All answers are shown below in red.
Q1: I just now noticed that there is NO SPACE designated for DESIGN-BUILD description; could you please add a space?
A1: The Design-Build question is meant to be a “Yes” or “No” question. Either the project is a Design-Build contract, or it is not. Please use the checkboxes to the right to indicate if it is a Design-Build project or not. No description is needed.
Q2: In Amendment #1 Q4 you state “A Joint Venture may submit PDQs, PPQs, and performance recognition documents which reflect work performed by the joint venture, or by either member of the joint venture individually.” However, in amendment #4 Q6 you state “If the Offeror is a member of the joint venture, proposing as an individual company (not as a member of the JV), the Offeror may not submit Past Performance Questionnaires and performance recognition documents for work performed by a joint venture.” It appears this is discouraging individual companies from pursuing this effort on their own if they are unable to use PDQs and PPQs for work performed by a joint venture but joint ventures are allowed to use PDQs and PPQs from individual companies that make up the joint venture. Would the government please reconsider their position on this requirement and allow individual companies to use PDQs and PPQs performed by a joint venture as long as they were one of the individual companies that made up the joint venture?
A2: No, Offerors who are individual companies may not submit past experience or past performance documentation from work performed by a joint venture.
Q3: Regarding GSA Form 527: Can you please confirm that “SECTION VII - CONSTRUCTION/SERVICE CONTRACTS INFORMATION (Public Buildings Service Contracts Only)” is for US GSA PBS contracts ONLY. Also that these are ONLY supposed to include active contracts.
A3: Section VII of form 527 is for GSA PBS contracts only. The area for “Contracts in Force” (boxes 48-55) is for active contracts only. The area for “Largest Jobs You Have Completed in the Last Five Years” (boxes 56-61) is for past, completed projects.
Q4: Is there a page limit, or any other specifications, for the cover letter?
A4: There is no page limit for the cover letter. Cover letter must identify the Offeror’s name and DUNS number, a single point of contact for all Solicitation correspondence, and the Zone(s) for which the Offeror would like to be considered for award. The cover letter should also state whether the Offeror is a Joint Venture, as well as the Offeror’s small business and socioeconomic group status.
Q5: On the “PAST EXPERIENCE – PROJECT DETAILS QUESTIONNAIRE” page 1 first section under Project/Project Owner Information where it says

Is that for the Contractor’s information or the Client’s information? In which case the Client would be someone like GSA.
A5: The Project Owner refers to the Client, i.e. a firm, organization, or individual for whom the project was completed. “Project Owner” does not refer to the contractor submitting the proposal.
Q6: Please verify that only 4 PPQs are required and NOT 4 PPQs per Zone that can potentially be awarded.
A6: Only four PPQs will be scored, regardless of how many Zones the contractor is submitting their proposal for. Only one complete proposal shall be submitted regardless of how many Zones the contractor is proposing for.
Q7: Does the Government want the Scorecards to be submitted as a fillable form, as it is now, or can we convert the document so that changes aren’t accidentally made during the review?
A7: Sending the Scorecards as a fillable form or as a non-fillable PDF will not impact the review process. Please proceed with whichever way you are comfortable with.
