| 2. If the “Consent to Purchase (CTP)” request is for travel, the Contractor's Representative (CR) completes the "Travel Details" and "CTP" worksheets. |
| If the CTP request is for materials and/or services under the scope of the "ODCs" line item, the CR completes the "CTP" worksheet, and review the "ODC Detail" Tab prior to completing form |
| 3. If applicable, the COR will send the request to their contract Lead who will review for correctness, completeness and verification for processing. The contract Lead's name will be added to the Justification block to indicate their review and that funds have been verified for processing. |
| NOTE: Requests should be submitted at least two weeks in advance, unless there are extenuating circumstances. This will allow sufficient time for processing and obtaining approvals. |

2-ODC Details
| CUI//SP-PROCURE | |
| GSA, FAS, AAS | |
| Justification for ODC purchases: | |
| 1. Provide three quotes for purchases $10K or above. Reasoning is required if only one quote will be provided. | |
| 2. Provide documentation on how the initial estimate was arrived at to create the CTP. | |
| 3. Who determined the pricing to be fair and reasonable? | |
| 4. If this ODC involves a conference at a hotel, provide preliminary estimates from the hotels being compared for the event. Include/consider the following: | |
| a. Who specifically requested conference space? | |
| b. Was there no room for a class in a conference room on base. Or why couldn't the conference be held on base? | |
| c. Why did the training have to occur at a hotel? | |
| d. Who will attend the conference, government or contractors? | |
| e. Are attendees local or out of town? | |
| f. If local Government employees attended, they are not allowed to have food provided as they are at their duty station. They would need to pay back the cost of breakfast and lunch every day (regulations may allow for minimal items like the drinks that were purchased) | |
| g. If Government employees from out of town attended, they would have had to deduct meals from per diem. They would need to provide their travel vouchers showing that they deducted breakfast and lunch from per diem. |
