JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
BRAND NAME SPECIFICATION
1) Identification of the Agency, Contracting Activity, and Document being approved:
Procurement Office: GSA AAS Civilian Agency: Pension Benefit Guaranty Corporation (PBGC) Task Number: 47QFAA24R0004 Description of Requirement: Budget Formulation, Budget Execution, Integration, and Reporting requirements Estimated Ceiling Value: $45,000,000
2) Description of action being approved:
Pension Benefit Guaranty Corporation (PBGC) has a requirement to follow the federal budget process to include tracking multi-year periods and requiring periodic approvals from multiple agencies such as the Department of Labor (DOL) and the Office of Management and Budget (OMB). Tracking execution against the multi-year plans is reported in PBGC’s Congressional Budget Justification submissions and decisions are made through enactment of annual appropriations. PBGC’s Budget Department Management System (BDMS) is based on the OneStream hosted solution, which was introduced in September of 2020. OneStream is a platform which provides financial and operational processes together to replace silos of Corporate Performance Management (CPM) software and spreadsheets from other disconnected point solutions. OneStream offers an extensible platform enabling organizations to build new solutions directly on the platform and unify evolving business requirements with existing processes without adding and/or maintaining multiple software modules.
The platform helps finance and operational teams collaborate by creating a single user experience for planning, financial close, consolidation, reporting and analytics. Onestream is the only complete, end-to-end Federal Risk and Authorization Management Program (FedRAMP) Moderate authorized cloud CPM provider. FedRAMP is a government-wide program that promotes the adoption of secure cloud services across the federal government by providing a standardized approach to security and risk assessment for cloud technologies and federal agencies.
To accomplish PBGC’s ongoing need, GSA will issue an open-market hybrid single-award Indefinite-Delivery Indefinite- Quantity (IDIQ) on behalf of PBGC to provide Operations and Maintenance services, Product Improvement, SaaS customization and configuration, and Program Management for BDMS under NAICS code 541512, Computer Systems Design Services. The period of performance will be one (1) 12-month base period and nine (9) 12-month optional periods. In accordance with FAR 17.204(e), the five year limitation on period of performance does not apply to information technology contracts. The estimated ceiling value is $45,000,000.00. A justification is required because the contractor must be a certified OneStream Partner to support this requirement in its entirety. IAW FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements”. Government to limit this requirement to only OneStream partners.

Justification for Other Than Full and Open Competition
PBGC performed a Business Needs Analysis (BNA) in 2020, which identified the need to implement a purpose-built, enterprise budget formulation solution that supports real-time budget figure updates across a collaborative, secure environment. PBGC implemented a new low-code/no-code (LCNC) COTS product—BDMS— that minimizes and eliminates the budget formulation manual processes for Budget Department personnel, Departmental Budget Liaison Officers and PBGC Executives. BDMS is hosted on the OneStream platform, leveraging the basic functionality of OneStream’s Budget Formulation features. PBGC’s BDMS requirements have now evolved from a simple Budget Formulation implementation to a complex set of Budget Formulation, Budget Execution, Integration, and Reporting requirements. PBGC is therefore looking for a OneStream- integrator partner to maintain and evolve the OneStream platform.
4) Identification of Statutory Authority:
This is a brand-name justification pursuant to FAR 6.302-1(c), and therefore use of such descriptions in the acquisition or portion of an acquisition is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company.
5) Demonstration that the Acquisition Requires the Use of the Authority Cited:
OneStream is the software currently being used by PBGC in its Budget Department Management System (BDMS), which was introduced in September of 2020. No other financial software platform can integrate into the existing OneStream software platform. Therefore, PBGC requires a OneStream Partner Integrator with OneStream Certified Professionals and federal government implementation to implement the low-code/no-code modifications and updates needed to automate their current system.
