. A detailed Property Management Services Agreement scope of work was to be provided as an addendum to the RFP.
