This is a government Request for Proposals (RFP) solicitation from the General Services Administration (GSA) Federal Acquisition Service for Budget Department Management System (BDMS) implementation and support services for the Pension Benefit Guaranty Corporation (PBGC).

The RFP seeks a contractor to provide expertise interfacing with existing federal software systems and experience with federal financial management, acquisition management, or human resources systems. The contractor will be responsible for working with PBGC's Budget Department, Business Innovation Services Department (BISD), and other IT and financial divisions to implement and support the BDMS system. PBGC has adopted a modified Agile Scrum approach and expects the contractor to conduct change management activities to acclimate PBGC stakeholders to the contractor's Agile methodology. The contractor must adhere to PBGC's IT Solutions Life Cycle Management (ITSLCM) framework and work within an integrated project team structure. The RFP provides details on BDMS functionality, PBGC's organizational structure, and the required collaboration between the contractor, PBGC IT, and business teams.

Introduction What is Agile?

Agile is a software development mindset that takes an iterative approach to development and project management, allowing your team to deliver value incrementally and continuously. Rather than doing all the planning up front and being locked into that plan, agile permits your team to adapt priorities and goals, leading to less headaches and backtracking overall. Projects that use agile typically demonstrate:

Increased ability to manage shifting priorities http://azuredevops.prod.ent.pbgc.gov/ mailto:%20EATsupport@pbgc.gov

This is a PBGC developed document for exclusive use by PBGC only and should not be used without first requesting permission from PBGC 2/24

More transparency in the development process Closer alignment between business needs and IT

Agile is not a miracle cure-all that will remove all the challenges and roadblocks present in software development. However, adopting an agile mindset and leveraging agile best practices will reveal those issues as early as possible, so they can be addressed more readily and thoroughly.

Scrum is a popular agile framework that uses many of the common agile ceremonies and practices you may be familiar with – it is also the methodology in use at PBGC. In Scrum, a product is built in fixed-length iterations known as Sprints. Development work is planned through use of the Product Backlog, and the Scrum Team typically consists of the Scrum Master, the Product Owner, and the Development Team Members.

Where is PBGC in its Agile journey?

PBGC is working to transition to a product-centric and innovation-focused agile organization. To accomplish this, we are moving away from a traditional project focus (requiring front-loaded planning) to embrace a product lifecycle based on the Minimum Viable Product (MVP) approach and continuous value delivery.

Our vision is to continuously and iteratively develop and optimize PBGC’s suite of IT products. To that end, we’ve launched a comprehensive people, process, and technology focused brand to arm teams with proven-at-PBGC agile practices. As we continue the shift towards broader enterprise thinking, we aim to enable IT & business to work hand in hand to drive business outcomes over the long-term, while supporting an iterative, milestone-based innovation strategy over the short-term.

Central to this plan is the adoption and maturation of an agile mindset and culture across our organization. With agile, PBGC can more effectively improve the functionality of our products and measure their quality through an iterative development process, paired with a flexible and modern SDLC framework.

What is this Playbook for?

An easy way of thinking of agile is that it values:

Individuals and interactions over processes and tools Working software over comprehensive documentation Customer collaboration over contract negotiation Responding to change over following a plan

The purpose of this playbook is to gather and present the agile practices best suited to these values and show how they fit within the PBGC environment (and with PBGC's SDLC

This is a PBGC developed document for exclusive use by PBGC only and should not be used without first requesting permission from PBGC 3/24 framework). Each ‘play’ is a use case for getting your project up and running, using the breadth of resources and tools available to you and your team.

As you review the playbook, keep in mind that it is a living document – the content and the plays will grow and evolve, as PBGC continuously inspects, adapts and matures in its agile journey.

PBGC Agile Way High-level End-to-End Diagram

Play 1 : Onboard a new Agile IT Modernization project As a new IT Modernization project planning to use Agile methodology, there are a few things your team should do right away to make sure you are adequately equipped to get started at PBGC. First, your team will need access to the key development tools used by the enterprise: Azure DevOps Suite and P3M (a modified version of Microsoft Project Pro).

Within these tools your team will need to set up new project items, which you will use to manage your project throughout its lifecycle.

Play 2: Form the Agile Team & enable it to successfully execute Sprint Zero Once your project is fully onboarded, it is time to form the Agile Team and prepare to execute Sprint Zero – where infrastructure needs and overall expectations for subsequent sprints are set. This is when to secure licenses for the hardware and software that your team needs (e.g., laptops, mobile devices, AzDO access, etc.). Another important part of forming an Agile team is establishing a team working agreement. PBGC and BISD provide additional resources that should be referenced at this time, including the following:

Team Working Agreement – documenting a Team Working Agreement helps to ensure that all team members have a baseline understanding of team norms and expectations.

As defined by Scrum Alliance – “Working agreements create transparency and clarity so teams can release energy that would be spent on conflict and focus on their work.

Furthermore, team agreements add the same value for remote teams as they do for in-person teams.”

f 1 https://resources.scrumalliance.org/Article/facilitate-powerful-working-agreements https://pbgcgov.sharepoint.com/sites/a-PersonnelSecurityRequest/SitePages/personnelsecurityforms.aspx https://pbgcgov.sharepoint.com/sites/a-PersonnelSecurityRequest/SitePages/personnelsecurityforms.aspx

This is a PBGC developed document for exclusive use by PBGC only and should not be used without first requesting permission from PBGC 6/24

As another example, a working agreement could provide team members with the ability to document their own standards around user story structure thereby addressing any possible challenges with understanding value propositions, criteria for official acceptance, dependency tracking, and more. Below is a graphic found in the GSA Agile Team site which illustrates elements of a working agreement.