OneStream is a modernized finance platform and is the only complete, end-to-end FedRAMP authorized cloud CPM Provider. The Federal Risk and Authorization Management Program (FedRAMP®) was established in 2011 to provide a cost-effective, risk-based approach for the adoption and use of cloud services by the federal government. FedRAMP empowers agencies to use modern cloud technologies, with an emphasis on security and protection of federal information. In December 2022, the FedRAMP Authorization Act was signed as part of the FY23 National Defense Authorization Act (NDAA). The Act codifies the FedRAMP program as the authoritative standardized approach to security assessment and authorization for cloud computing products and services that process unclassified federal information.
OneStream is committed to providing a secure and reliable platform for its customers. It was the first cloud corporate performance management (CPM) provider to achieve FedRAMP Moderate authorization, which it earned after an 18-month review process by the FedRAMP PMO.
OneStream continues to be audited by the PMO to ensure compliance with FedRAMP standards.
Furthermore, OneStream is a leading enterprise Finance solution trusted by multiple Federal Agencies such as the U.S. Department of Commerce, the Department of the Treasury, the Department of Homeland Security, and the Defense Health Agency.
As stated above, OneStream is a platform which provides financial and operational processes together to replace silos of CPM software and spreadsheets from other disconnected point solutions.
OneStream offers an extensible platform enabling organizations to build new solutions directly on the platform and unify evolving business requirements with existing processes without adding and/or maintaining multiple software modules. The platform helps finance and operational teams collaborate by creating a single user experience for planning, financial close & consolidation, reporting and analytics. In addition it provides data management; built-in financial intelligence; extensible, unified data modeling; analytics; solution exchange; and enterprise-wide AI intelligence and machine learning.
In 2020, PBGC’s Business Innovation Services Department (BISD) led a Budget Formulation Tool Analysis of Alternatives with a Working Integrated Project Team (IPT) from the Budget Department, Budget Liaison Office (BLOs) from Office of Information Technology (OIT), Procurement Department, Privacy, Security, Information Technology Infrastructure Operations Department (ITIOD), and many others. As a part of this process, BISD established a complete set of high-level requirements and conducted market research. An RFQ was issued under competitive procedures and product demonstrations were conducted. The IPT used an agreed upon set of evaluation criteria, and the OneStream Software was identified as the top scoring solution, followed by a Total Cost of Ownership. The final recommendation from the IPT was presented to the Budget Director and Chief Management Officer (CMO), and a decision was made to proceed with OneStream. OneStream has proven to meet PBGC’s budget function needs.
PBGC has already committed over $7,700,000 and approximately three years to integrate OneStream into the network solution. Integrating OneStream into the network involved significant efforts from federal members across the agency. BDMS/OneStream is required for BD to perform its mission of budget formulation. PBGC would be unable to perform its legislative mission to formulate and submit its annual budget and pass it back to DOL and OMB without this platform. PBGC has already committed over 36 months to integrate OneStream into the network solution and the anticipated time required to integrate a new brand would incur unacceptable delays and add risk to the performance of the network as well as unacceptable cost duplication.
Utilizing contractors who are not Certified OneStream Partners has proven detrimental to PBGC’s mission and has had a negative impact on PBGC’s investment of time and resources on the new platform such as software update delays, system malfunctions and operational disruptions which impede PBGC’s ability to meet critical business objectives. It is essential that PBGC’s requirement be awarded to a Certified OneStream partner otherwise it would greatly increase the risk of failure to PBGC’s mission and ultimately put PBGC into unnecessary financial risk.
6) Description of Efforts to Solicit as Many Offers as Practicable or Exception:
It is in the best interest of the Government to open this acquisition to all Certified OneStream Partners using other than full and open competition in accordance with FAR 6.302-1(c) due to the client's constraint which requires a certified OneStream Partner. The Government will issue a single-award IDIQ. To encourage small business participation the solicitation will include FAR clauses 52.219-9 Small Business Subcontracting Plans. In addition, the Government will consider a Small Business contractor's proposal of a Joint Venture (JV). All contractors must be a Certified OneStream Partner to ensure their ability to access the current system to provide the required services as well as Quality Control.
