Sesame Workshop
RFP 47QFCA23R0050 Questions
Section C
Question #1: Clause C.4.4 Task 4 – Marketing and Promotional Services – Page C-5
We plan to include costs for a mission photo shoot to update photography across the Sesame
Street for Military Families website (for example, to reflect new uniforms). Can we assume Task
4 allows this activity?\
ANSWER: Yes
Question #2: Clause C.4.4.1 Promotional Items – Page C-6
In previous contracts, we have also been able to use funds for Sesame Street character plush, which are used for marketing and partnership events. Can we add plush as acceptable promotional items?
ANSWER: We listed examples of promotional items in C.4.4.1, we concur that plush would be an acceptable promotional item. Sesame Workshop can add plush to the Promotional Items
Summary Report as required.
Section H
Question #1: Clause H.1.1 Project Manager – Page H-1
The qualification for the Key Personnel position, Project Manager, requires this individual to have managed Department of Defense contracts for at least 4 years. The Project Manager we would like to put forward as Key Personnel, Nishita Gupte, the Project Manager on our current contract, has significant experience managing programs in the education sector, and is well-placed to ensure that this project is delivered in a quality, cost-effective, and timely manner.
While Ms. Gupte does not have the 4 years of DoD contract experience, many of the other members of the project team have a lengthy history with the DoD and will continue to support this Sesame Street for Military Families contract, including Jeanette Betancourt (SVP, US Social
Impact), David Cohen (Senior Director, Research) and Rocio Galarza (VP, Content).
We kindly request that the Department of Defense consider the below qualification for the Key
Personnel, Project Manager as follows:
● A minimum of four years of experience working on and managing large-scale projects supporting the well-being of children, their families, and their communities.
This is the same language agreed to in the amended RFP (47QFCA22R035, amended September
1, 2022) for our current contract.
ANSWER: Project language will be changed as requested.
Question #2: Clause H.7 Intellectual Property Rights – Page H-2
We understand the clause and will disclose in writing on the cover letter the existence of intellectual property that encumbers the deliverables of this project. As background, in previous iterations of the Sesame Street for Military Families agreements with Department of Defense, RFP 47QFCA23R0050 Questions 2 and Sesame Workshop’s agreements with other US Government agencies more broadly, we include specific language in the contract to detail our intellectual property rights. We would like to include the language below in the final contract with Department of Defense – please confirm that this language will be included.
● Language: It is specifically agreed that the Contractor will retain all rights, title, and interest (including copyright) to all content and materials to be delivered to the
Government under this Contract, including previously existing content and new content developed under this Contract. All software and data rights developed or provided under this PWS, including any previously proprietary or commercial off the shelf software, will be provided to the Government, for any intended use by the
Government, consistent with, and in compliance with: The uses contemplated in the proposal (applicable as though fully set forth herein).
ANSWER: The language will be added to the contract as requested.
Section I
Question #1: Clause I.2.1 FAR Clauses Incorporated by Full Text 52.204-27 Prohibitions on a
ByteDance Covered Application (JUN 2023) – Page I-3
For clarity, Sesame Workshop as a media company posts content on TikTok but does not and will not post any Sesame Street for Military Families content on TikTok. Please advise if any questions or concerns.
ANSWER: It is acceptable as long as actions on this contract do not require the use of
ByteDance as outlined in the clause specifications.
Section L
Question #1: Clause L.3 General Information – Page L-4
The language references a Project Start date of August 31, 2022. Two questions related to this:
1a. Should the start date be moved to align with the end of our current contract
(September 29, 2023)? OR
1b. For the purposes of the proposal only, should we refer to the project start date as
August 31, 2023?
ANSWER: We will update the project start date to reflect the correct date.
Question #2: Clause L.5.1.4 OCI Statement and NDA (Tab D) – Page L-6
The language references including the NDA with Hive Group in Tab B. Should it actually be included with Tab D as per the clause header?
ANSWER: Yes, the contract will be updated to reflect the correct tab.