Once the team agrees with a certain set of team norms, then it should be documented (e.g., the AzDO Project Site Wiki) so new and existing team members can reference them, as needed. Here's the link to the reference guide for the Sample Team Working Agreement

Sprint Zero Process Diagram (High-level and Detailed) – an overview of the meetings and tasks to undertake in Sprint Zero, with useful checklists for required/suggested actions and outputs/deliverables for the sprint. Also divides Sprint Zero into PBGC- specific phases:

Initial Prep – covering the Kickoff Meeting and initial expectation-setting Infrastructure Planning – covering PBGC- specific/contract expectations, solution architecture and related dependencies Backlog Refinement – populating/grooming the initial backlog of user stories and developing the Initial Product Delivery Roadmap (including discovery/draft solution design); planning tech risk mitigation Architecture Design – assessing development readiness, setting up environments, repositories and Azure DevOps Release Planning – executing Sprint Zero Review, completing Sprint Zero checklists and ensuring team understanding of Agile Playbook

List of Approved Tools – a list of tools reviewed and approved by ITIOD for integration with Azure DevOps Suite

Also ensure that your Team has discussed and agreed upon the reporting expectations for your project. This could include, but is not limited to, your project sponsor briefings, performance measures and weekly reports.

Play 3: Utilize Agile frameworks and concepts to support your team Agile is a methodology that involves breaking projects into phases and emphasizes continuous collaboration and improvement. Its frameworks support cross-functional teams working on complex projects by following a cycle of planning, executing, and evaluating. Play 3 promotes a common understanding of PBGC’s approaches to Agile by providing guidance on foundational elements of the frameworks, goals, and processes.

This play is divided into the following three sections:

Resources for all teams, agnostic of Agile approach;

Resources for IT Modernization projects and other teams following BISD’s Scrum framework;

Resources for teams following a Continuous Product Improvement (CPI) approach.

Resources for all teams, agnostic of Agile approach:

This first section of Play 3 includes Agile practices guidance that is applicable to all teams, agnostic of project phase or approach, including:

O Review Sample Agile Team Health Assessment

The Agile Team Health Assessment supports continuous improvement by providing an initial snapshot of team health/maturity, a synopsis and proposed action plan to support improvement areas, and a tool for tracking next steps.

Tracking results over time enables teams to consistently identify growth opportunities.

As a team makes adjustments to their processes or way of working, they should also update their Team Working Agreement to reflect the changes.

O Update the Project Management Plan

(PMP)

Example: PMP for MyPAA 2.0

Your PMP outlines the scope and schedule, and other factors for your project, including your planned Agile methodology.

Resources for IT Modernization projects and other teams following BISD’s Scrum framework:

For IT Modernization projects, BISD adopted a modified Agile Scrum approach. BISD’s Scrum framework right-sizes and balances what is achievable given PBGC's legacy gates and processes. It also standardizes Agile jargon, people, process, and technologies to support consistency across each vendor's Agile approach. Guidance in this section of Play 3 covers topics including:

Scrum roles and responsibilities: Overview of key Scrum roles (e.g., Dev Team, Scrum Master, Product Owner) and their respective responsibilities.

Scrum ceremonies: Overview of the ceremonies in use at PBGC, including Sprint Planning and Sprint Review.

Sprint Goals: Establishing Sprint Goals is an integral part of an Agile team’s Sprint planning. Defining Sprint Goals during the Sprint Planning ceremony helps the Dev Team establish and communicate Sprint objectives. Each team member commits to the Sprint Goals and the User Stories that support them.

Minimum Viable Product (MVP): During the execution of this play, your team should also review and understand the importance of establishing a Minimum Viable Product (MVP) to effectively prioritize work and plan releases around getting the most useful feedback from your stakeholders. Review the Play 3 Checklist below for guidance on these and other topics to support your understanding and adoption of PBGC’s approach to Scrum.

Documentation Description

O Understand Scrum Roles & Responsibilitiesꜝ

Brief overview of all three Scrum Team roles (Product Owner, Scrum Master, and Dev Team) and their responsibilities.

O Schedule Scrum Ceremoniesꜝ

Brief overview of the four Scrum Ceremonies (Sprint Planning, Daily Standup, Sprint Review and Sprint Retrospective) in use at PBGC.

O Review example Sprint Goals and understand their added value

A Sprint Goal is an objective set for the Sprint that can be met through the completion of work in the Sprint Backlog. It is created during Sprint Planning and helps focus the Developers on a coherent initiative throughout the Sprint.

O Review the Standard Definition of MVP (Minimum Viable Product)

The MVP is the version of your product that allows your team to gather feedback and adapt with the least amount of work needed.

Resources for teams following a Continuous Product Improvement (CPI) approach:

BISD adopted a Continuous Product Improvement (CPI) approach for products that are not undergoing a major modernization. Scenarios for utilizing a CPI approach include:

A product currently nearing the conclusion of its major modernization effort.

A legacy system embarking on its Agile journey (i.e. migrating to Agile product management practices, AzDO, continuous integration/continuous delivery) and moving away from its legacy tools and processes.

In all scenarios, Product Owner engagement and ongoing Product Backlog refinement are critical. The Product Owner should be empowered to prioritize/authorize all product efforts.

Product teams can select and tailor their specific approach to CPI (e.g., Scrum, Kanban, Scrumban) based on their unique set of technologies, backlog volume and complexity, Product Owner engagement, and other factors. The selected approach should be well communicated, agreed to by the entire team, and memorialized in the Team Working Agreement.