This approach was chosen to encourage as many certified OneStream partners to compete as possible. In doing so the Government can maximize value, innovation, and service quality within the constraints of a singular product ecosystem. The emphasis is to foster strong partnerships and collaborative relationships with the OneStream platform to ensure ongoing support, product enhancement, and access to specialized expertise.
7) Determination that the anticipated cost will be fair and reasonable:
The contracting officer anticipates cost to the Government will be fair and reasonable through other than full and open competition based on PGBC’s IGCE dated January 1, 2024. PBGC’s cost estimate was derived by using hours for each labor category based on historical data from PBGC’s Task Orders, 16PBGC22T0006, 16PBGC21T0022, 16PBGC19T0045 and 16PBGC19T0044. Also two sources were used to calculate the rate of each identified labor category which is BISD’s blended rates pool available on Program, Project and Portfolio Management (P3M). The average estimate was based on labor rates, service categories, and blended rates for the GSA Schedule and existing PBGC BISD’s contracts. In addition, PBGC used the current GSA price list from three OneStream Integrator Vendors. The rate of each identified labor category was calculated by averaging the three vendors' rates plus the BISD blended rates. Since there are no standard labor categories across the board, the Labor Category Description for each vendor was reviewed, and the labor categories that match most of what BISD was looking for was selected. Based on the above cost estimate conducted by PGBC, it is determined that the anticipated cost to the Government will be fair and reasonable.
8) Description of market survey conducted:
The initial market research was conducted by PBGC’s contracting office in November 2022. RFI 16PBGC23RFI00002 was posted on SAM.GOV to sixteen (16) OneStream Public Sector partners with a response due date of December 7, 2022. The RFI resulted in a total of four (4) responses.
In March 2024, the CO requested an updated contractor list from OneStream. The previous list provided to PBGC was only 16 contractors, but 25 businesses were listed on the public segment of the OneStream website. OneStream identified that some businesses listed on the website focus their efforts on building industry tools within the OneStream platform and are not interested in the implementation position, which is the subject of the current buy.
On April 3, 2024 the CO sent an RFI via email using a google.doc survey to OneStream Partners.
Industry Day was held on April 18, 2024. In attendance were GSA, PBGC and a total of 15 contractors, including seven (7) verified OneStream Partners businesses. GSA’s CO and PBGC’s PM presented a powerpoint presentation to all attendees covering the technical and contractual requirements. There was a Question & Answer section at the end of the meeting to answer the pre-solicited questions from the vendor.
9) Other facts supporting other than full and open competition:
The current contract is a single award IDIQ to an 8(a) business who is the prime contractor and the subcontractor is a OneStream Partner. It has been proven that a non-OneStream Partner prime contractor does not have access to the platform or platform tools, and there are other compatibility issues unique to this requirement that necessitate the prime contractor to have full access to the OneStream platform. The SBA approved removal of the BDMS portion from the current 8(a) contract on April 17, 2023, Attachment 1.

11) Statement of Actions to overcome barriers of competition:
At this time, efforts to solicit a separate service would prove incompatible with the existing PBGC infrastructure and platform. In accordance with GSA open market IDIQ ordering guidelines, fair opportunity will be given to all OneStream Partners that can provide services on the brand name platform. At this time, utilizing any other platform for integration, implementation, security, and communication would severely compromise the PGCG’s BDMS system.
The requirement will be competed amongst the OneStream Certified Partners. The Government will continue to search the market to see if any new contractors are added to the platform that can offer a suitable solution. Additionally, the requirement will be continually monitored, updated and re-assessed as the Government moves forward to remove barriers to competition when the platform becomes obsolete or inadequate enterprise-wide.
The Government also intends to work with current Certified OneStream Partners who also have a contract with a current GSA contract vehicle, such as the GSA Multiple Award Schedule (MAS) or Government-wide Acquisition Contracts (GWACs), to add OneStream as a solution they can provide.
